With the winter storm expected this weekend, we would like to remind residents of the snow ordinances. This could be a dangerous storm, so we ask for your cooperation to help make cleanup as quick and efficient as possible. If the forecasted snow amounts materialize, crews will likely be making several passes through town. We ask that you refrain from parking on the streets until cleanup is completely finished.
CITY OF GRAND MEADOW SNOW SEASON ORDINANCES
From November 15 through April 15th, parking shall be prohibited from 11:00 pm until 7:00 am on any city street. Any car parked on the street in violation of this ordinance may be subject to a citation and a fine and the possibility of being towed, at the discretion of the Police Department of the City of Grand Meadow.
SNOW EMERGENCIES: No vehicle or trailer shall be parked on any street or alley during a declared snow emergency. A snow emergency is defined as anytime the quantity of snow fallen is 2" or more. During snow emergencies, no parking shall be allowed on the road or alley until the snow and ice plowing has been completed the full width of the roadway. Citations shall be issued to vehicle owners parked in the path of the snowplow on the first pass. Any vehicle left on the streets or alley for more than 24 hours after a snowfall will be towed without notice to the vehicle owner, at the owner's expense.
Blowing, pushing and piling of snow: persons shall not blow, push, pile or deposit snow or ice into a city street, alley, or sidewalk from a private property or public boulevards. Snow deposited onto a public roadway, alley or sidewalks can create a traffic hazard for the general public and city snow removal crews. Individuals that deposit snow onto public roadways and alleys are subject to a petty misdemeanor. (This excludes downtown properties that have no other option but to deposit snow off sidewalks into street.) Minnesota Statue 169.42, prohibits depositing, placing or dumping upon any street or highway or upon any public or privately owned land adjacent thereto without the owner's consent any snow or ice, etc. Do not pile snow at street intersection or at end of private or public driveways so that it interferes with the view of the traveling public. Warning letters will be sent to homeowners for first offense but if problem keeps occurring city crews will remove such piles and home owners will be charged for removal costs.
Mailbox Area: Snow plow operators make every effort to remove snow as close to the curb line as practical and to provide access to mailboxes for the postal department. However, it is not possible to provide perfect conditions and minimize damage to mailboxes with the size and type of equipment the city operates. Therefore, the final clearing adjacent to mailboxes is the responsibility of each resident.
Garbage cans and recycling bins: Garbage cans and recycling bins must not be placed on street surfaces. It is recommended to place such containers a minimum of a couple feet behind the curb line so snow that is being plowed does not tip them over. The city is not responsible for up righting containers.
Fire hydrants: It is unlawful to blow, push or pile snow on top or around a fire hydrant. Please be good neighbors and help your fire department out by keeping fire hydrants cleared out around them. Every minute counts with a fire.
