Meeting Rules of Conduct
Under Iowa’s Open Meetings Law, citizens have the legal right to attend, observe, listen to, use cameras and use recording devices at open meetings conducted by a governmental body.
The Iowa Open Meetings Law does not require cities to allow public input at council meetings and does not entitle citizens to speak. Unless invited to speak, everyone is simply an observer listening to and watching the deliberations.
So that it can serve the town better, the Grand Junction City Council sets aside time in its meetings for public comments, guided by reasonable rules of conduct such as time limits per speaker (3 minutes). Public Comments time is not guaranteed at every meeting.
This public comment period is a limited type of public forum. This does not guarantee a person the freedom to say whatever is on his/her mind whenever he/she wants. Comments to the council, or about topics the council is discussing, are allowed only during the public comment period of the meeting.
The First Amendment right of free speech is not absolute during public comment periods. Speakers who are disruptive, behaving in a way that violates the council’s rules of procedure and prevents the council from accomplishing its business in a reasonably efficient manner, can be silenced. A speaker can be removed from the meeting if the disruption persists. The Grand Junction City Council operates under parliamentary rules, which include the orderly operations of the meeting proceedings. Please help us conduct an orderly and effective meeting by following these rules.

June 8, 2026

Mayor Jason McDowell opened the regular Council Meeting of The City of Grand Junction at 6 pm on Monday, June 8, 2026, at City Hall. Council present were Spencer Kirk, Bryce Stevens, John L Thompson, Zach Dearborn. Mary Millard, City Clerk present. Absent: Tom Launderville

Motion by Dearborn, seconded by Thompson to approve agenda. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Motion by Kirk, seconded by Thompson to approve consent agenda. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Public Comment: Ron Vickers advised his mailboxes in front of his house were damaged during clean-up day June 6th. Alan Robinson presented the GCDC invoice to the City. Council approved $1000 payment.

Ben Obert at Heritage Insurance discussed City of Grand Junction Insurance Coverage effective July 2026 - June 2027.
Motion by Kirk, seconded by Dearborn to approve increasing the comp-collision deductible to $1000.00. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Update of Code Enforcement Position. Eight Applicants, Council chose three applicants to move forward with interviews. Thompson and Dearborn will conduct interviews with dates and times pending confirmation from applicants.

Review sale quote and photo of Keith Hoskinson’s used tree stump grinder. Motion by Dearborn, seconded by Kirk to physically inspect the stump grinder before making final determination if Council wish to purchase it. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Dearborn discussed a water hydrant at the Lincoln Highway public garden on Main St. It would be very beneficial to have a water hydrant on property to water the area. Motion by Dearborn, seconded by Thompson to have a water hydrant installed at the Lincoln Highway public garden on Main St. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Review sale quote of Sewer back-up pump from Iowa Pump Works $25,987.40. This is needed in case the current pump ever fails. Motion by Kirk, seconded by Stevens to approve purchase of the back-up pump from Iowa Pump Works. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Discussion of State Revolving Fund additional Subsidy (Principal Forgiveness) Award. This is an increased change from the original Subsidy Award by $173,070 further reducing the amount Grand Junction will pay back on sewer project loan.
Motion by Kirk, seconded by Dearborn to approve the SRF additional Subsidy Award. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville Signed by Jason McDowell, Mayor

Discussion of Windstream (Kinetic) – IA DOT Use of Highway Right of Way Utilities to bore fiber optics in Grand Junction City Limits to the North on US-30. Motion by Kirk, seconded by Dearborn to approve permission for Windstream to bore fiber optics in Grand Junction City Limits to the North on US30 as presented in the agreement. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville

Discussion and update of Ordinances:
Title IV – Animal Control 2nd reading adding fines for dogs running at large for first and subsequent offenses.
Title IV – Chicken Controls 3rd reading to add chicken tractors and coups not in front yards. Next agenda will discuss Updates to property landscaping. Dearborn will make note to update the Chicken Controls.
Title VI – Lawn Height 2nd reading updating height to eight (8) inches. Adding to remove all grass from roadway upon completion of mowing. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville
Motion by Dearborn, seconded by Kirk to table Chicken Control Ordinance 4th reading until further code of ordinance regulations are reviewed.
Motion by Kirk, second by Dearborn to table adoption of Animal controls and Lawn 2nd reading until further code of ordinance regulations are reviewed. Ayes: Kirk, Stevens, Thompson, Dearborn Nays: None Absent: Launderville
Millard to contact the County Recorder and the State of Iowa for the full ordinance regulations.

Mayor: Jefferson Telecom still waiting for State approval. They will be sending letters out to residents in the coming weeks asking for approval to bore the cables from the alleys to their houses.
McDowell would like to Thank Neese, Rueter's, Foutch Ag Service and M&W Ag Supply for use of their equipment. Also, all the volunteers that helped with the Clean-Up days. Everyone’s help was very much appreciated.
McDowell stated next year Clean-Up days flyer will add that household trash and recycled clean cardboard will not be accepted. All household trash should go in resident’s trash cans and recyclable cardboard should go to the recycling center.

City Council: Dearborn, Thompson, Kirk, Stevens also thanks all for their efforts and equipment use to make the Clean-Up days a success. The Council reiterates household trash and recyclables will not be picked up next year. Those will need to be disposed of property by residents. Reminder that Curbside household trash is picked up every Thursday.
Stevens suggests to send official written notice to business’s on Main St that will be affected by the Main Street Pavement project slated to begin end of June, however, the exact start date is to be determined.

City Clerk: The State Auditor and Greene County Auditor called to advise based on the original City resolution for the sewer contract in 2024 the final loan balance would be funded by residential sewer rates. It can not be listed on the Levy. This is a line item change that will not change the overall totals of the budget. It will reduce the levy total, but not by much. Nothing for the Council to approve at this time since the overall budget total remains the same.

Street Department: The junk/trash pile is being picked up and the ground cleaned this week. Walters bringing more dumpsters to finish the clean-up.

Library: Summer Reading K – 5th grade “Plant a Seed, READ” every Tuesday in June. Summer long All age Reading “Bee a Reader” flyer to be sent out. See Library for programs, dates and times.

Fire Dept: Pancake Breakfast Fundraiser Saturday, July 4th. Ambulance fund is at 51%. Donations are still welcome and fundraisers will be announced. Fire Dept purchased 10 30yr packs.
