Greetings! I have uploaded documents received from Rain Lily / EENA provided to the county, which also includes the concept plan; it’s a large file, 175 pages. All are in the Rain Lily folder under Dev. Comm. webpage.

I have also uploaded the “cease & desist” letter from Amazon attorneys in the Spectrum folder, named “letter to county attorney”.

I have added the Rain Lily agreement read into the commissioners court record yesterday, to my public access folder. It was a 3-1 vote with Comm. Samuelson the sole nay.

Information update!
1. Yesterday (5/7/2026) National CRE Holdings (Project Red / Yellow) filed suit against county and commissioners. C2026226. They also filed a temporary restraining order which as of this morning is set to be heard on Monday, May 11 on the 1:30 PM docket in Judge Bufkin’s Court, likely to prevent the county from reconsidering those projects in Commissioners Court on Tuesday. The Development Commission asked these to be reconsidered for rejection based on incorrect or unclear developer identification, inconsistent project naming, failure to properly identify district boundaries, and lack of finished topography necessary for drainage analysis.

2. City filed a general denial in the citizens annexation suit. C2026159.

3. Pacifico v County C2026160. County has been served and our answer is due NLT 5/26.

4. Sailfish / Comanche Circle has sent a lengthy memo / demand.

5. Rain Lily solar is relying on an email from our development director dated 12/27/2024 that no concept plan or anything is required.
