Constellation has filed an application with the Texas Commission on Environmental Quality (TCEQ) seeking renewal of its operating permit for Wolf Hollow II with the public notification phase beginning this Friday, May 15th. We wanted to make you aware of the public notification phase and layout the administrative changes within the document for your awareness:
• This permit only pertains to the existing Wolf Hollow II power plant.
• Requirements for compliance with 40 CFR Part 63 Subpart TTTT for Greenhouse Gasses are now defined in the draft rather than the federal requirements simply being referenced as found in the current permit. The site has always demonstrated compliance with the CFR, regardless of the level of detail found in the prior permit. This change supports a more detailed description of a site’s full regulatory obligations in their permit.
• We have also incorporated the updated New Source Review permit which included an increase in heat rate from 4512 to 4582 MMBtu/hr due to an equipment design update. This increase in heat rate does not change emission limits.
As you know, TCEQ requires formal public notification through newspaper publication, site signage, and, where applicable, alternative language notices
The schedule for those public notice activities is as follows:
• Friday May 15 – Signs will be installed near WHII main gate and left in place until at least the end of June. A copy of the application/draft permit will also be displayed at the Hood County Library in Granbury.
• Saturday May 16 – English notice will be published in the Hood County News.
• Wednesday May 20 – Spanish notice will be published in La Prensa which then initiates the 30-day public comment period.
Once the 30-day public comment period is initiated, stakeholders may submit comments or request a public meeting/hearing. The Draft Permit and Statement of Basis are publicly available on TCEQ’s website (Title V Applications). Following the close of the comment period, TCEQ will prepare a Response to Comments document and proceed toward final action. If granted, the permit would allow Wolf Hollow II to operate into 2031.
