Hello again. I've had quite a reaction from my last post. In response I will post a little history of this page. My name is Mary Jacob Burns. At the request of my father, Everett Jacob, I created this page in an effort to offer information to citizens of Goliad that I have either gleaned from council meetings, documents obtained by public records request, Goliad ordinances, or Texas Municipal Code. He was of the opinion that citizens would want to know how their tax dollars are being spent. If you have evidence that information posted on this page is not correct, please post that evidence in response. My last post sited information I picked up in council meetings. If you want the date and transcript I will provide that on request. Did you know - ANS Hotshot, emergency water/sewer line repair contractor, increased their hourly rate by 50% after a 'city employee' told them that council now required them to submit bids for every job? This was a lie that cost the taxpayers lots of $$. Goliad paid FNS over $100K last fiscal year. Shortly following the city's adoption of a contract with FNS reflecting a 50% increase, Public Works Director, Shawn Gaskamp, resigned and now works for FNS. Scuttlebutt around town is that city employees are currently picking up some of that work - work that they were previously not allowed to do. Wonder who the city employee was that told the lie?? Nobody seems to know ... seriously?!?

IT IS NOT!! Changing from Aldermanic to City Manager forms of govt REQUIRES by state law an ELECTION. Read your law! The council has NO authority to assign the statutory duties of a mayor to a "city administrator"! The QUESTION remains - when did this happen?? It's clearly not lawful and appointing a City Secretary when the Administrator (by city ordinance) performs the duties of the Secretary is a huge conflict.

Okay folks - what's up? Anyone keeping up with the orchestrated attempt to cripple the newly elected City Council and Mayor? Our new Mayor Anna Machacek has been working her tail off to accomplish good things for the city. She's working to get Fort Fun and The Depot fixed up as well as researching our options for the City Pool. Most importantly she's trying to rein in out of control spending by City Hall. Most of you know about the recent resignations of the City Administrator, City Attorney, and 2 Aldermen. They all cited an unwillingness to work with our new mayor. There have been many untrue accusations about Anna and her agenda. We really hope you aren't buying in to this regime of disinformation. If you have any questions or have heard rumors that you are unsure about, please leave us your comments and we'll address them with facts and documents to back those facts up where possible. So YAY GOLIAD!! We've elected people committed to improving city utilization of our TAX DOLLARS! Spread the word!

Our past City Administrator knows we don't have a City Manager form of government but an Aldermanic form of government. Our recently resigned City Administrator, Larry Zermeno, and our recently resigned City Attorney, Ashford Taylor, insist that we do have a City Manager form of government. The question is - were they trying to mislead the new council OR were they really that uninformed?

Goliad does NOT have a City Manager form of government! It would require a vote of the city and this did not happen. Photo is a section of Texas Municipal Code that addresses this. The question is - why didn't our City Attorney know this?

Source: Letter given to City Council by Roloff, Hnatek & Co in May 2013 in response to its annual audit.

Goliad's 2012-13 audit

The city's recorded balance did not agree with the auditor's balance.

A payment was made to an employee for a down payment of real estate but never reimbursed by the employee.

Several current employees are signing checks that are not listed as authorized signers on the bank accounts.

A Goliad Municipal Development District loan document was not located.

A Goliad Municipal Development District loan to a current City Council member is behind on payments.

Auditors suggest that council members with outstanding loans abstain from voting on board appointments.

The city failed to request bids for a job that cost in excess of $25,000.

The city has not had a fraud assessment performed, and the city does not have a policy for reporting fraud.
