NC Freedom Fest will be held from 12-9 p.m. Saturday, Sept. 12, in downtown Goldsboro. In preparation for the event, the following streets will be closed from 7 a.m. to 10 p.m. Saturday, Sept. 12:
■ Center Street from Ash St to Pine St
■ Mulberry Street from James St to John St
■ E Walnut St (Center St to 112 E Walnut St)
■ Chestnut St (101 W Chestnut to 105 E Chestnut)
■ Spruce St from Center St to James St
■ James St from Spruce St to Chestnut St

Parking and driving in the street during closure times is strictly prohibited. Any vehicles within the footprint on Sept. 12 will be towed at the owner’s expense. Streets will be blocked with concrete barricades, so moving in and out of the festival footprint will not be possible.

What makes her unique is her ability to fully engage with every contractor, citizen, and project that comes across her desk. From tap fees to the everyday administrative work that keeps our Engineering Department running smoothly, Jestine gets it done right, every time.

48 years of service is an extraordinary accomplishment, and we are incredibly fortunate to have her as part of our engineering department and City of Goldsboro team!

Goldsboro City Councilmember Brandi Matthews has been named Second Vice President of the Board of Directors for the North Carolina Black Elected Municipal Officials (NCBEMO). Matthews was officially sworn in on July 26, 2026, during NCBEMO’s annual Summer Conference, held in Wilmington.

“My involvement with NCBEMO has reminded me of the power of representation, connection and being surrounded by people who understand both the privilege and the weight of public service,” Matthews said. “In these kinds of spaces, we are not asked to shrink. We do not have to explain, nor do we have to prove that we belong. We are empowered to lead boldly. I am deeply honored to serve as Second Vice President and to continue helping build an organization where Black Elected Officials across North Carolina can find community, mentorship, advocacy and a safe place to simply be. When people feel seen and supported, it helps them feel secure in who they are. They lead differently and the communities we serve are better because of it.”

As the newly elected Second Vice President, Matthews joins Black elected municipal officials from across the state on the Board of Directors.

The North Carolina Black Elected Municipal Officials has taken the lead in supporting public service as a way to implement change for citizens of North Carolina. NCBEMO strives to achieve political and community transformation through training, education, collaboration, advocacy and outreach programs that promote the mission of the organization. NCBEMO is a nonpartisan, nonprofit statewide organization of current Black elected officials and supporters of the organization.

Starting Wednesday, Sept. 9, the City of Goldsboro Water Treatment Plant will temporarily stop adding ammonia to its water treatment disinfection process, transitioning to chlorine-only disinfection for six weeks. They will resume adding ammonia to the water treatment process on Wednesday, Oct. 21.

Our water treatment plant typically uses chloramine, a disinfectant formed by mixing chlorine and ammonia, to treat drinking water. Chloramine is more stable than chlorine, providing a longer-lasting disinfectant effect as water travels through pipes to customers.

To promote optimal disinfection throughout the water distribution system, the North Carolina Department of Environmental Quality recommends that public water systems using chloramine disinfection switch to chlorine-only disinfection for at least three consecutive weeks each year. This switch to chlorine-only disinfection can sometimes produce a temporary chlorine taste and odor.

The City of Goldsboro also conducts flushing of the water distribution system during this period as part of an annual unidirectional flushing program. System flushing will begin Wednesday, Sept. 9. This flushing may cause some temporary discoloration in the water. The water is safe. If you notice discoloration, you may need to run your tap for a short time to clear it up. As a precaution, customers may want to check to see if their water is discolored before doing laundry, especially with white clothes.
