Missed last week’s Council meeting? Here’s a recap of the key actions and discussions.

■ Ultraviolet light disinfection system: Council authorized staff to move forward with the purchase of parts to upgrade the 26-year-old UV light disinfection system at the Water Reclamation Facility. The City budgeted $461,824 for the project. UV disinfection is the final step of the wastewater treatment process before the water is discharged into the Neuse River.

■ 2025 Edward Byrne Memorial JAG: The Goldsboro Police Department received $33,485 in federal grant funds from the Edward Byrne Memorial Justice Assistance Grant. The money, awarded on July 31, will be used to purchase speed monitoring devices to be placed in areas with reported speed complaints and concerns.

■ Harris Street Bridge improvements: Council approved a resolution to award a $165,500 contract to S&C Construction, LLC, for the Harris Street Bridge repair project. S&C Construction, one of the largest DOT bridge repair companies in eastern North Carolina, will be able to replace some of the beams and extend the life of the bridge. Powell Bill funds will be used to fund this contract.

■ Water and Sewer System Capital Improvement Plan: Council approved a capital improvement plan for the water and sewer system. This plan not only provides a structured planning schedule but also explores diverse financing options to facilitate the ex*****on of the identified projects. Having a plan in place will strengthen the City’s ability to pursue grant funding.

■ Private ditch maintenance and SCM inspections: Council received an update on private ditch maintenance and SCM inspections. Property owners are responsible for maintaining ditches located on private property. If an unmaintained private ditch causes neighborhood flooding or other nuisance issues, Code Enforcement will notify the property owner and issue a notice of violation. NCDOT ditches are referred to the state, while Public Works addresses City-owned drainage conveyances. Residents can report drainage or blockage issues through the Stormwater Hotline at 919-580-4227 or the Goldsboro 311 app/online form.

The City also plans to transition its stormwater control measure (SCM) inspection program to an administrative oversight model. Under the proposed changes, private property owners would hire qualified professionals to conduct annual SCM inspections and submit reports to the City by June 30 each year. These proposed changes will be presented to the Planning Commission on Sept. 28, and a public hearing will be held Nov. 16. The changes are expected to take effect July 1, 2027.

■ Elevate Goldsboro Comprehensive Plan: Council approved the Elevate Goldsboro Comprehensive Land Use Plan. Since 2025, consultants, staff members and residents have worked together to gather input from stakeholders and community members to develop a plan that will guide future development and growth patterns. The next step will be an update of the Unified Development Ordinance (UDO).

■ Military Host City: Council adopted a resolution formally declaring the City of Goldsboro a Military Host City, recognizing the community’s connection to Seymour Johnson Air Force Base. The designation could strengthen opportunities for state and federal funding.

■ Special Events and Street Closing Policy update: Council approved revisions to the City’s Special Events and Street Closing Policy. Under the revised policy, the City Manager will approve street closure applications that meet the policy criteria, including closures of South Center Street between Chestnut and Spruce streets. City Council will continue to approve requests involving other portions of Center Street or NCDOT-maintained streets. The policy does not regulate the use of City-owned parks and recreation facilities or venues such as the Goldsboro Event Center, The HUB, Freedom Field and the Paramount Theater.

■ Designating The HUB as a City Park: Council approved a resolution designating The HUB as a city park. This designation will make it easier for customers to rent The HUB and introduce enforceable park hours to minimize damage/vandalism after hours.

MASSIVE news from Sen. Ted Budd:

Secretary of the Air Force Troy Meink has notified the senator that Seymour Johnson Air Force Base will be the recipient of modernized F-15EX aircraft procured through the Fiscal Year 2027 budget.

“This confirmation from the Department of the Air Force that Seymour Johnson’s mission is being prioritized and modernized with the procurement of F-15EX aircraft is an important step toward ensuring America maintains its air dominance,” Budd said in a news release. “But we cannot stop here. Congress must do its job and pass the NDAA with a multiyear procurement provision that accelerates F-15EX production, strengthens our air defenses, and ensures we have no gap in our operational or training capabilities. Our adversaries are picking up pace on their defense modernization efforts, and we risk falling behind if we stall any longer.”

I look forward to serving with this next group of distinguished leaders and I will continue to work hard to ensure that legislative policy development reflects the needs of the City of Goldsboro as well as addresses the challenges faced by all communities across the state! Councilmember Chris Boyette has been selected to serve another term on the North Carolina League of Municipalities’ Legislative Policy Committee. Boyette was initially appointed to the committee in 2024.

“The Legislative Policy Committee plays an integral role in developing a set of policy goals that reflect the needs of municipalities across the state,” said NCLM President and Clayton Mayor Jody McLeod. “Representing municipalities of varying population sizes and geographic regions, the committee will drive the League’s advocacy strategy, ensuring that it encapsulates the collective priorities of cities and towns. These committee members have a firsthand understanding of municipal governance, and we are grateful for their leadership and guidance.”

The committee’s work over the next few months will ultimately result in the development of NCLM’s Legislative Goals.

Directing NCLM’s Legislative Goals development process, committee members review and vet policy proposals from across the League’s full membership. After review by the NCLM Board of Directors, and a final vote by member cities and towns, the aim is an advocacy agenda that is both focused and reflects the priorities of all the state’s municipalities.
