The MBLLC mourns the passing of our own, former Representative Benjamin Swan, Sr., a giant of civil rights, a proud Caucus member, and a former Chair who helped shape the foundation of what this Caucus stands for today.
Rep. Swan marched alongside Dr. Martin Luther King Jr., led the Greater Springfield NAACP, and served the 11th Hampden District with unwavering dignity for over two decades. He was a lawmaker, but above all he was a warrior for our communities.

As a former Chair of this Caucus, Rep. Swan’s fingerprints are on the work we do every single day. We carry his legacy forward in every bill we fight for, every community we serve, and every voice we lift up.

Rest in power, Rep. Swan. You were one of us, and we will never forget you.

Happy Harvey Milk Day!

Harvey Bernard Milk (1930-1978) was born on this day, 96 years ago. Milk was the first openly gay individual elected to public office in the history of the state of California. Elected to the San Francisco Board of Supervisors in 1977, he served just under a year before being assassinated by a fellow city supervisor. We do not remember him only for the manner in which he died, but for the way he lived his life. He was a champion and advocate for the "us'es" of America who wanted and needed their voices to be heard. In his speeches and work he powerfully drew parallels between the struggles LGBTQ people faced during his life and the struggles of other groups fighting to establish their place in our nation.

"You have to give them hope. Hope for a better world, hope for a better tomorrow, hope for a better place to come to if the pressures at home are too great. Hope that all will be all right."

Barney Frank was one of a kind. For more than three decades in Congress, he fought tirelessly for the people of Massachusetts, helped make housing more affordable, stood up for the rights of LGBTQ+ Americans, and helped pass one of the most sweeping financial reforms in history designed to protect consumers and prevent another financial crisis. Barney’s passion and wit were second to none, and our thoughts are with his family today.

The Massachusetts House of Representatives passed several pieces of legislation today on the topics of public health and public safety:

H.5441 An Act relative to newborn screenings for congenital cytomegalovirus

Requires the Department of Public Health to develop regulations for congenital cytomegalovirus, or cCMV, screening in hospitals and birthing facilities. The bill also creates a universal cCMV screening pilot program and requires public education materials for parents and health care providers.

H.5443 An Act relative to increasing access to epinephrine

Allows authorized entities to obtain and maintain supplies of epinephrine autoinjectors, such as EpiPens. Trained employees or agents would be able to administer epinephrine when they believe someone is experiencing anaphylaxis.

H.5444 An Act relative to civil rights and technology

Prohibits the manufacture, possession, sale, transfer, or operation of weaponized robotic devices, including drones or robots equipped to harm others. It also bans using robotic devices to threaten, harass, or physically restrain someone. The bill includes exemptions for law enforcement.

S.2903 An Act honoring Blue Star Families

Creates a distinctive vehicle registration plate or motorcycle emblem for eligible family members of law enforcement officers killed in the line of duty. The plate would be available at no charge to parents, children, spouses, siblings, and grandchildren.

S.2565 An Act facilitating better interactions between police officers and persons with autism spectrum disorder

Requires the RMV to make blue envelopes available to people with autism spectrum disorder, or their parents or guardians, to help improve communication during traffic stops. The envelopes would hold license and registration documents and include guidance for police officers on effective communication.
