Agricultural Property Moratorium (HB 2104) Governor Hobbs signed House Bill 2104, adjusting how assessors classify agricultural land and property tax assessments The Change: The law enforces a strict three-year moratorium blocking county assessors from enacting reclassifications or on-site inspections immediately following a property owner’s successful appeal. Exceptions: Assessors can bypass the moratorium only in select instances, such as an official ownership change or property splits.
