Mills County Secondary Roads Department Mills County, Iowa Road Construction and Conditions

05/29/2026

Base stabilization is scheduled for Deacon Rd. this coming Monday, but we will continue to monitor the weather forecast over the weekend to see if we will push it off or not. During and after construction while the product is curing, we will have barricades up to close the road for through traffic. Access will still be maintained for local residents, but all others should use an alternate route.

The C02 pipeline construction in the northwestern part of the County (west of I-29) is underway and heavy equipment will be mobilizing in this morning. Please use caution in this part of the County and be mindful of slow moving vehicles and/or temporary lane/road closures.

Reminder that this Wednesday will be a meeting for information on the upcoming Deacon Rd. seal coat project at the annexation building, 6pm.

*L-63 Project Update

If you have been in the area then you have noticed that all construction has ceased. We currently are on "stand-by". We received some material test results that were not quite adequate and we are running more tests to gather all the necessary information before deciding the path forward. We hope to have things situated early next week to hopefully resume construction activities.

The Secondary Roads' Fiscal Year 27 Budget is finalized. If you follow the BOS meetings, you will have seen that I submitted to each member an explanation and some highlights of our budget. Attached below is a copy of that narrative. It is artwork putting together a budget like this and it's always best to have a plan, but it is also realistic to understand that unforeseen things happen and can change things drastically.

Last Friday our mower tractor was struck from behind by a vehicle on Highway 34. High winds may have been a factor, but it is not certain. We are all blessed that there were no injuries from this incident!

Thank you to everyone who did the Rain Dance! Even though it is delaying our rocking and L-63 projects, the moisture is welcomed and very much needed! When it comes to gravel roads, this rain is a HUGE help to keep the dust down.

Construction will begin Tuesday, March 31, 2026!

L63 construction project will start with concrete patching taking place at the beginning of the project at the south city limits of City of Malvern, IA and also on the concrete portion of the project south of Noyes.

Asphalt paving will begin April 13th and is expected to last approximately 2-3 weeks, dependent on everything going according to plan (which is very rare!)

Please use caution through the construction zone and show respect to all the wonderful workers. Thank you!
