2026 Water Main and Hydrant Flushing Program, City of Glens Falls, NY, Water and Sewer Department.
The water main & fire hydrant flushing program is scheduled to begin on Monday, Sept. 14, 2026.
Our water main & hydrant flushing program is particularly important to our water system. It is an integral part of our efforts to deliver the safest and highest quality water possible. A clean water distribution system also reduces taste and odor issues and results in better appearing water.
Hydrant flushing also improves fire protection by testing water valves and hydrants. The flushing work is conducted in warm-weather months by Water and Sewer Department work crews, who systematically open and close fire hydrants on one section of the main at a time, letting the water run at high velocity until sediment is carried out of the water main and the water is clear.
Flushing starts at the northwest corner of the city and proceeds south towards the Hudson River.
Water service should not be disrupted during the flushing process.
Flushing serves the following purposes:
>>Flushing dislodges and removes mineral deposits that accumulate in the water mains.
>>It flushes sediments from mainline pipes.
>>Flushing verifies the proper operation of fire hydrants and valves.
>>Flushing helps us find weaknesses in our water system.
>>Flushing checks for closed valves and weak flows in the water mains.
We schedule our flushing program during the months when water supplies are plentiful. We flush from larger mains first and then move to smaller mains. The flushing route is carefully planned, and valves are opened and closed to control the direction of the water.
The program is typically a 10–15-day process but, changes to this timetable may be required, if maintenance issues should arise such as system leaks, water quality concerns, sewer problems, etc.
Flushing Notices will be printed in local newspapers and posted in municipal buildings. Areas being affected by the flushing process will have flushing signs placed throughout each neighborhood as a reminder approximately 24 hours in advance of when the fire hydrants in their neighborhoods are scheduled to be flushed.
Flushing will take place between 7 a.m. and 5:30 p.m., Monday through Saturday. We urge all residents to use caution while traveling around the hydrant flushing crews and while entering areas of water accumulation during this program.
When fire hydrants are opened, there will be temporary incidences of discolored water while fine sediment particles are flushed out. There is no health hazard associated with discolored water. Allow a few hours for discoloration to dissipate. To verify the water is clear, run the cold-water tap for a few minutes.
If you notice your water is discolored, run your outdoor hose or several cold-water faucets at the same time until the water runs clear. Avoid using hot water if the water is discolored. Avoid doing laundry until you are sure the water is clear. If laundry becomes stained by discolored water, do not dry or bleach the laundry, call our office at the number below for assistance.

That popping sound — that loud-like-an-explosion pop you may have heard in the First Ward — was a tire. A very large tire, but just a tire. The Glens Falls Fire Department was dispatched to the scene, and they investigated, finding a popped tire, part of normal operations. No threat to the public.

Yard Waste pick-up, a reminder: We are still in summertime mode for yard waste, so please bag your grass clippings, leaves, branches, sticks and other yard waste (not just anything — no sod or rocks, please). Make sure you cut the branches to fit inside the brown paper bags.
This policy was enacted to comply with rules from the city's waste contractor. The city thanks you for your cooperation with this policy.

A last note: Bagged lawn waste that is put at the curb for collection by the DPW must be separated by type.

>>Leaves and grass clippings may be placed in the same bag.
>>Brush and small branches may be bagged together, but not with lawn and leaves. Use separate bags.
>>Please cut branches and brush down to a size that easily fits inside the bag.
>>Bags with a mixture of brush/branches and leaves/grass clippings will not be picked up.
>>Please do not overload the bags. Keep the weight to 50 pounds or less (they are loaded by people not by mechanical lift/scoop).

The City of Glens Falls picks up branches, brush, and non-bagged leaves in the spring and fall during "Open Pickup" periods.

CHANGES IN REGULATIONS MAKE TAX BURDEN LIGHTER
FOR SOME ELDERLY AND/OR PERSONS WITH DISABILITIES

The city has approved changes to its local law that will lower the tax burden for more Glens Falls seniors and persons with disabilities on the City portion of their real property bill. The bills go out in January. The changes raise the income level of people who qualify for the low-income senior citizens- or disability-related tax discounts. The Common Council passed the changes unanimously at their Aug. 11, 2026, meeting.

The goal of the change was to help more people with their taxes and bring the income limit in line with Warren County. The changes affect city real estate taxes only and have no effect on state or school programs such as STAR programs or the school taxes.

Before the income levels were raised for City taxes, incomes needed to be below $25,900 to receive any exemption from City taxes.
Now, seniors (over age 65) or persons with a disability whose income is less than $37,399, will receive a discount between 5% and 50% of the assessed value of their home. The exact discount depends on the person's income.
For instance, a person at the bottom of the scale with an income of less than $29,000 per year will receive a discount of 50% off the assessed value of their real property. At the top of the scale — an income of $37,399 — will receive a 5% discount. (See the sliding scale below.)

"While there is a financial impact on the City, the Assessor, the Common Council and I felt this was the right thing to do for people in our community and to bring our practices more in line with others in our region," Mayor Diana Palmer said. "We hope this change provides meaningful relief to residents who need it."

City Assessor Susan McEnaney noticed the discrepancy between the city's income limits and the county’s. She brought the proposed changes to the mayor who assigned it to the Common Council Audit and Finance Committee. The change was consistent with a concern that Fourth Ward Council Member Ben Lapham raised last year. Lapham sits on the Audit and Finance Committee, along with Second Ward Council Member Bob Landry and Committee Chair Dan Donahue of the city's First Ward. The committee advised the full council to move the changes forward. A public hearing on the proposed changes was held in July.

For senior citizens who already receive the senior citizen exemption, you do not need to “apply” since the County’s limit was already at $37,399, and the Assessor’s office mails out renewable exemption forms every fall.
However, if you have a disability and did not qualify before because your income was over $25,900, you must apply. Income is based on the previous year's earnings.

Income limits and the discount that qualified seniors and people with qualifying disabilities will receive on the assessed values of their homes.

The percentages show the discount off the assessed value of the home that qualified people will receive. The assessed value of the home helps determine the tax bill but is not itself the tax bill.

The percentages did not change under the revised local law, but the income scale rose from a maximum income of $17,500 to $29,000 at the low end of the scale and from $25,899.99 to $37,399 at the top of the scale. Under this change more people will qualify for the discounts.
