Councilwoman Allen, Glenn Heights An ethical leader who delivers measurable impact. Shaunte L. Allen, one of two siblings, was born in Dallas, Texas and raised in Oak Cliff. W. Samuell High School.

Allen is an educator, faculty trainer, public speaker, and community advocate who was elected as City Council Member, Place 5 for Glenn Heights, Texas on November 06, 2018. She is passionate about serving her community and committed to economic growth that improves the quality of life for all citizens. Her family later moved to Pleasant Grove where she graduated from W. She earned a Master of Education in Secondary Education from Texas A&M–Commerce and a Bachelor of Arts in Literary Studies from University of Texas at Dallas. As an 18-year educator – and twice recognized “Who’s Who in Community Colleges” honoree – she’s held positions as adjunct faculty, professor, and department chair with the Dallas County Community College District. She taught high school in Garland ISD and was certified by the State Board of Education in English Language Arts and Reading (grades 4-8, 8-12) and English as a Second Language (grades 4-12). Her mission is improving literacy levels of young adults and inspiring enthusiastic readers. And with undergraduate studies in Journalism and Visual Design, she aspires to author and illustrate a collection of young adult novels in the near future. Civic engagement began at an early age for Councilwoman Allen. As a high school student, she participated in a church initiative to feed the homeless. She has volunteered with numerous organizations such as Habitat for Humanity, National Action Network, and Urban League Greater Dallas Young Professionals. She recently served as Board Secretary for Heritage Lakes HOA, Communications Chair for Tri-Cities NAACP, Convention Communications Chair for Texas State Conference NAACP, member of the Superintendent Advisory Council for DeSoto ISD, Glenn Heights Representative for the Collective Impact Network/Joint Strategic Plan for DeSoto ISD, Leadership Committee Member for Texas Working Families Party, and Glenn Heights Chairperson for the 2020 Census. Thank you to everyone who came out and helped make our Senior Summer Social such a fun and memorable event. We had a wonderful time connecting, laughing, dancing, and enjoying one another's company.

Your energy, enthusiasm, and participation made the event truly special.

Congratulations to our three Bingo winners and to the recipients of our five prize giveaways, including our grand prize winner who received a one-year membership to the Recreation Center!

A special thank you goes to Mr. Albright and the Recreation Center team for their hard work planning and organizing this fantastic event.

I'm also grateful to MPT Bruton and Councilmembers Hobb and Washington for their support of our senior community.

Thank you to DART for providing valuable information about GoLink and Paratransit services, helping our seniors learn about transportation options available to them. We also appreciate Methodist for sharing information about their Generations Activity Programs and the opportunities they provide for seniors to stay active and engaged.

In this video, I walk you through how to check your new water and wastewater rate and estimate the impact on your monthly bill using the City's rate calculator.

A significant factor affecting the City's utility budget is the rising cost of wastewater treatment services provided by the Trinity River Authority of Texas (TRA). TRA has notified the City of its intent to increase Glenn Heights' costs by approximately 55% for the upcoming fiscal year.

According to TRA, much of the increase is associated with rising debt service and capital improvement costs needed to expand and maintain the regional wastewater system as communities continue to grow. TRA's FY 2027 budget reflects a 68.28% increase in debt service, primarily related to existing debt and planned financing for major capital improvements.
