Employee Spotlight: Dr. Glynell Horn, Chief of Police

We are proud to shine this month’s Employee Spotlight on Dr. Glynell Horn, Chief of Police for the City of Glenn Heights. Dr. Horn’s leadership, commitment to service, and dedication to advancing public safety continue to elevate our community and inspire those around him.

We are honored to announce that Chief Horn has been appointed to the International Association of Chiefs of Police’s (IACP) Human and Civil Rights Committee, with a term extending through the conclusion of the 2028 IACP Annual Conference.

This prestigious appointment reflects Dr. Horn’s deep commitment to protecting and advancing the rights, dignity, and fair treatment of all individuals. As a member of this influential committee, Dr. Horn will participate actively in committee functions and initiatives while reviewing and analyzing key materials related to human and civil rights issues in policing. He will also provide subject matter expertise by offering strategic insight, technical knowledge, and informed guidance to IACP leadership and staff. In addition, he will initiate topical recommendations that help shape committee discussions and overall policy direction.

Also, Dr. Horn will represent the Glenn Heights community on a national stage by engaging in IACP conferences, strategic planning summits, and organizational activities, as well as attending committee meetings during the Policy Council Midyear and the Annual Conference & Exposition.

This appointment highlights Chief Horn’s exceptional leadership, his long standing dedication to ethical policing, and his steadfast advocacy for equity, accountability, and community trust. His service on this committee will not only contribute to the advancement of law enforcement practices nationwide but will also bring continued excellence and recognition to the City of Glenn Heights.

TMPA joins Methodist Hospital Police Department in mourning the loss of Sgt. Tyler Robinson, who passed away Saturday, after a long and courageous battle with stomach cancer.

Even after achieving remission, the cancer returned — and he fought it with the same strength and resolve he brought to this profession every day. He passed at home, surrounded by the family he loved most.

Please keep his family, his brothers and sisters at Methodist PD, and all who knew him in your prayers.

Ellis County and District Attorney Lindy Beaty announced that, on November 21, 2025, Rashieta Uasia Brooks, 41, currently of Glenn Heights, Texas, was sentenced to 18 years in prison for the Second-Degree Felony of Injury to a Child.

The trial began on November 17, 2025. The jury heard evidence that on May 21, 2024, Brooks repeatedly whipped her 9-year-old child with an extension cord, causing a severe laceration to the child’s eye. To avoid CPS involvement, Brooks kept the child home from school and did not seek medical aid. Eventually, the child’s aunt saw the injury and reported the incident to Child Protective Services. Despite the best efforts of a skilled medical team at Children’s Hospital in Dallas, the child’s eye had to be removed.

The child testified at trial. Now 10 years old, she told the jury of the abuse her mother inflicted on her for the past several years. She testified that her mother would repeatedly beat her, force her to take scalding hot baths, and not allow her to use the restroom when she needed to.

“This child is perhaps the strongest, kindest, and most resilient person I have ever met,” said Chris Abel, lead prosecutor on the case. “To remain as gracious and loving as she is, despite years of abuse at the hands of the very person who was supposed to care for her the most, is exceptional.”

The jury returned a guilty verdict on Friday, November 21. Sentencing occurred late in the night with the Honorable Judge Grace Pandithurai, presiding judge of the 443rd Judicial District Court. Brooks immediately filed a Notice to Appeal the Judgment and Sentence. She will be housed in the Ellis County Jail until she can be transported to the Institutional Division of the Texas Department of Criminal Justice. Her parental rights have been terminated, and the child is now living in a loving home with her aunt.

Assistant County and District Attorneys Chris Abel and Sherry Roeder prosecuted the case, assisted by County and District Attorney Investigators Joe Aguilar, Lena Aguayo and Victim Assistance Coordinator Viola Martinez. The case was investigated by the Glenn Heights Police Department. The Ellis County and District Attorney’s Office would like to thank the Ellis County Children’s Advocacy Center, the medical team at Children’s Hospital in Dallas, and the family of this young child who had the courage to protect her.

“Red Oak Police Department’s K9 Bandit to get donation of body armor”

Red Oak Police Department, TX, K9 Bandit will receive a bullet and stab protective vest thanks to a charitable donation from non-profit organization Vested Interest in K9s, Inc. K9 Bandit’s vest was sponsored by Vested Interest in K9s, Inc. and will be embroidered with the sentiment “In memory of K9 Ewa, Poteet ISD, TX - EOW 11/10/23”. Delivery is expected within ten weeks.

Vested Interest in K9s, Inc., established in 2009, is a 501(c)(3) charity whose mission is to provide bullet and stab protective vests and other assistance to dogs of law enforcement and related agencies throughout the United States. This potentially lifesaving body armor for four-legged K9 officers is U.S. made, custom fitted, and National Institute of Justice (NIJ) certified. Since its inception, Vested Interest in K9s, Inc. has provided over 6,225 vests valued at $6.9 million to K9s in all 50 states, made possible by both private and corporate donations.

The program is open to U.S. dogs at least 20 months old, actively employed, and certified with law enforcement or related agencies. K9s with expired vests are also eligible to participate. There are an estimated 30,000 law enforcement K9s throughout the United States.

Vested Interest in K9s, Inc. accepts tax-deductible contributions in any amount, while a single donation of $1,050 will sponsor one vest. The City of Glenn Heights proudly announces that Councilman Travis Bruton, has received formal recognition from Texas Municipal League (TML) President Allison Heyward for his dedicated service on the TML State Legislative Committee.

Councilmember Bruton served alongside municipal leaders from across Texas, helping shape legislative priorities that support cities statewide. His contributions focused on strengthening local governance, protecting municipal authority, and improving outcomes for Texas communities.

President Heyward expressed her appreciation for Councilmember Bruton’s leadership, stating:

“Thank you for your passion and commitment on the TML Legislative Committee. Serving alongside you was an honor, and I’ll always treasure the time we worked side by side. Your hard work uplifted Texas cities and left a lasting impact on them.”

Councilmember Bruton said he was humbled by the recognition and proud to represent Glenn Heights on a statewide platform.

“It has been a privilege to serve on the TML Legislative Committee and work with leaders who are deeply committed to improving the quality of life in cities across Texas. I’m grateful for the opportunity to bring Glenn Heights’ voice to the table and help advance initiatives that benefit communities like ours.”

The Texas Municipal League, which serves more than 1,100 member cities, plays a critical role in advocating for local government interests at the state level. Councilmember Bruton’s service reflects the City of Glenn Heights’ ongoing commitment to public service, civic leadership, and statewide collaboration.

In honor of Black History Month, we honor retired Assistant Chief of Police Patricia Paulhill, #4497. Chief Paulhill made history in 1985 as the first African American female officer on the Dallas Police SWAT Team. In 1992, Chief Paulhill made history a second time when she became the first female commander of a SWAT Team in any major U.S. city.
