Good afternoon to my town. Most of you know me. If you don’t, my name is Wade F**t. I have been your Chief of Police for just over a year now. I would like to ask for my town’s help. If you know me, you know my number one priority is the safety of my town, so you and your family feel safe in our community and homes. Glenmora is not the sleepy little town we grew up in; crime is becoming more violent. Gunshots are heard everywhere. The only way to stop this is with more police presence and more police patrolling our community. Because I want my men to patrol more, ticket writing has been low the last few months. Because of this, my budget has been put up to be cut. Defunding my Police Department will only make me have to cut personnel, meaning less men to patrol and keep our families safe. I am only allowed five men at part-time. If you support our police department, I only ask that you come to our next town council meeting. If you decide to come, I ask that you are not coming for a fight but to support our police department. The next council meeting is next Monday, February 9th, at 6 pm. Please come a little earlier because meetings have been known to start early.

LSA RS 32:299.4 Golf carts; safety equipment requirements; exemptions; registration
A. "Golf cart" means an electric four-wheeled vehicle originally intended for use off-road on golf courses and other green spaces whose maximum speed is twenty-five miles per hour.
B. The operation of a golf cart upon the public roads or streets of this state is prohibited, except as otherwise provided in this Subsection:
(1) A golf cart may be operated only upon a parish road that has been designated by a parish or a municipal street that has been designated by a municipality for use by a golf cart. Upon a designation that a golf cart may be operated on a designated road or street, the responsible governmental entity shall post appropriate signage indicating that such operation is authorized.
(2) A golf cart may be used to cross a part of a state highway where a golf course is constructed on both sides of the state highway if the Department of Transportation and Development has issued a permit for the crossing.
C. A golf cart operated on a parish road or municipal street shall be equipped with efficient brakes, a reliable steering apparatus, safe tires, a rearview mirror, and red reflectorized warning devices in both the front and rear of the vehicle. Such golf cart shall also be equipped with headlamps, front and rear turn signal lamps, tail lamps, and brake lamps.
D. Any golf cart operated upon a parish road or municipal street shall be registered with the state of Louisiana through the Department of Public Safety and Corrections, office of motor vehicles, as an off-road vehicle and shall display a decal issued by the office of motor vehicles.
E. No person shall operate a golf cart upon a parish road or municipal street without a valid driver's license.
F. Any golf cart operated upon a parish road or municipal street shall have liability insurance with the same minimum limits as required by the provisions of R.S. 32:900(B).
G.(1) A parish or municipal government may enact an ordinance relating to golf cart operation and require equipment which is more extensive than those enumerated in this Section. Upon enactment of such ordinance, the parish or municipal government shall post appropriate signage or otherwise inform residents that such an ordinance exists and that it will be enforced within the parish or municipal government's jurisdictional territory.
(2) Notwithstanding any provision of law to the contrary, any parish or municipal ordinance that was in effect prior to January 1, 2015, shall be exempt from the requirements of this Section.
(3) Nothing contained in this Section shall be construed to prohibit parish or municipal governments from prohibiting the operation of any golf cart on any parish road or municipal street under its jurisdiction if such parish or municipal government determines that such prohibition is necessary for the safety of the motoring public.
H. The Department of Public Safety and Corrections, public safety services, shall promulgate rules and regulations in accordance with the Administrative Procedure Act, subject to oversight by the House and Senate committees on transportation, highways and public works, as necessary to implement the provisions of this Section. Such rules and regulations shall become effective no later than January 15, 2016. Acts 2015, No. 308, §1.

***A statement from Chief Hicks of the Glenmora Police Department….***

I’d like to start this by saying my thoughts and prayers are with the family of Derrick Harris. I’ve known Derrick, like many of you, since he was a kid. He was a good person and deserved better. It’s time for us to come together as a community and remember Derrick for what he was, a person who made us laugh, a person who made others around him smile and a person who could light up a dark room with his presence.

Derrick had a bright future, which was unfortunately taken from him. And because of that, his family and our community mourns. His family has suffered a tragic loss that will be with them for the rest of time. I can’t begin to imagine what they’re going through.

On this day, just two days after the incident, the last suspect was taken into custody. This would not have been possible without the selfless dedication by detectives at the Rapides Parish Sheriff’s Office and officers of the Glenmora Police Department, and for that, I thank them. I would also like to thank the community for their perseverance and willingness to help law enforcement bring this case to a close. Whether it be at the scene or the multiple phone calls after, it was very much appreciated.

This act was an act of cowardice and senselessness. We hope now for the courts to bring those responsible to justice for the horrific crime they have committed. Now is not a time for retaliation and more bloodshed. Again, I pray this community comes together in remembrance of Derrick and ask that you also remember the Harris and Baker families in your prayers.

Glenmora Police Department has received several complaints about the address of 1221 Turkey Creek Road in reference to drug activity.

On 03/04/2023, Officers with the Glenmora Police Department established probable cause to secure a search warrant for the address. An arrest warrant was also secured for Harvey Paul III, for Distribution of CDS II (Methamphetamine).

On 03/06/2023 at approximately 0945 hours, the Glenmora Police Department and RADE Agents executed a search warrant at the address of 1221 Turkey Creek Road. During the course of the investigation, narcotics were located in the residence. Another subject was placed under arrest for outstanding warrants. More charges in reference to the events are pending.

Due to the damage and driveway blockage, the property across from the school parking lot on 11th Street will be barricaded and signs will be posted stating no further parking.

Glenmora High School administration has been contacted. They advised the overflow of student vehicles will be allowed to park behind the Glenmora High School Auditorium.
