At Workshop, Council received an update from the Water Services Department on Glendale’s water supplies, regional conditions, and continued drought preparedness efforts.

Glendale maintains a diverse water portfolio that includes Colorado River water through the Central Arizona Project, Salt and Verde River supplies through the Salt River Project, and groundwater resources. Staff reviewed current supply conditions and discussed efforts to strengthen long-term water reliability. The presentation included updates on regional Colorado River discussions, groundwater well development, partnerships, water storage strategies, and opportunities to explore advanced water purification.

The City continues to promote water conservation through education, outreach, rebates, and programs that help residents and businesses use water efficiently. Glendale remains in Stage One of its Drought Management Plan while continuing to monitor conditions and prepare for future changes.

Council also discussed the process for filling the vacant Council seat in the Cactus District. The application period is anticipated to open soon and will remain open through the end of July.

Lastly, at the voting meeting, council approved the Fiscal Year 2026-2027 final budget and approved the reappointment of Presiding City Judge Nicholas DiPiazza.

Water Safety Day – Thursday, June 13
Glendale Firefighters Charities, together with the Rose Lane Aquatics Center and the Cactus District, invites families to Water Safety Day from 1 to 5 p.m. at 5003 W. Marlette Ave.

This free event includes:
A mock drowning and live CPR demonstration
Hands‑on CPR instruction
Safety resources from event partners
An exciting BannerAir helicopter landing
Free food and free pool admission

Celebrate America 250 – Saturday, June 20
Please join us as we celebrate America 250 and enjoy a first look at Glendale’s exciting new City Hall during a special evening at Murphy Park. Festivities run from 4 to 9:30 p.m., and admission is free.

This week’s Council Workshop covered several significant items relating to long‑term planning, youth engagement, and community events. Council received an overview of recommendations from multiple advisory bodies regarding potential 2026 General Obligation Bond Election questions and funding categories for Parks, Libraries, and facilities. After reviewing the City’s current bond authority and projected capacity, the decision was made to postpone the bond election to a future year.

Council also reviewed a Council Item of Special Interest regarding the development of a Glendale Youth Government Day, designed to help eighth‑grade students learn about municipal operations and civic leadership. Staff provided research, a draft structure for the event, and estimated costs for the program. Council provided consensus to move the project forward.

In addition, Council discussed a Council Item of Special Interest related to the Tamale Festival, including evaluating staffing, logistics, funding needs, and the potential for making it an annual City‑supported event.

Lastly, at a Special Voting Meeting, Council reviewed a resolution concerning councilmember qualifications to remain as a council member. In accordance with the City Charter, and after receiving outside legal counsel on the matter, the Council voted to remove Councilmember José “Lupe” Conchas, Jr. from office, resulting in a vacancy for the Cactus District.

We’ve moved into the new City Hall! Staff have officially transitioned into the new City Hall building this week, and we’re excited to begin welcoming the community into this modern, efficient, and more accessible space. To celebrate, the City is hosting two special events in June, and we’d love to have you join us.

New City Hall Ribbon Cutting Celebration

This week, Council received several important updates on programs and initiatives shaping our community. The Fire Department presented its expanding Community Risk Reduction program, which provides on‑scene crisis support during 911 calls and connects residents to ongoing care. With new staffing and extended service hours funded through the City’s opioid settlement dollars, the program will be able to offer stronger follow‑up, prevention, and education - especially around overdoses, behavioral health, and safety outreach in schools.

Council also reviewed an overview of how property taxes work in Arizona, including the limits set by state law and how those factors affect Glendale’s long‑term planning. Staff explained how property tax revenues help fund services such as public safety, streets, and parks, as well as voter‑approved capital projects.

In addition, the Council discussed next steps for addressing “rogue vendors” at Glendale Glitters. Staff outlined options for forming a subcommittee or work group to improve vendor oversight, support crowd safety, and ensure a positive festival experience for residents and visitors.

We invite residents, business owners, and property owners to take part in shaping our community’s long‑term vision through the Glendale 2050 General Plan. This month’s community meetings—held on May 11, May 13, and May 21—represent just one of several phases of public engagement that will take place throughout the year. Each phase will provide additional opportunities to share ideas, identify priorities, and help guide how Glendale grows and evolves over the next several decades.

Each meeting will offer the same information and interactive activities, so you can attend the date and location that works best for your schedule. Kid‑friendly activities and light refreshments will be available to make participating easy for all ages.

Following the April 24 fire that destroyed the regional recycling facility operated by Waste Management, Glendale’s recycling program is operating under temporary adjustments. Residents should continue recycling as normal, as all curbside collection remains unchanged. The City is actively pursuing several interim solutions, including a potential processing agreement with the City of Phoenix and outreach to other recycling facilities across the Valley.

At this week’s workshop, Council received an update on the Downtown Campus Reinvestment Project as it moves toward substantial completion. Staff reviewed current construction progress, key upcoming milestones, and plans for the June 18 ribbon cutting and June 20 community celebration.

Staff also presented a follow‑up on the temporary Continuity of Operations spaces used during the City Hall relocation. As departments prepare to return to the renovated building, Council reviewed how these spaces have been utilized and discussed options for their future use once vacated.

Council continued its FY2026–27 budget discussions, receiving an overview of the full tentative budget, including operating costs, the 10‑year Capital Improvement Plan, debt service, General Fund forecasts, and follow‑up items from earlier workshops.

Finally, Council reviewed results from a recent community survey regarding a possible November 2026 General Obligation Bond election. While neither the parks nor library concepts reached the 50 percent support threshold, the Library Advisory Board, Parks and Recreation Commission, and Citizen Bond Election Committee all recommended moving forward. Council discussed next steps ahead of the May 7 deadline to notify Maricopa County of the City’s intent to hold an election.

As triple‑digit temperatures arrive earlier and a hotter‑than‑usual summer is expected, the City of Glendale is expanding heat‑relief efforts to protect vulnerable residents. Beginning May 1, multiple city buildings will serve as cooling centers where visitors can rest, cool off indoors, access water, and learn about available community resources.

Glendale is again partnering with the Maricopa Association of Governments (MAG) as part of the regional Heat Relief Network and is collaborating with the Arizona Faith Network and Phoenix Rescue Mission to operate two dedicated respite centers at the Glendale Mission & Ministry Center and St. John’s Lutheran Church. Visitors at these locations will have access to water, snacks, pet‑friendly spaces, and on-site case managers who can connect residents to essential support services, including identification documents and housing resources.

Cooling centers and hydration stations will be open across the city, with schedules varying by location. Phoenix Rescue Mission will also offer free transportation between heat‑relief sites and to residents’ homes in Glendale during operating hours.

The city encourages all residents, especially seniors, children, and those without reliable access to cooling, to take advantage of these resources and stay safe during extreme heat. Additional programs, including emergency home repairs and utility assistance, are available for qualifying households. This week’s workshop covered several key updates across departments, including housing investments, outdoor lighting standards, bulk trash operations, and Council Items of Special Interest (CIOSI).

The Community Services team presented the FY 26–27 HUD CPD Grant Investment Recommendations, outlining planned investments in affordable housing, homelessness services, and nonprofit public service programs. The housing portion highlighted continued support for residential rehabilitation, tenant‑based rental assistance, and public housing improvements, alongside funding for community services that support vulnerable populations including seniors, youth, individuals with disabilities, and survivors of domestic violence.

The Transportation Department provided an update on proposed revisions to City Code Chapter 26.5, aimed at modernizing Glendale’s outdoor lighting standards to reduce glare and light trespass, support dark‑sky‑friendly practices, and improve nighttime safety.

The Field Operations Department delivered two related presentations: a performance audit of the City’s bulk trash program and a CIOSI review of bulk trash set‑out schedules. Staff discussed recommendations to improve efficiency and reduce neighborhood blight, including moving to appointment‑based bulk trash collection, reducing set‑out timeframes, establishing standardized pile‑size limits, and updating enforcement fees. Council requested additional information from staff on how other cities manage similar programs.

Finally, the Community Services team provided an overview of City assets associated with the Cesar Chavez name, including honorary street signage and library materials, and Council reached consensus to forward street signage for a future vote, refer library items to the Library Advisory Board, and pause participation in named events until further notice.

We’ve received an increase in calls from residents about utility and fiber construction happening in neighborhoods. To help clarify: the public right‑of‑way (ROW) includes streets, sidewalks, planting strips, and underground utility areas managed by the City. Public utility easements (PUEs) exist on private property and allow utilities permanent access to install or maintain infrastructure. Utility crews may work in these areas without homeowner permission but must minimize disturbance and restore affected landscaping.

Before construction, utility companies must place door hangers with contact information. Many recent calls have been related to fiber work by Wyyerd. Residents can find construction updates and contacts at:
