Well, we know now that Lincoln was wrong about that occasion, his remarks commemorating those who gave their last full measure of devotion were long remembered. But since that moment at Gettysburg, few other such addresses have become part of our national heritage. Not because of the inadequacy of the speakers, but because of the inadequacy of words. I have no illusions about what little I can add now to the silent testimony of those who gave their lives willingly for their country. Words are even more feeble on this Memorial Day, for the site before us is that of a strong and good nation that stands in silence and remembers those who were loved and who in return loved their countrymen enough to die for them. Yet, we must try to honor them, not for their sake alone, but for our own. And if words cannot repay the debt, we owe these men, surely with our actions, we must strive to keep faith with them and with a vision that led them to battle and a final sacrifice!


Adams County Fallen Officer Memorial Service

Last Friday at 10:00AM, the annual Adams County Fallen Officer Memorial Service was held at the Adams County Department of Emergency Services. If you have never attended the memorial service, this is a very poignant program that not only remembers and honors those fallen officers from Adams County and Pennsylvania - but is a tribute to those currently serving and those that have served.

Along with words of reflection, laying of flowers, honor guard and bagpipes, the father of slain Adams County Wildlife Conservation Officer David Grove was the featured speaker. In his remarks he recognized the many individuals and entities that helped the Grove family maneuver and cope with the aftermath of their son’s murder.
Several years ago, I was honored and privileged to deliver remarks at this event. The memorial service is held annually on Friday in early May, and the public is always welcome. If you have never attended, please consider doing so for your own self-awareness and to recognize and honor our law enforcement community!


Tuesday, May 19 Primary Election – Two New Districts In Straban

Next Tuesday is Primary Election Day in Pennsylvania. Polls are open from 7AM-8PM. Straban Township residents who live in the newly created District 3 & 4 should have received their change of location information. You will now be voting at Freedom Valley Church at 3185 York Road. Remember that all mail-in ballots must be received by 8PM election day. Mail-in ballots received after May 19 will be invalid! The long-range forecast for election day is 81 degrees - so get out there and enjoy the warm spring day and VOTE!


National Travel & Tourism Week Legislative Update

Last week all 3 commissioners, County Administrator Steve Nevada, and Planning Director Sherri Clayton Williams attended Destination Gettysburg’s National Travel & Tourism Week Legislative Breakfast. Karl Pietrzak & Carl Whitehill reported on a variety of tourism related topics including the current state of tourism in Adams County, update on America 250 commemorations and celebrations, what’s on the horizon with upcoming tourism developments, planning for the visitation future, and a resident tourism sentiment survey.
With both our state representatives present, a sidebar discussion evolved regarding the severe frost damage to our fruit belt and how that could impact our agricultural industry and ag/tourism components. (See more details in the following item below).

Destination Gettysburg reported there are now approximately 175 large and small 250TH events scheduled throughout the County, with the final number expected to exceed the symbolic 250 threshold. Farm Breakfast With Focus On Adams County Fruit Industry Spring Freeze

On Thursday, State Representative’s Dan Moul & Cathy Wallen, co-hosted a Farm Breakfast featuring PA AG Secretary Russell Redding at the Great Conewago Presbyterian Church in Hunterstown. Commissioner Martin and I were among the approximately 150 growers, public officials, and FFA students to hear presentations and discussion on a variety of ag issues. The focus was the recent freeze impact on fruit crops, and concerns regarding the freeze situation for Adams County fruit growers.

Pennsylvania AG Secretary Russell Redding and House AG Committee Chairman Moul provided a variety of updates. The State has requested a disaster declaration from USDA that could initiate statewide assessment, low interest loans, impact crop insurance delivery, and will hopefully include fruit processors. The impact on full-time labor and seasonal labor was also discussed. Secretary Redding was in Washington last week to meet with the USDA and legislators regarding this matter. The Governor has already slated $20M for next year’s budget to buffer this impact pending final determination of damage. Farmers incurring over 30% damage would be eligible for assistance, but it is extremely important to report their crop loss to the Farm Service Agency to document the loss as soon as possible. Despite potential shortages and higher prices on the horizon, it is critically important that we continue to support our Adams County fruit growers this year!


Human Services Building Culvert Work Memorial Day Weekend

A necessary culvert replacement project will take place at the Adams County Human Services Building during Memorial Day weekend. It will involve closing the main entrance coinciding with the holiday closure. The entrance will close at 6PM on Friday, May 22, and the work is scheduled to be completed Monday, May 25. The entrance will re-open on Tuesday, May 26. Parking at the rear of HSB remains open for any staff needing to access the building over the holiday weekend!


Adams County Zoning Hearing Board Appointments

At the April 29 public meeting Jennifer Jackson was approved to fill a vacancy on the Adams County Zoning Board with the 3-year term to expire on December 31, 2028. Christopher McDonald was re-appointed to a term that will expire on December 31, 2026, and Ben Wenk to a term that will expire on December 31, 2027. The Adams County Board of Commissioners thanks these residents for their community service!


Correctional Employee Week & Motorcycle Safety Proclamations

At the April 29 public meeting the Board recognized two organizations with proclamations. A large contingent of Adams County Adult Correctional staff were in the courtroom for their well-deserved recognition and presentation. The staff is committed to the common goal of operating Adams County’s essential correctional facility in a safe, secure, effective and professional manner despite nationwide correctional staffing shortages. To the staff at ACACC - your service to our community is sincerely appreciated!!
The Alliance of Bikers Aimed Toward Education (A.B.A.T.E.) is an organization of motorcycle enthusiasts dedicated to the protection of individual rights of motorcyclists through political change, public education, and charitable works. Last year the local York/Adams chapter donated $202,000 to community programs and local charities. If you would feel inclined to place a Motorcycle Safety Awareness Yard Sign at your residence or place of business stop by the Commissioner’s Office to get one from Lisa or Paula!

Gettysburg Memorial Day Parade & Ceremony: Monday, May 25 at 2PM. Hosted by The Gettysburg Joint Veterans Memorial Day Commission, it is known as one of the oldest Memorial Day parades and ceremonies in the country. The ceremony and laying of wreaths in the Soldiers’ National Cemetery immediately follows the parade at approximately 3PM.

McAllister Mill Underground Railroad Tour: Saturday’s now through the end of August. Led by HGAC volunteers, the experience offers the opportunity to explore one of the area’s most significant and compelling historical sites tied to the Underground Railroad. The mill provided shelter to hundreds of escaping slaves. Tours depart from the former Mulligan McDuffer parking lot at 11AM. No reservations are required and rain or shine departs. Gettysburg Battlefield Sunset Bus Tour: May 23 & 24 at 6:30 PM. An open-air double-decker sunset tour across the 24-sq. mile battlefield and through the town of Gettysburg. Congratulations 193rd District State Representative Cathy Wallen

With 193rd District State Representative Torren Ecker becoming an Adams County Judge, Ecker’s Chief of Staff, Cathy Wallen, put her hat in the ring and won the special election. The 193rd District generally covers eastern and northern Adams County and a small portion of Cumberland County. Currently, Cathy is unopposed on the upcoming republican primary ballot. Obviously, from her prior role, Representative Wallen knows the district and its residents very well.

Last Monday at noon, Adams County Treasurer Crissy Redding and I had the pleasure of attending the swearing in ceremony for Representative Wallen, in the well of the House floor, at the beginning of the House session. The ceremony was well done and very poignant. As a sidenote, Crissy and I both concurred that the House of Representatives Chamber is simply magnificent with architecture, crafted wood, windows, paintings, and gold leaf. This Board has had an excellent working relationship with our new Adam County Representative in her prior role and knows that she will be a great representative for us! We wish Cathy the best in her new role!


Two New Election Districts & Polls In Straban

At Wednesday’s public meeting, acting upon a recommendation from Elections Director Angie Crouse, and after review by Solicitor Molly R. Mudd, the Adams County Board of Commissioners, sitting as the Board of Elections, authorized the posting of a notice for the establishment of a new polling place located at Freedom Valley Church, 3185 York Road, Gettysburg, PA 17325. This polling place will serve voters in the newly created Straban Township Districts 3 & 4 beginning the May 19, 2026, Primary Election.

It was determined by the Board and the County Election Office that with the rapid residential growth and development in Straban, these two new polls were needed to serve our residents given present and future growth effectively and efficiently. Pursuant to 25 P.S. 2726, the notice shall be posted for a period of 5 days at the County’s Department of Emergency Services Building, the site of the existing polling locations for Straban Township Districts 1 & 2. All residents that live in Straban 3 & 4 will be notified of their change in polling places.


2026 Adams County Conservation District Envirothon

On April 9th, the Adams County Conservation District held the 40th Adams County Envirothon. The Envirothon is a contest to test high school and middle school students’ knowledge of natural resources as well as promote environmental stewardship. The Envirothon’s goal is to provide future generations with the ability to address the complex natural resource concerns facing today's world, and the challenges of the future, as well as introduce students to the job opportunities and career paths that exist in the environmental field. The Adams County Conservation District hosted 148 students from all six of Adams County’s public-school districts and Saint Francis Xavier Catholic School. The students were tested on their knowledge of Forestry, Wildlife, Aquatics, Soils, and a Current Issue this year of Non-Point Source Pollution that begins at home. All 3 Adams County Commissioners attended to present the awards. The winning team of the high school Envirothon were the Bobcats from Littlestown. The winners of the middle school Envirothon were the New Oxidizers from New Oxford.

Also, the Conservation District recognized Matt Kern, Service Forester at the PA Department of Conservation and Natural Resources with the Conservation Stewardship Award for his efforts to conserve, protect and enhance natural resources in Adams County. Matt has assisted local landowners by helping them manage their forested lands and coordinating tree planting projects. He has also provided educational programs including overseeing the Forestry Station at Adams County Envirothon for the past 20 years. Thank you & congratulations Matt!


Spring Black Fly Suppression On Conewago Creek In Adams County

For all you folks that live along Conewago Creek in the eastern and northern sections of Adams County, you can hopefully put away your fly swatters. An aerial black fly (gnat) suppression operation took place yesterday, on the Juniata River, Aughwick Creek, Conewago Creek, Conodoguinet Creek, Sherman Creek, Swatara Creek and Tuscarora Creek. This operation began in Adams County at 7:00AM, working upriver to finish in Huntingdon County. Besides Adams County, the aerial application included flights in Cumberland, Dauphin, Huntingdon, Juniata, Mifflin, Perry, Lebanon, and York Counties. The helicopter used is a Bell OH58 A+ with tail number N655HA and is white with red, blue and grey striping.
Helicopter Applicators Inc. dispensed Vectobac 12AS, which is a Bti product manufactured by Valent Biosciences. Bti is short for Bacillus thuringiensis var. israelensis, which is a bacterial larvicide, not a chemical, and is the only product used in Pennsylvania's waterways for black fly suppression. Vectobac 12AS is a thick liquid that is brown in color when dispensed from the helicopter. The helicopter flies at tree top level and releases the Vectobac at various predetermined positions on each stream. Oak Lawn Beautification Day This Sunday

Calling all volunteers for Spring Oak Lawn Volunteer Beautification Day this Sunday from 11-3. Bring your gloves, rakes, shovels, digging bars, wheelbarrows, w**d whackers, leaf blowers and lawn mowers, and help keep Oak Lawn Cemetery a dignified final resting place for our veterans, families, friends, and neighbors. Lunch and beverages are provided. With a forecast of possible rain, the rain date is next Sunday. A shoutout to all the volunteers who have done a commendable job of maintaining Oak Lawn at reasonable level awaiting the non-profit Oak Lawn Foundation to take over management as soon as appropriate, ending a tragic community saga that began 11 years ago. We welcome 30 Gettysburg College fraternity members to help with this community project and thank them for their service to our community. We also thank Kevin Moul & The Fire Store for sponsoring lunch for the volunteers! Glass Recycling Now At Rescue Mission 6 Days A Week

Glass re-cycling has now moved from the Adams County Department of Emergency Services on a limited drop-off basis, to the Adams County Rescue Mission 8-8 Monday – Saturday. We are hopeful this transition results in even more glass being re-cycled in Adams County.


Kite Day At Hamiltonban Park

Beware of flying objects on Saturday, May 2nd as Kite Day is happening at Hamiltonban’s Community Park from 10AM-1PM. The address of the park is 4020 Bullfrog Road, Fairfield PA. For all you kite aficionados, competitive kite expert Joe Whitmore will be attending and doing demonstrations. The event is locally sponsored by Adams County Conservation District staffer Ricky Whitmore and his father. There will be demonstrations, contests, and refreshments. Even if you don’t go fly a kite, it sounds like a great spectator opportunity as well. Wishing you sunshine and gentle breezes!


Staff First Aid & CPR Classes

The Boards first responsibility is always the health, safety and welfare of our residents and staff! At Wednesday’s public meeting the Board approved Addendum #1 to the Professional Services Agreement with Adams Regional Emergency Medical Services (“AREMS”) for provision of trainers to instruct first aid and CPR classes for any departments in need of these trainings. This Addendum extends the term of the Agreement for an additional two (2) years, commencing on April 15, 2026, and terminating April 14, 2028. The County shall pay AREMS $25.00 per individual who undergoes the training. We appreciate AREMS providing this service to our staff. You just never know when you may need this training, and it becomes priceless!


April Commissioner Proclamations & Two Retirements

April is a busy month for many worthy groups to be recognized and receive proclamations for their efforts in improving and maintaining the quality of life in Adams County. At the April 1 public meeting, we recognized Child Abuse and Neglect Prevention Month, and Adams County Library System National Library Week 2026. At Wednesday’s meeting, we recognized National Public Safety Communicators Week, National Medicine Take Back & Victim Witness Week.

At Wednesday’s meeting we also had the privilege of recognizing two outstanding long-term team members for their combined 68 years of dedicated service to the residents of Adams County. Nancy Moser, Administrative Support Coordinator (who I also refer to as the “Courthouse Mayor”), with 38 years of service, and Jolene Snyder, Deputy Treasurer, a steady anchor in the Treasurer’s with 30 years of service. Please join me in wishing these ladies the best in retirement.

Adams County Earth Day Extravaganza April 23

Head on over to the Adams County Ag Center on Thursday April 23rd, from 3-7 for interactive displays, workshops, music and food trucks celebrating Conservation District Week in Pennsylvania. As a conservation board director Commissioner Martin will be sharing remarks on Adams County Conservation District history and Commissioner Qually will be speaking about Penn State Extension. Note: I plan to just sit back and listen! Workshops include Rain Barrels, Streamside Trees, Skunks and Carnivorous Plants. Displays include Stream Table, Groundwater Model, Soil Pit, Animal & Insect Embassadors, Rainfall Simulator, Fly Casting, Games & Giveaways. The Antietam Dairy & Tacos Monarca will be providing nourishment.

Controller’s Office Receives 8TH Consecutive GFOA Award

Adams County is proud of our excellence in fiscal management! The Adams County Controllers Office just received their 8th consecutive Government Finance Office Achievement for Excellence In Financial Reporting. A shout out to Controller Tammy Myers, Deputy Beth Cissel, and all the staff in the department. The Adams County Budget Office has also received this award several times reinforcing our fiscal stewardship. Approximately 8 years ago we formed a Fiscal Oversight Team consisting of the Controller, Budget, Treasurer and Commissioners. This team has proven results and assures us that we are working as one in an efficient manner. Thank you to everyone on that Fiscal Team! Providing quality service for our residents comes at a cost, and this team ensures we have a have an effectual fiscal product to provide that service!



Foster Care Youth Transportation Approved

Most folks do not think about, nor do they understand, the role Adams County plays in the dynamics of foster care. Most of the commissioners’ meetings include approval of foster care business. One of the many foster care dynamics, is placement with a family in a school district which is different than the one the child had been attending – potentially causing even more trauma. At Wednesday’s public meeting we approved an MOU between ACCYS and local school districts that allows children to be funded and transported to stay in their school of origin when deemed appropriate in accordance with Every Student Succeeds Act.

At the same meeting we also recognized our awesome CYS staff who were in attendance. This is difficult and emotional work that is so critical to our youth and our community. If you go to Thursday April 2nd Gettysburg Times, you can see for yourself the commissioners presenting a proclamation recognizing Adams County CYS staff in the historic courtroom.



Change To Adams County AG Land Preservation Guidelines

At the April 1 meeting, commissions approved preservation guideline changes. One change that stood out was a change that Adams County successfully lobbied the state to make. Moving forward, the change permits a one-time subdivision, up to 2-acres, for an existing residence, or construction of a residence, for the landowner, an immediate family member, or an employee. This simply enhances the ability of the farm to be both preserved and for family members or employees to contribute to success and succession!


Glass Re-cycling Moves To Adams Rescue Mission

You may recall that to find a home for glass recycling, Adams County Commissioners stepped to the plate and offered a location at the Adams County Department of Emergency Services complex beside the fi****ms training range. The site was manned by volunteers during limited hours.

The Adams Rescue Mission has stepped up to again accept glass at their facility. They will be taking the concrete blocks and fencing from DES to their facility on York Road. The ARM accepts re-cycled items from 8-8 Mondy -Saturday. We are hoping the location and expanded hours result in even more Adams County glass being recycled both residential and commercial.

2026 Gettysburg Film Festival: From April 2-4. Will highlight powerful films and programs about the American Revolution, founding of the United States, and the enduring ties between 1776 and Lincolns defining words. 25OTH Birthday Dobbin House: In conjunction with the Gettysburg Film Festival, on Friday the Dobbin House will celebrate its 250TH Birthday with tours, live music, colonial living demonstrations and special guests.



Fields of Adventure Breakfast With Easter Bunny: Friday and Saturday have a delicious buffet breakfast, access 25 attractions, have photo opportunities with the Easter Bunny, and enjoy a scavenger style eff hunt around the farm. This all happens at 64 Tree Lane Road in Aspers. Three seating are available each day. $23 for adults and $27 for children.



Hollibaugh’s Hop Along The Bunny Trail: Saturday. An egg hunt in the orchard, lawn games, wagon rides, and complimentary ice cream. Cost is $12 and includes 1 free adult wagon ride. Food vendors will be on site for your convenience. To register go to jotform.com



Eisenhower National Historic Site Easter Egg Roll: Saturday from 10-2. Decorate your own wooden egg and participate in the Easter Egg Roll on the lawn. Learn how the Eisenhower celebrated Easter and spent time with their children and grandchildren. The Eisenhower home will be open for tours. You can now drive to the Eisenhower site with parking available. Go to nps.gov



Easter On The Train: On Saturday & Sunday hop aboard the Gettysburg Railroad for a fun-filled Spring adventure. Meet the Easter Bunny, sweet treats and plenty of chances for smiles and family photos. Go to Gettysburg Railroad website at gettysburgrailway.com



Thaddeus Stevens Birthday Party: Saturday at noon. Thad’s Place at 52 Chambersburg Street. A picnic gathering with burgers, dogs, drinks and birthday cake. Enjoy a program presented by members of the Christ Lutheran Church reflecting on Steven’s life and legacy. Thaddeusstevenssociety.com
