Manchester Farm Residents,
As we approach Memorial Day weekend, we take this opportunity to honor and remember the brave men and women who have served our country.

Please see below for important updates regarding the holiday weekend:

• Pool Opening: The pool will open on Saturday, May 23rd. Please note, it will close at 6:00 PM on Monday, May 25th in observance of Memorial Day.

• Office Closure: TMGA and the onsite office will be closed on Monday, May 25th and will reopen on Tuesday, May 26th. For urgent matters that cannot wait until the office reopens, please contact our emergency line at 800-783-0882.

Trash & Recycling Schedule Changes:
• Trash Pickup: No changes. Trash will be collected on its normal schedule — Monday, May 25th and Thursday, May 28th.

• Recycling Pickup: Recycling collection will be pushed back by one day and will be collected on Thursday, May 28th rather than Wednesday, May 27th.

Please remember that trash and recycling should not be placed outside before 7:00 PM the evening prior to collection.

**With this holiday weekend, we know many family members and friends may be visiting the community. We kindly remind everyone that parking is not permitted on yellow curbs, in front of driveways, or in double-parked areas. Residents are also encouraged to use their reserved parking spaces before utilizing open spaces.

Manchester Farm Residents,

McFall and Berry will be treating the turf in the community's common areas. The treatment, scheduled for Thursday May 21st and Friday, May 22nd . This includes a combination of slow-release fertilizer and bio-nutrients.

📢 Manchester Farm Residents – Parking Reminder

As we complete the transition to a new towing contractor and install updated towing signage, we want to remind everyone that parking enforcement is now resuming. Please take a moment to review the rules below to ensure your vehicle is in compliance. All towing costs will be the responsibility of the vehicle owner.

🚗 Approved Vehicles
Only conventional passenger cars, motorcycles, vans, and pickup trucks (½ ton or less) are permitted in parking lots and driveways.

🚫 Restricted Vehicles
Boats, buses, campers, trailers, recreational vehicles, commercial vehicles, and certain trucks are not permitted in parking lots. This includes vehicles with more than two axles, double rear wheels, or exterior equipment such as pipes, scaffolding, metal racks, or ladders.

🅿️ Parking Guidelines
Do not park in “No Parking” zones or areas that block emergency access
Vehicles must be parked within marked spaces only (no double parking, blocking other vehicles, sidewalks, or grass)
Do not block driveways, sidewalks, access lanes, or other parking spaces
Reserved parking spaces are for assigned residents or authorized guests only

🔧 Vehicle Condition
Inoperable or unregistered vehicles, or those with flat tires or significant damage, are not permitted. All vehicles must be in good working condition with current registration tags.

⏳ Storage Rule
Vehicles may not remain unmoved in unmarked, open parking spaces for more than 14 days. These spaces are first-come, first-served and intended for shared use, including guests. Please use your assigned parking space before utilizing open parking.

🚨 Enforcement
Vehicles in violation—including those blocking access, parked improperly, on yellow curbs, in fire lanes, sidewalks, or on grass—may be towed without notice.

Manchester Farm Residents,
It has come to our attention that residents are reserving open parking spaces using cones, bins, or other personal items. This is not permitted.

All open parking spaces are available on a first-come, first-served basis and are intended for the shared use of all residents. Parking spaces may not be reserved or held using cones, chairs, bins, or any other objects.

All unauthorized items used to reserve or store parking spaces must be removed no later than the morning of Friday, April 17th.
If these items are not removed by the deadline, management will proceed with removing and disposing of all items found in parking spaces without further notice.

We appreciate your immediate attention and cooperation in helping keep parking areas fair and accessible for all residents.

🚨 Annual Exterior Inspections Coming Soon 🚨

As we prepare for our upcoming inspections, please take a few minutes to review your property and address any visible maintenance concerns.

Items we look for include:
• Wood rot on exterior surfaces
• Missing or damaged shutters and gutters
• Stains and mildew on siding
• Missing fence pickets or damaged fencing
• Excessive or unapproved items in your yard
• Landscape and tree maintenance (overgrowth, general upkeep)
• Any exterior modifications not approved by the ARC

Reminders:
• We recommend that all repairs be completed by licensed and certified contractors
• Contractors must not drive on grass or non-permitted areas
• If access to a neighboring property is needed, please notify your neighbor—no trespassing
• Do not dispose of tree trimmings in wooded areas—contact the county for proper removal

We appreciate your cooperation in maintaining our community standards.

Manchester Farm Residents,

The Manchester Farm Board continues to receive complaints relating to several issues so please read the following:

-Trash – the trash policy was change last year and you are no longer allowed to place your trash out for pickup in plastic bags, even on the morning of pickups. Trash must be stored in and placed out for pickup in a trashcan with a lid with your address labeled on your trashcan. Previously, residents were allowed to place trash out in heavy duty plastic trash bags on the morning of trash pickups, but this was changed to conform with county law requiring trash be placed out in a trashcan with a lid. This helps prevent attracting rats and other rodents and keeps trash bags from getting torn into and trash spread throughout the community. Failure to comply with this new requirement will result in fines/fees if you are identified as being in violation.

-Dog Waste – we probably get more complaints about owners not picking up after their dogs than any other complaints in the community. It is the law and the responsible thing to do so please pick up after your dog. Besides being unsightly and bad for the streams and rivers, dog waste also attracts rats and rodents. There are bag stations and waste receptacles around the community. Plan your walks accordingly and do the right thing and clean up after your dog.

-Parking – the HOA has approved a towing agreement with Speedy Towing as the last company was not meeting our towing needs. New signs will be posted and they will be towing vehicles illegally parked. Parking is at a premium on all the townhome and condo streets and there are residents who “play the system” and take up valuable parking spaces with their extra vehicles. There are residents who move a stored vehicle from space to space just to avoid being considered stored by the HOA vehicle rules. Other residents will leave their reserved parking spaces open or their driveways open and park vehicles in the open parking spaces. While these open spaces are on a first-come, first-served basis, residents are requested to utilize their reserved parking spaces and driveways/garages before using open parking spaces. If you have extra vehicles, consider parking them out on Steeple Road or Hopkins Road. There is no way to completely regulate the parking spaces to make sure they are not being abused, but you all live in a community together and are neighbors so do the neighborly thing and be considerate of others.

Manchester Farm Residents,
This is a friendly reminder to help keep our community clean, attractive, and free of litter and rodents. The Board of Directors has established guidelines for proper trash and recycling handling. A full copy of the policy is available at www.manchesterfarm.com under “Documents.”
Key Reminders:
•Storage: Trash and recycling should be kept inside your home or garage whenever possible. If your trash is stored outside, it must be in rigid, tightly closed, vermin-proof containers and kept out of street view. Trash bags are no longer permitted— all trash must be placed in a trash bin with the address clearly labeled on the trashcan.

•Recycling & Yard Waste: Items such as cardboard and yard waste must be bundled or placed in approved bags or containers. Please rinse recyclable containers after recycling has been collected.
• Collection Schedule:
o Trash: Mondays & Thursdays
o Recycling: Wednesdays
(Schedules may change due to holidays or weather.)
•Curb Placement: Containers may be placed at the curb no earlier than 6:00 p.m. the evening before pickup and must be removed by midnight on collection day.
•Bulk Items Reminder: All bulk items require advance scheduling. Metal items, BBQ grills, and appliances must be arranged through the County by calling 240-777-0311. All other bulk items should be scheduled through Triple R Trash by calling 301-990-3533 or submitting a request online at https://www.refuseremovalresults.com/bulk-pickup-request. Bulk items may not be placed in common areas unless a pickup has seen scheduled. Violators will be subject to fines.
