Regular City Council Meeting of the Terrytown City Council September 10th, 2026 at 6:30 p.m. at the Carpenter Center, 116 Terry Blvd, Terrytown, NE 69341.

OPEN MEETINGS ACT – NEB.REV. STAT. CHAPTER 84, ARTICLE 14
As required by State Law, public bodies shall make available at least one current copy of the Open Meetings Act posted in the meeting room. Agenda items may be moved up or down on the agenda at the discretion of the Mayor.

The Mayor and the City Council reserve the right to adjourn into executive session as per Section 84-1410 of the Nebraska Revised Statutes.
Notice of changes in Agenda by the Clerk (additions may not be made to the agenda less than 24 hours before the beginning of the meeting unless added as an emergency agenda item)

1. Emergency Agenda items.
a. Additions may not be made to this agenda less than 24 hours before the beginning of the meeting unless considered under this section of the agenda and Council determines that the matter requires emergency action.

2. Public Comment – The purpose of this item is to allow for public comment of items on the agenda currently and for potential discussion at a future Council Meeting. Comments brought to the council are for information only. The Board will not take any action on an item except for referring it to staff to address or for placement on a future board agenda. This comment period will be limited to three (3) minutes per person.

5. Discuss and decide on Special Designated Liquor License requested by Scot Free Brewing for the Trunk or Treat and Chilli Cook-off event to be held at the Carpenter Center on October 11th, 2026.

6. Review and approve:
a. August 20th, 2026 Regular Meeting
b. August 2026 Claims

7. Discuss and decide on the 2027 1–6 year Street Program
a. Discussion and decision on Infrastructure Grant and review of requirements

8. Discuss and decide on purchase of a generator for the Shop Scada System
a. Direction to pursue grant application for purchase

9. Ratify Mayor Perales decision to sign the Nebraska Political Subdivision Tax Request Act Form
a. Signature was made due to time constraints for the Joint Public Hearing
b. Future – Special Meeting will be held prior to deadline

10. Review and approval of RJ Meyer submission to the NE State Auditor Office for the 2024 – 2025 Fiscal Year.

11. Review and approve quote from SoGreen’s sprinkler repairs/upgrades in the amount of $17,189.37.

12. Discuss and decide on plan renewals
a. Principal – Vision Insurance – No cost change
b. Beam – Dental Insurance – 4% increase
i. From $1,837.80 to $1,911.31

13. Discuss and decide on Utility Rate Increase

14. Discuss and decide on wage increases

15. Receive
a. Revenue and Expense Report
b. August Communication and Law Enforcement Reports

16. Discuss and decide on benefit review for employees on leave without pay.

17. Discuss and decide changing meetings from the second Thursday to the third Thursday

18. Discuss and decide on payment for Western Nebraska Tourism Collation

c. Define boundaries for meeting distance

19. Review and approve ORDINANCE NO. 503 AN ORDINANCE OF THE CITY OF TERRYTOWN, NEBRASKA, DEALING WITH FIREWORKS AND EXPLOSIVES; ESTABLISHING DATES AND TIMES AND RESTRICTIONS FOR DISCHARGING FIREWORKS; REPEALING EXISTING PROVISIONS OF THE CITY CODE NOT CONSISTENT HEREWITH; AND PROVIDING FOR AN EFFECTIVE DATE.

Want to say a HUGE shout out to everyone who helped in everyway possible with the Splish Splash Summer Bash last Sunday! What an amazing event, there were around 200 people that participated and had a wonderful time! Thank you to everyone! Can't wait for our next event. Stay tuned, this one will be EPIC.
