Zoning Administrator / Planning & DRB Coordinator

The Town of Georgia, Vermont, is seeking an experienced and dedicated professional to serve as
Zoning Administrator / Planning & Development Review Board (DRB) Coordinator. This position
oversees the daily operations of the Town’s Planning and Zoning Departments and is responsible for
administering and enforcing the Town of Georgia Development Regulations.
The successful candidate will assist the Development Review Board with all development review
activities and play an active role in municipal planning efforts. This position requires exemplary
diplomatic skills, excellent written and verbal communication abilities, strong attention to detail,
and a consistent commitment to fairness, objectivity, and professionalism.
The Zoning Administrator shall administer, facilitate, and enforce the Town of Georgia Development
Regulations in accordance with accepted zoning practices, the Town Plan, applicable state
statutes, and all other policies and regulations currently in effect.
Key Responsibilities
• Administer and enforce the Town of Georgia Development Regulations.
• Assist residents, applicants, and developers with permit applications and interpretation of
zoning requirements.
• Review permit applications and requests for information in accordance with Town
regulations and Vermont State Statutes.
• Determine completeness of applications and compliance with development regulations.
• Issue zoning permits administratively when appropriate or refer applications to the
Development Review Board for public hearing pursuant to Title 24, Chapter 117.
• Notify applicants in writing when proposals are not in compliance and assist with
alternative procedures, appeals, or remedies necessary to achieve compliance.
• Prepare, post, publish, and mail all required public hearing notices in accordance with Title
24, Chapter 117.
• Provide Development Review Board members with applications, staff reports, and
supporting materials in advance of hearings.
• Attend and manage Development Review Board and Planning Commission evening
meetings and public hearings as required.
• Assist with preparation of written decisions, findings of fact, correspondence,
presentations, and maps.
• Conduct site visits to ensure compliance with permits and development regulations.
• Investigate complaints and zoning violations and pursue voluntary compliance whenever
possible.
• Coordinate enforcement actions and legal proceedings when necessary pursuant to Title
24, Chapter 117.
• Maintain permit databases, filing systems, and accurate records of applications, permits,
and fees.
• Prepare annual reports related to permit activity and fee collections for inclusion in the
Town Report.
• Serve as the municipal E-911 Coordinator, including assignment of municipal addresses
and coordination with appropriate agencies.
• Assist the public with the Town’s online permitting platform, CloudPermit, and maintain the
system as needed.
• Liaise with the Town Administrator, Selectboard, Planning Commission, Development
Review Board, and other agencies as necessary.
• Attend planning and zoning trainings and conferences
Qualifications
• Bachelor’s degree in planning, public administration, geography, environmental studies, or
related field preferred; equivalent experience will be considered.
• Demonstrated understanding of Vermont Title 24, Chapter 117, zoning administration
practices, and municipal land use regulations.
• Ability to interpret and apply the Town of Georgia Development Regulations fairly,
consistently, and objectively.
• Familiarity with state development permitting processes, including wetlands, stormwater,
shoreland protection, wastewater and potable water permits, and Act 250.
• Demonstrated ability to conduct land records research.
• Ability to read and interpret site plans, survey plats, maps, and related documents.
• Knowledge of FEMA regulations is a plus.
• Strong organizational, communication, and customer service skills.
• Proficiency with Microsoft Office and online permitting systems preferred.
Compensation and Benefits
Compensation and benefits are negotiated with the Selectboard and are subject to the Town of
Georgia Personnel Policy and other duly adopted policies.
Salary Range: $65,000 – $80,000 annually, depending on qualifications and experience.
