Affordable Housing Fund Applications Available
The Kane-Elgin HOME Commission is pleased to announce that it is now accepting development proposals under its Affordable Housing Fund. Gap financing is available under the program, and both homeownership and rental projects will be considered.
Approximately $3.9 million is available to finance the development of affordable housing under this Call for Projects. For 2024, the Affordable Housing Fund has been capitalized by the City of Elgin, the City of St. Charles, and Kane County. The City of Elgin and Kane County have contributed federal funds from the U.S. Department of Housing and Urban Development, and the City of St. Charles has contributed funds from its Housing Trust Fund. These financial resources will be made available to eligible entities for housing development (or redevelopment) projects that meet the guidelines of the Affordable Housing Fund, and are responsive to the evaluation criteria established for the program. The Commission is particularly interested in development proposals that further the following objectives:
· Creation of affordable workforce housing that is in reasonable proximity to employment centers;
· Creation of high-quality housing in areas of the County characterized by substandard housing, high-cost housing or generally have a negative neighborhood image; and
· Redevelopment of vacant/foreclosed properties that adversely impact neighborhoods.
The Affordable Housing Fund is administered by the Kane County Office of Community Reinvestment under the oversight of the Kane-Elgin HOME Commission, a city-county commission formed for the purpose of accessing federal funds to address the area’s housing needs. It provides gap financing under flexible terms to non-profit and for-profit developers for the acquisition, rehabilitation, or new construction of housing that would otherwise be financially infeasible. The Housing Stability Services Fund (HSSF) was established to make available funding to local service agencies that provide housing stability services for low to moderate income households to maintain or obtain housing.
The HSSF makes funds available to pay the staffing costs related to the following type of services:
Housing Counseling for renters
Fair Housing Counseling
Legal Services related to rental housing
Specialized housing services for individuals w/ disabilities
Specialized housing services for seniors
Housing Services for survivors of Domestic Abuse or Human Trafficking
The fund is administered by the Kane County Office of Community Reinvestment with funds provided by the U.S. Department of Treasury under the Emergency Rental Assistance Program #2 which was authorized by the American Rescue and Recovery Plan Act. Up to $1,000,000 in HSSF funding is available. This is a one-time allocation of funding, it is not anticipated that additional funds will be available after this funding round. Funds provided thru the HSSF must be fully expended by August 31, 2025. Any funds not expended by this date will be forfeited.

The Kane County Office of Community Reinvestment is pleased to announce that applications for 2024 Community Development funding are now available. Specifically, the county is accepting project proposals in the following category:

Neighborhood Improvements: Public improvements to parks and neighborhood infrastructure such as streets, sidewalks, and water/sewer lines;

Units of local government are eligible to apply for funds to support projects that meet federal eligibility criteria. Applicants are strongly encouraged to contact the Kane County Office of Community Reinvestment to confirm project eligibility prior to preparing proposals. Completed applications should be submitted electronically to [email protected] by 4:00 pm, Monday, March 18, 2024​. The City of Elgin is pleased to announce that applications for 2024 Community Development Block Grant (CDBG) funds will be accepted from eligible non-profit organizations through March 18, 2024. In addition to providing funds for projects sponsored by non-profits, the City expects to program a portion of its CDBG allocation toward other community improvement initiatives. These may include City infrastructure projects in income-eligible neighborhoods and affordable housing activities targeted for income-eligible households. Information and applications regarding those programs will be made available at a future date. The City has been estimated of its annual federal allocation for Fiscal Year 2024, and expects to make approximately $300,000 in CDBG funds available through this application cycle.

Non-profit organizations may apply for CDBG funds to support new or expanded public service activities or to complete capital improvement projects that meet federal eligibility criteria. The city is especially interested in proposals that leverage other funding and increase agency capacity to serve the community. All CDBG-funded activities must benefit low- to moderate-income Elgin residents and address at least one of the priority needs identified in the Kane-Elgin Consolidated Plan.

This notice is to advise citizens of their opportunity to review and comment on the Kane-Elgin Consortium (Kane County and the City of Elgin) HOME ARPA Draft Allocation Plan and Substantial Amendment to the Consortium’s 2021 Annual Action Plan. The draft plan and amendment, which are subject to review and approval of the Kane County Board, identifies priority housing and service needs for qualifying populations. Copies of the draft plan and substantial amendment are available for review at the County’s website at www.countyofkane.org/Pages/ocr.aspx. Those wishing to submit written comments must do so by 4:30 p.m. on Tuesday, February 7, 2023. The purpose of the hearings will be to receive citizen input regarding housing and service needs for the Kane-Elgin Consortium as they relate to the use of HOME ARPA funds. The Kane-Elgin Consortium will provide an estimate of the amount of funding expected to be available as well as the range of activities that may be undertaken with those funds.

2022 Affordable Housing Fund Applications Due 07-21-2022.

The Affordable Housing Fund was established by the Kane County Board to provide gap financing for the preservation and/or development of affordable housing for middle and lower income households. The fund provides financing, under flexible terms, to both non-profit and for-profit developers for the acquisition, rehabilitation and/or new construction of both homebuyer and rental units. The fund is administered by the Kane County Office of Community Reinvestment under the oversight of the Kane-Elgin HOME Commission, a city-county commission formed for the purpose of accessing federal funds to address the area'​s housing needs. The Affordable Housing Fund is a combination of funds provided by the U.S. Department of Housing and Urban Development (HUD) under various federal initiatives.

Housing units developed with assistance from the Affordable Housing Fund must meet certain income and affordability restrictions. With regard to rental projects, the County is particularly interested in those that provide for the greatest length of affordability with the least amount of subsidy. Ideally, projects funded by the Affordable Housing Fund will be located throughout the County to the greatest extent possible so no single community or neighborhood experiences a disproportionate concentration of income-restricted housing. In general, the purpose of the Affordable Housing Fund is to:

Increase homeownership opportunities for lower-and middle-income households (less than or equal to 80% and 120% of area median income, respectively); and

Improve the quality, expand the supply and/or increase the diversity of affordable rental units available to lower-income households (less than or equal to 80% of area median income).

The Kane-Elgin HOME Commission reviews development proposals on a competitive basis, and evaluates them based on criteria outlined in the materials posted below. The Commission awards financing to projects that are both responsive to the criteria and further the following objectives:

Create affordable workforce housing that is in reasonable proximity to employment centers;

Create high-quality housing in areas of the County characterized by substandard housing, high-cost housing or generally have a negative neighborhood image;

Reduce the number of vacant/foreclosed properties that adversely impact neighborhoods; and

Develop housing in accordance with the General Principles and Specific Housing Criteria identified in the Kane-Elgin Consortium's Consolidated Plan.
