This week, our School Resource Officers, Community Resource Officers, and Juvenile Aid Bureau Detective joined the North Rockland Central School District staff for their opening day ceremony, welcoming everyone back for a new school year.

On Sunday, August 23, 2026, Haverstraw Police Department personnel responded to the Manny Lopez Baseball Field, a Village of Haverstraw property, for a reported burglary.

During the investigation, it was determined that an unknown subject had unlawfully entered a building located on the property and stolen two pieces of power equipment.

Subsequent to investigation, a suspect was identified in connection with the burglary.

On Wednesday, August 26, 2026, Haverstraw Police arrested Robert Hernandez, 39, of Haverstraw, NY, and charged him with burglary in the third degree and grand larceny in the fourth degree.

Hernandez was arraigned in the Village of Haverstraw Justice Court and remanded to the Rockland County Correctional Facility.

It should be noted that a criminal complaint is merely an accusation and that all defendants are presumed innocent until proven guilty in a court of law.

Today, the Haverstraw Police Department hosted our “Blue and You Back to School Bash” at Haverstraw Elementary School.

In partnership with the Town of Haverstraw and the North Rockland School District, local vendors and organizations came together to provide families with school supplies, food, haircuts, games, and raffle prizes.

Thank you to all of the local organizations, vendors, and community partners who helped make this event possible. We appreciate everyone who came out and helped make it a great day for our community!

In June 2026, the Haverstraw Police Department was alerted to multiple complaints received by the Rockland County Consumer Protection Department concerning a shipping company accused of defrauding customers who were attempting to ship items internationally from the Village of Haverstraw.

More than two dozen complaints were received regarding alleged issues involving the business, identified as “Rockland Shipping.” Working in coordination with Rockland County Consumer Protection, individuals who believed they had been victimized subsequently came forward to the Haverstraw Police Department to file police reports and assist in initiating a criminal investigation.

As a result of the investigation, Haverstraw Police Department personnel identified the owner and point of contact for the business.

On August 14, 2026, Haverstraw Police Department personnel, working in coordination with the New York City Police Department, responded to the defendant’s residence in the Bronx, New York. The defendant was located and taken into custody without incident before being transported for arrest processing.

The defendant was identified as:

Julio Fermin Germosen, 48, of Bronx, NY

Germosen was charged with Scheme to Defraud in the First Degree, involving 10 or more victims.

Following processing, Germosen was released on an appearance ticket and is scheduled to appear in the Village of Haverstraw Justice Court at a later date.

The investigation remains ongoing. Additional charges are possible as the investigation continues. If there is anyone be believes they are a victim related to this incident, please contact the Haverstraw Police Department Detective Bureau.

The Haverstraw Police Department would like to thank the Rockland County Consumer Protection Department and the New York City Police Department for their assistance and cooperation throughout this investigation.

The North Rockland Youth Police Academy is looking for our next class of recruits!

Open to high school students in grades 9–12 from the North Rockland area, the NRYPA gives teens a unique, hands-on opportunity to experience law enforcement while building leadership, teamwork, confidence and a commitment to community service.

Over the course of our 10-week Academy, recruits will train alongside law enforcement officers and other public safety professionals, take part in hands-on activities and challenges, and get an inside look at the many different aspects of policing and public safety.

Fall 2026 classes begin September 22
Grades 9–12
North Rockland area
Space is limited

On Saturday, August 15, 2026, at approximately 11:48 p.m., a Haverstraw Police Department officer observed an individual crossing Route 9W in the Village of Haverstraw against the designated “NO WALK” pedestrian signal. The individual’s actions nearly caused a collision with a vehicle traveling on Route 9W.

As the officer stopped his patrol vehicle and began speaking with the individual, the subject fled on foot, resulting in a foot pursuit. During the ensuing apprehension, the subject became combative with Haverstraw Police Department personnel and resisted arrest, causing an injury to one of our officers.

Following the arrest, the subject was found to be in possession of a loaded fi***rm.

The defendant, Rinoe Mitchell, 20, of Haverstraw, NY, was arraigned in the Village of Haverstraw Justice Court and remanded to the Rockland County Correctional Facility in lieu of $50,000 cash bail, $100,000 bond, or $200,000 partially secured bond.

Mitchell was charged with:
• Criminal Possession of a Weapon in the 2nd Degree – Loaded Fi***rm
• Criminal Use of a Fi***rm in the 2nd Degree – Possession of a Loaded Deadly Weapon
• Criminal Possession of a Weapon in the 4th Degree – Fi***rm/Weapon
• Criminal Possession of a Weapon in the 3rd Degree – Am******on Feeding Device
• Resisting Arrest
• Obstructing Governmental Administration in the 2nd Degree
• Assault in the 2nd Degree – Intent to Cause Injury to a Police Officer

The Haverstraw Police Department was assisted in this investigation by the Rockland County Sheriff’s Office Bureau of Criminal Investigation.

The Haverstraw Police Department announces the hiring of our two newest Police Officers, Wolf Joseph and Chris Badenchini.

Both Officers are scheduled to begin their training at the Rockland County Police Academy. Congratulations and best of luck.

On Tuesday, August 11, 2026, Haverstraw Police Department personnel were alerted to a stolen vehicle entering the Village of Haverstraw through a license plate reader notification.

The vehicle was subsequently located in Pomona, where officers made contact with the vehicle and took the occupant into custody without incident.

The occupant was identified as Diamond Dickerson, 49, of Pomona, NY. During the investigation, Dickerson was found to be in possession of a large quantity of narcotics. Dickerson was subsequently charged with:

• Criminal Possession of a Controlled Substance in the 3rd Degree – Narcotic Drug with Intent to Sell, a Class B Felony

• Criminal Possession of a Controlled Substance in the 3rd Degree – Narcotic Drug/Stimulant with Intent to Sell, a Class B Felony

• Criminal Possession of a Controlled Substance in the 4th Degree, a Class C Felony

• Criminal Possession of a Controlled Substance in the 5th Degree with Intent to Sell, a Class D Felony

• Criminal Possession of Stolen Property in the 4th Degree – Motor Vehicle, a Class E Felony

• Criminal Possession of Stolen Property in the 5th Degree, a Class A Misdemeanor

Dickerson was transported to the Haverstraw Police Department for arrest processing. He was later arraigned in the Village of West Haverstraw Justice Court and remanded to the Rockland County Correctional Facility.

The Haverstraw Police Department was assisted in this investigation by the Rockland County Sheriff’s Office Bureau of Criminal Investigation and the Rockland County Intelligence Center.
