Community Action Partnership of Orange County CAP OC changes people's lives, embodies the spirit of hope, and improves Orange County communities! Thus, CAPOC was born.

It all started with an idea, that poverty in all its forms and manifestations is degrading to the individual and represents a clear threat to the continued health and prosperity of our nation. In 1965, community leaders came together to present their idea for providing local residents with the power and tools to grow economic opportunities and solve community problems. CAPOC was instrumental in in

troducing Orange County to community centers, youth and adult employment programs, food and nutritional programs, senior and disabled transportation, community improvement, utility assistance, weatherization, health services, day care programs, emergency housing, Farm 2 Kids, Farm 2 Families, Headstart, Neighborhood Youth Corps, and Community Mentor Partnership. Over the years, Community Action Partnership of Orange County's' mission has transformed millions of lives. When families work through our programs, they develop greater confidence and motivation to manage setbacks in their lives. At Community Action, the answer lies in empowering people to recognize and make use of their own unique strengths and resources in order to improve their lives.

Through generous financial support and countless volunteer hours, the SoCalGas team has helped advance our mission and strengthen programs that serve our neighbors in need.

Our Senior Food Box Program provides FREE, nutritious food boxes to older adults who may be struggling to keep up with food expenses. Each month, participants receive a box filled with healthy staples to help them stay nourished, healthy, and independent.

The Energy Savings Assistance (ESA) program is designed to help you conserve energy and save money. Income-qualified customers may be eligible to receive energy-efficient appliances at no charge or at a minimal charge. Community Action Partnership of Orange County is proud to be an Authorized Outreach Representative working on behalf of SCE and the Energy Savings Assistance Program. If you qualify, SCE will cover the costs of new energy-efficient appliances—including installation.

California’s 2026–27 State Budget is being finalized now, and the decisions made will directly impact food and diaper assistance for families across our state.

At CAP OC, funding for CalFood and the California diaper bank network helps the OC Food Bank and OC Diaper Bank provide nutritious food and essential supplies to thousands of local families each year.

We’re urging state leaders to invest in:
• $60M ongoing + $50M one-time funding for CalFood
• $14M for the CalFresh Outreach Network
• $16.5M ongoing funding for the California diaper bank network

SCE's new Base Services Charge decreases the cost you pay for each kilowatt hour (kWh) of electricity by approximately 10%.

Make sure to enroll in the California Alternate Rates for Energy (CARE) and Family Electric Rate Assistance (FERA) financial assistance programs to help lower monthly energy bills when you need it most.

Customers enrolled in CARE or FERA programs qualify for a discounted Base Services Charge. For CARE customers, your Base Services Charge will be approximately $6 per month. For FERA customers, your Base Services Charge will be approximately $12 per month.
