Finney County Attorney's Office - FICA - KS The County Attorney is the chief law enforcement official in Finney County. The office handles felony, misdemeanors, juvenile, and traffic prosecutions.

We receive and evaluate cases from over 16 different local, state and federal agencies. This office is responsible for prosecuting criminal and traffic cases that occur in Finney County, both juvenile and adult, child in need of care cases and care and treatment cases.

The 2026 legislative session recently concluded, but many of the issues discussed this year were the result of months of collaboration between attorneys, judges, lawmakers and legal organizations across Kansas.

Finney County Attorney Susan Richmeier worked with several statewide groups on legislation that was approved during the session, including efforts to strengthen competency laws, expand placement options for juveniles and address sentencing-related issues.

While every community faces different needs, these efforts help make sure the perspective of rural Kansas is represented when changes to state law are considered.

A diversion fund donation is helping Kansas children head into the weekend with food on the table. 💙

The Finney County Attorney's Office recently provided $2,186.50 to the Kansas Food Bank's Food 4 Kids program. The program helps provide kid-friendly food to children who may otherwise face food insecurity when school is not in session. Today, more than 7,100 children in 350 schools receive Food 4 Kids support each week.

Get to know the attorneys serving Finney County! 💫

Senior Assistant County Attorney Tamara Hicks will celebrate 35 years with the Finney County Attorney's Office this August. She says the best part of her job is helping victims receive justice and making a difference in the lives of those affected by crime.

One thing she thinks people would be surprised to learn? Just how long the legal process can take. From the initial filing of charges through appeals, some cases can remain active for decades.

Tamara originally came to Garden City because it was close to family and the community where she grew up. Outside the office, she enjoys reading, attending church and cross stitch.

Thank you, Tamara, for 35 years of service to Finney County and the pursuit of justice!

Garden City and Finney County recently welcomed leaders from across the state as part of the Leadership Kansas Class of 2026.

The group spent time learning about the industries, businesses and partnerships helping shape western Kansas while exploring the opportunities and challenges facing the region. Finney County Attorney Susan Richmeier is a member of the current Leadership Kansas class and was proud to help showcase southwest Kansas.

One challenge facing many rural Kansas communities is attracting and retaining attorneys.

During the 2026 legislative session, Finney County Attorney Susan Richmeier helped lead a statewide effort supporting the Rural Justice Bill, which creates new incentives for law students and attorneys who choose to practice in rural Kansas.

The goal is simple: help ensure rural communities have access to the legal professionals they need now and in the future!

Did you know that Garden City was at the center of a homicide case in the 1990s that would later become known across the country?

It started when Garden City Police Department - KS officers were looking into the death of four-year-old Jose Antonio Lumbrera after concerns were raised at a local hospital. As the investigation continued, authorities uncovered a pattern tied to multiple suspicious child deaths connected to Diana Lumbrera over several years.

Former detective James Hawkins, who later became Chief of Police, was among the investigators involved in the case. Lumbrera was eventually convicted of murder in Kansas and later received additional murder convictions in Texas.

Years later, the case became the subject of the true crime book Mommy’s Little Angels.

We’re excited to introduce the first two of four interns joining the Finney County Attorney’s Office this summer! ☀️

Kas Ostebuhr (left) is a second-year law student at Washburn University and a Garden City native.

Christopher Storino (right) is a second-year student at the University of Kansas School of Law.

Throughout the next few months, they’ll be gaining hands-on experience and learning more about the work that goes into serving Finney County and the legal system.
