I introduced a property tax bill that will be heard in the Senate Taxation Committee next Wednesday, January 21st, and I could use your help!

Senate bill 319
https://www.kslegislature.gov/li/b2025_26/measures/documents/sb319_00_0000.pdf

I am tired of people paying property tax on unrealized gain, and this bill would allow anyone who sells their property at fair market value to get a rebate for overpaid taxes if the house valuation determined by the county is higher than the sales price. My bill allows you to not only get a rebate on overpaid tax for the year of the house sale, but includes the previous 4 years as well.

If you feel this idea is worth supporting, please submit testimony to the Senate taxation committee by or before 9:30 a.m. n Tuesday January 20th. Testimony has to be in 24 hours before the hearing.

Your testimony will also need to be submitted as a PDF and sent to
[email protected]

The rules for conferees are here:
https://www.kslegislature.gov/li/b2025_26/committees/misc/ctte_s_assess_tax_1/2026noticetoconfereessenatecommitteeonassessmentandtaxation.pdf

You can submit written only testimony, or show up in person! You also have the option of testifying via WEBEX. Make note to the committee about how you intend to testify so they can plan the hearing more efficiently.

It sounds daunting but it's really not and it's how the system works in each committee...and it's how we can start to get some property tax relief.

This bill is only a small piece of the bigger picture. We are discussing capping property tax in another bill, and Senator Murphy and I have also sponsored a bill to eliminate property tax altogether, but as with any new idea that big...it will take time. This bill, if passed, would have immediate impact on restraining over-valuation, hold the appraisers accountable, and provide an avenue for some tax relief!

Thanks in advance for your help!

Thank you Ty Masterson for hearing us! We need a leader that hears us and understands us!! Thank you

A courageous Wallace County Kansan wrote a letter to the editor this past week. It is heartbreaking and it is the #1 issue I hear everywhere.

“That optimism changed this fall, when we received our property-tax notice. Like many in Wallace County, we were stunned. Our tax rate increased by 126%, pushing our annual property tax bill to more than $12,000. Over ten years, that represents more than $120,000 — a financial burden that few families in a rural county of 1,500 people can sustain.”

Enough is enough. My plan delivers real relief:

Reset the clock and cap valuation increases

Taxpayer Bill of Rights

Direct election of county appraisers

No more tax shocks. No more families forced out of their homes. Read the full letter and join us to Take Back Kansas.

DEMOCRATS SHUT DOWN
Delta Airlines, United Airlines, and American Airlines all called for Democrats to end the Shutdown today over concerns of travel being "less safe" and air traffic controllers picking up a second job to make ends meet.
Teamsters, Border Patrol Union, the NYC Steamfitters, and American Federation of Government Employees are all calling for Democrats to end the shutdown.
Democrats previously said they support CLEAN funding bills to avoid a shutdown – now they are holding seniors, veterans, and law enforcement hostage.
Chuck Schumer is trying to shut down the government to appease his far-left base.
POLLING SHOWS AMERICANS WANT DEMOCRATS TO END THEIR SHUTDOWN

Most Americans want Democrats to end their government shutdown, according to a new Harvard CAPS/Harris poll.
70% of Americans oppose the Democrats’ shutdown.
65% of Americans say Democrats should accept Republicans’ clean funding bill.
55% of Americans say Democrats are “just trying to please their base.”
Even a New York Times poll shows 65% of Americans think the Democrats should not shut the government down.
Over 60% of Americans have an unfavorable view of the Democrat Party, plummeting to the lowest favorability Democrats have seen in 35 years.
New House district polling shows that voters place the blame for the government shutdown squarely on Democrats in target districts:
Polling includes AZ-01, AZ-06, CO-08, IA-01, MI-07, PA-07, PA-10, and WI-03
Both independents and likely voters blame Democrats.
53% want Democrats to vote to reopen the government.

DEMOCRATS SHUT DOWN THE GOVERNMENT, HURTING VETERANS, SENIORS, AND LAW ENFORCEMENT TO APPEASE THEIR FAR-LEFT BASE

This week, Democrats in the Senate for the 13th time refused to vote for a CLEAN funding bill, keeping the government shutdown.
Democrats demanded a radical policy wishlist that would repeal key parts of President Trump’s the Working Families Tax Cuts (the One Big Beautiful Bill), give healthcare to illegal aliens, and repeal $50 billion in funding for rural hospitals.
A Democrat Senator admitted they are caving to the far-Left and are terrified of getting primaried if they vote to reopen the government, saying “People are going to get hammered."
Democrats are only forcing this government shutdown to stop the historic progress President Trump has been making.
Democrats’ far-Left demands include $1.5 TRILLION in new spending just to keep the government open for seven weeks.
Democrats want to cut rural healthcare funding—shutting the government down to strip the single largest investment in rural health delivered by President Trump's Working Families Tax Cuts.
Democrats are lying, saying that since Republicans control the White House and Congress, we are responsible for the shutdown.
House Republicans and Senate Republicans were united and voted to advance a seven-week stopgap bill to keep the government open.
To pass this bill through the Senate, at least seven Democrats must vote in favor of it.
Under Joe Biden, Democrats voted 13 times to pass continuing resolutions to keep the government open.
Republicans united to pass a commonsense, CLEAN, government funding extension. This is a funding freeze. It is a straightforward, responsible solution.
Democrats' vote against this short-term CLEAN funding extension are a vote against:
Paying 1.3 million active-duty troops going without pay.
Providing critical food assistance for low‑income women, infants, and children (WIC).
Providing telehealth services for seniors and in-home treatment options for Medicare patients.
Paying nearly 50,000 members of the U.S. Coast Guard.
Paying 13,000 air traffic controllers, as well as TSA Agents—creating flight disruptions and significant travel delays due to 'sickouts' and mass absences.
Paying over 150,000 federal law enforcement officers, including Border Patrol and ICE, who put their lives on the line every single day.
Continuing flood insurance, impacting millions during hurricane season.
Providing critical veterans' care and assistance programs.
Firefighter pay for wildland fire response.
Small business loans that help Main Street survive.
Low‑income rental assistance and funding for homeless veterans and families.
USDA being able to process disaster assistance programs in support of significant weather-related disasters.

WORKING AMERICANS ARE HURT BY DEMOCRATS' SHUTDOWN

Democrats’ shutdown is hurting working families:
In Florida, “Gulf Coast residents are facing disruptions in federal services, although Social Security and SNAP benefits will still be distributed.”
A veteran in Georgia: "It's really a tough time... it's impacting not only just average people, but my fellow veterans... and we're so close to the holidays and we're talking about people's livelihoods."
An Atlanta TSA Officer: “Most TSA officers live paycheck to paycheck … where am I going to get the gas to put in my car to come to work, or how do I feed my family, or how do I buy diapers?”
Over a hundred thousand Georgians could be directly affected and residents have started to worry over suspended federal services.
Struggling families in Hawaii are at risk of losing support during the Democrat’s shutdown.
Kansas City SNAP & WIC recipients have become increasingly concerned about the government shutdown.
In Kentucky, veterans' benefits are at risk of disruptions.
A tourist in Illinois who couldn't get into a state park says, “I just wish they would do their job. We’re paying a lot of money for taxes."
Maryland federal workers are sick of the Democrat shutdown: "As a country, no one likes seeing a shutdown."
Michigan "faces service disruptions as federal shutdown begins."
In Lansing, Michigan, residents are concerned about the impacts on air travel and federal benefits.
Minnesota: “Members showed up to work at the Bloomington National Guard Armory… even though they’re not getting a paycheck.”
If the Democrats’ shutdown continues, “the poorest Minnesota residents will soon feel the full brunt of the government shutdown.”
The New Hampshire National Guard expects to furlough about 325 federal civilian employees.
Naval Shipyard employees in Portsmouth, New Hampshire will work without pay.
Las Vegas locals and tourists voice frustration over the ongoing government shutdown.
Nevada Conservation League warns shutdown could harm outdoor industry.”
Schools in North Carolina will suffer the impact on low-income students’ access to meals.
A Philadelphia TSA Agent is concerned about how she will support her kids and be able to afford “food, car payments, rent… I don’t want to dig into my savings… but I will if I have to.”
Travelers are facing the challenges of TSA and Air Traffic Controller staffing issues: “44% of flight delays Sunday and 24% Monday were due to Air Traffic Control staffing issues, compared to 5% of delays overall so far this year.”
13,000 air traffic controllers missed their paychecks this week due to the Democrats’ shutdown.
The Director of No Kids Hungry in Virginia says the shutdown will impact “new mothers, babies, young children, who use that money to buy things like formula, and fresh produce… this could be serious the longer the shutdown goes on.”
Concern among Virginia food banks rise as they might not be able to provide for the community during the shutdown.
A Virginia food bank says, “If they’re unfortunately unable to access the benefits that were helping them sustain themselves, then we will see that in our lines.”
In Washington, “nutrition program for babies and mothers is at risk during federal shutdown.”
Elizabeth Keever, Chief Resource Officer for Harvesters, provides food to emergency food pantries, community kitchens, homeless shelters, and children’s homes: "Hunger's not a partisan issue."
Thankfully, President Trump is working to ensure our military members are paid through the Democrats’ shutdown.
President Trump: “I am using my authority, as Commander in Chief, to direct our Secretary of War, Pete Hegseth, to use all available funds to get our Troops PAID on October 15th.”
