It’s ! We're kicking things off by highlighting our project to repair and modernize Placement Area 118-A on the Gulf Intracoastal Waterway.

Thanks to our partnership with dedicated industry contractors, we're extending the operational life of this crucial site. The work includes repairing and raising containment dikes, upgrading coastal protections, and replacing the outlet structure to ensure the GIWW remains a vital artery for commerce and navigation.

We appreciate the skilled construction crews who are helping us deliver this essential infrastructure project for the nation!

Scott Leimer (center), Port Arthur Project lead engineer, explains necessary improvements to the levee that protects critical city infrastructure and historical sites. Members of the PAV03C Project Delivery Team met Monday with prime contractors who will work alongside USACE and local stakeholders to strengthen storm surge protection for Port Arthur residents and critical industrial infrastructure.

Port Arthur is more than one of America's largest refining centers. Its numerous industrial complexes produce jet fuel, advanced automotive and industrial lubricants. Port Arthur refineries also produce petrochemical building blocks used in aircraft, heavy machinery, tires, medical equipment and electronics.

In 2008, Hurricane Ike pushed a wall of water to within just one foot of overtopping this Port Arthur levee. U.S. Army Corps and Jefferson County Drainage District engineers stood atop that same levee Tuesday to evaluate improvements planned under the Port Arthur Project.

Port Arthur represents roughly 1.3 million barrels per day of refining capacity – about 7% of the nation's total – including the largest U.S. oil refinery. Protecting Port Arthur from coastal storm surge helps protect not only several Southeast Texas communities, but a nationally significant concentration of America's energy infrastructure.

U.S. Army Corps of Engineers project managers and subject-matter experts briefed attendees Wednesday on upcoming Port Arthur and Orange County project opportunities and highlighted how industry partnerships are essential to delivering coastal storm risk management infrastructure that protects communities, supports America’s energy dominance and strengthens national security.

Galveston District (SWG) Commander and District Engineer, Colonel David Dake, and Deputy District Engineer for Program and Project Management, Mr. Byron Williams, visited two projects, Aug. 11, 2026. The first stop was the City of Wharton for a meeting with city officials and a driving tour of ongoing work on Colorado River Levee Project Phase 1, which consists of 12,350 feet of new levee and five interior water collection sumps. This project is managed by our sister district, the Fort Worth District. The second stop was 30 minutes south on the Colorado River, west of Bay City, for a bank restoration project next to the Mary Rhodes Pump Station.

Alex’s exceptional work in developing the Sabine to Galveston Project Application and the Port Arthur Project Engineering Tracker has transformed how his office delivers projects. The systems Alex has built streamline data, keep contracts on schedule, and ultimately reduce cost.
