Today we want to thank and recognize Kathy Phillips for her incredible dedication and service to Jo Daviess County.
In 1985, Kathy was hired part-time in the Circuit Clerk’s Office by Terry Swing during the summer between her freshman and sophomore years at Highland Community College. After earning her associate degree in Business Management, she was hired full-time and began what would become a remarkable 41-year career serving the citizens of Jo Daviess County.
Following Terry Swing’s retirement, Sharon Wand was appointed Circuit Clerk and later appointed Kathy to the position of Chief Deputy Circuit Clerk. After 42 years of dedicated service to Jo Daviess County, Sharon Wand retired, and on October 1, 2018, Kathy was honored to be appointed Circuit Clerk to complete her term.
Kathy later ran unopposed for the office of Circuit Clerk in both 2020 and 2024.
After more than four decades of faithful public service, Kathy will officially retire on August 3, 2026.
Thank you, Kathy, for your professionalism, dedication, kindness, and commitment to the people of Jo Daviess County. Your years of service and leadership have left a lasting impact on our community.
We wish you nothing but happiness, relaxation, and many blessings in this next chapter of life. Congratulations on a well-earned retirement!
