The Housing Authority of the City of Frederick The HACF provides safe, affordable housing to Frederick's low-income residents and promotes thriving, successful communities through our programs.

The HACF is an autonomous, non-profit private corporation created to address the need for low-income housing. The Mission of The Housing Authority of the City of Frederick (HACF) is to engage with Frederick’s low and moderate income residents by providing a healthy foundation for economic self-sufficiency through employment and educational supports in safe, affordable housing. It is governed by a

five member Board of Commissioners that is appointed by the Mayor of Frederick and confirmed by the Board of Aldermen. The Executive Director of the Housing Authority of the City of Frederick (HACF) is appointed by the Board and serves as the Secretary/Treasurer while serving on the Board of Commissioners. The HACF has four major departments: The Department of Physical Services, which is responsible for all maintenance and modernization; The Department of Finance, which is responsible for all administrative, accounting, and procurement functions; the Department of Housing, which is responsible for overall housing operations; and the Department of Family Services, which is responsible for providing programs for residents to thrive and succeed in their goals. The operations of HACF are supported by two main sources: rental units and a federal subsidy for the operation, maintenance and modernization of the HACF through the U.S. Department of Housing and Urban Development (HUD). Individual programs within the HACF also accept private donations in order to better serve residents attempting to improve their education and increase their income.

What an AMAZING day in Carver! 🐣🌸💛

A huge thank you to Hope Christian Fellowship Church for spreading so much love with the family Easter baskets — you made so many hearts happy! And to the incredible men of the Elks Mountain City Elks Lodge #382 and the Daughters of the Elks… that Easter egg hunt was an absolute blast!

Laughter, smiles, and community vibes were everywhere — a great reminder to us just how special it is when we come together. So grateful for everyone who made Saturday so unforgettable! 🙌✨

We had a wonderful time at our ​C​hair Yoga class last week! From the gentle stretches to the seated movements that improved our flexibility and posture, the room was filled with positive energy and smiling faces.

The highlight of the session was the friendship, encouragement, and joy we shared. This class is about more than just exercise; it is about community, building confidence, and feeling good together.

A special thank you to AmeriCorps Seniors Frederick County and all the seniors who participated. We are building strength, flexibility, and friendships one class at a time.

We are incredibly grateful to Reverend Beth O'Malley, Chaplain at Hood College, and the Honors Program students who made fleece blankets for our tutoring students as a service project in honor of Martin Luther King Jr. Day this January.

Reverend Beth joined us at our Valentine-making celebration to personally deliver the blankets and spend time with the students. Seeing their smiles as they received these handmade gifts was truly special.
