Yesterday, I am fairly certain all of Frederick County came out to celebrate Rick Weldon on his retirement. Rick, you will be missed beyond measure, but I know retirement isn’t really goodbye, it’s more of a “we’ll see you everywhere else soon!” From your leadership with the Frederick County Chamber of Commerce and United Way of Frederick County, Maryland, to your service with the City of Brunswick, MD, The City of Frederick, the Maryland House of Delegates, the Navy, and so many other organizations, you have so much of yourself and your compassion to the entire community.

What makes your legacy so special isn’t just the many roles you have held, it is the countless people you have encouraged, mentored, supported, and inspired along the way. You have brought leadership, dedication, laughter, and heart to Frederick County, including on stage, where you gave us that unforgettable monologue from A Few Good Men.

Rick, thank you for a lifetime of service, friendship, and giving so much of yourself to others. You are deeply loved and appreciated, and I hope this next chapter brings you all the joy, rest, adventure, and happiness you deserve with Amy, your kids, and the grandkiddos.

I received the first draft of the proposed agreement regarding community benefits at the Frederick Digital Campus on September 1, 2026. This is not an executed agreement and I have not accepted the agreement. The full process includes Planning Commission review, a public hearing, and action by the County Council.

We are currently collecting public input on the proposed agreement and encourage you to share your comments: www.frederickcountymd.gov/datacenters. We are working with staff to review the agreement and answer questions we have received from the community. We will be releasing a list of FAQs next week.

I am aware of reports regarding ongoing federal ICE activity in areas of the City of Frederick. We are monitoring the situation and remain in communication with appropriate partners. I encourage members of the community to exercise caution.

Frederick County Government will continue to serve all members of our community fairly, lawfully, and respectfully. This should be the standard for all levels of government. We cannot allow our public resources to be used to intimidate and harass communities under the pretense of public safety.

Such a valuable meeting with the leaders of the Maryland Black Chamber of Commerce earlier this week. We discussed how they create opportunities that strengthen connections, elevate local businesses, focus on tangible goals and outcomes, and help build thriving communities across Maryland. I also shared how Frederick County is taking meaningful action at the government level to support Black-owned businesses, including the findings and next steps related to the recent Disparity Study. Thank you to all for the conversation as we work to create greater opportunity, partnership, and economic growth across our communities.

So nice to meet The Frederick Rescue Mission’s new Executive Director, Jason Earle! It was wonderful to connect with him and see so many community leaders and nonprofit partners come out to hear his vision for the organization.

Jason honored the 21 years of service and leadership of former Executive Director Arnold Farlow while sharing his plans to grow the mission strategically and thoughtfully, always staying true to its overarching vision.

He also shared was that he’s enjoyed getting out with the truck drivers to experience firsthand the routes they take to pick up and deliver food and clothing throughout the community.

Today, I announced an agreement that will provide an unprecedented $110 million in developer-funded benefits to residents of Adamstown and Frederick County. A list of benefits can be seen below and the full video press release is here as well.

The agreement also requires Catellus, the master developer of the Frederick Digital Campus, to take meaningful steps to make the campus more sustainable and less reliant on County resources. These requirements will be formalized through an amendment to Catellus’ existing Adequate Public Facilities Ordinance (APFO) approvals.

This agreement is a direct result of the Data Center Workgroup final report, feedback provided at community listening sessions earlier this year, and concerns voiced by residents throughout this public process.

I was last at AstraZeneca US’ Frederick campus in Fall 2025 following the announcement of its historic $2 billion investment to expand its manufacturing footprint in Maryland. Yesterday, Frederick County Office of Economic Development and I returned to hear from company leaders about their growth plans and tour the campus to see the expansion firsthand.

Thank you to VP Lisbet Jensen Young and the entire team for sharing your insights, comments, and questions. AstraZeneca’s Frederick facility, the largest biologics manufacturing site in its global network, continues to help strengthen Frederick County’s position as a leader in biomanufacturing.

Today, alongside fellow leaders, we proudly gathered to celebrate the graduation of 24 full-spectrum doulas and 14 breastfeeding specialists through Frederick County’s Black Maternal Health Initiative, a powerful investment in the health, safety, and future of Black families. Congratulations to these new health leaders! Your compassion, cultural understanding, and expertise will make a meaningful difference for families, helping ensure they feel supported, respected, and safe before, during, and after pregnancy.

Launched with support from Frederick County Government, MD, and now led by Project Manager Shatema Mills, the initiative began by listening to Black families and learning from their birthing experiences and where they face barriers to good health because of unfair systems. Now in its third phase, this community-driven approach has brought partners together to identify challenges, develop solutions, and strengthen support for families through collaboration among the Black Health Equity Coalition, Frederick County Health Department, Frederick Health , Frederick Community College, and the broader community. 💜On International Overdose Awareness Day, we recognize the progress Frederick County is making in the fight against overdoses and everyone who has lost a loved one to an overdose.

Confirmed fatal opioid overdoses have fallen 88% in five years from 60 in 2020 to just 7 last year, while non-fatal overdoses declined to 48. This progress reflects the dedication and collaboration of our government agencies, healthcare providers, first responders, and community partners working to connect people with immediate support and long-term recovery resources.
