Grant: 100 block / Work area with flaggers (prep)

Contract S-2 (Mortimer’s Excavating, Inc.)

Crew to begin pipe bursting on 14th
Traffic impact:
14th: Liberty – Franklin / Road closures & "No Parking" restrictions
Otter: 13th – 15th / Road closures & "No Parking" restrictions
Elk: 14th – 15th / Road closures & "No Parking" restrictions
Open to business and local traffic; school buses will be permitted to turn onto 14th & onto Elk

09/11/2026

The fire department and water department network crews will be flushing fire hydrants in the City and in Rocky Grove area for the next 2 weeks beginning Monday September 14, 2026.

The first areas to be flushed are Elk St. from 9th Street to wastewater treatment plant and Buffalo St. from 9th Street down to the end. This will be followed by Liberty St. down to the end from 9th Street, as well as the airport, 15th Street hill and Green Tree manor.

Police officer Andrew Youngs was sworn into duty Tuesday afternoon at Franklin City Hall. Mayor Douglas Baker conducted the ceremony for Officer Youngs, who joins the Franklin Police Department after having served in emergency services for several years in the Meadville area. He worked as a fireman and a 911 dispatcher before completing his police officer training. After the ceremony, Officer Youngs was congratulated by Police Chief Aaron Campbell and Detective Matthew McConnell, as well as his family, other police officers and city staff.
