Governor Collins became an honorary KSCPM member in September 2003. During her term as Governor, a program designed for the education and professional development of career managers in Kentucky State Government was instituted in December 1985. The Kentucky Career Manager (KCM) Program was administered by Governmental Services Center, an agency within the Finance and Administration Cabinet. In describing the program, Collins stated, “The goal is to provide a challenging, disciplined, current, and comprehensive program of training in management theories, systems, and skills. We want a program that is professional, accountable and leads to certification upon completion.” That same year GSC joined the National Consortium of Certified Public Managers® and in1989 received full accreditation for the CPM program.
The Gene Childress Leadership Award was presented to Governor Martha Layne Collins at the December 2015 Kentucky Society of Certified Public Managers® (KSCPM) Election and Awards Luncheon at Berry Hill Mansion in Frankfort. The award recognizes outstanding leadership in government, excellence as a role model, exceptional level of service to the public, and performance above and beyond the call of duty. The award is named for Mr. Childress, the first Executive Director of the Governmental Services Center (GSC). During his tenure at GSC he was a visionary and exemplified a desire for excellence.
