Garrett III, deputy commanding general of U.S. Army Forces Command, during a change of command ceremony held at Noel Parade Field on Fort Bliss, Texas, March 21. Army Brig. Gen. Donald G. Fryc assumed command of the 32nd Army Air and Missile Defense Command from Dickinson during the ceremony.
