Due to budget issues, Fort Bragg is cancelling its 4th of July celebration and reducing services in many other areas.

“Our reduced operating budget for the remainder of this year forces many very tough decisions; notably I must cancel our annual Fort Bragg 4th of July celebration,” said Lt. Gen. Daniel B. Allyn, commanding general, XVIII Airborne Corps and Fort Bragg. “With overtime pay costs of $120,000, the 4th of July celebration is unsupportable under these fiscal realities. With a pending civilian workforce furlough and a 34 percent operational budget cut, we’re prioritizing our services to ensure our readiness and care of service members, civilians and families.”

Other changes include: - Cancellation of weekend controlled burn operations by forestry management. - Closure of unprofitable Morale, Welfare, and Recreation facilities: Habanero’s Grill, Runway Bowling Lanes, the woodworking shop, and, beginning April 27, Cleland Ice Rink. - Reduced limited visibility lighting at all athletic fields, except during PT hours (6 to 8 a.m.) at the following locations; Ritz-Epps fields 1-4, Pope fields 1 and 2; Bowley Field; Pope Track, and Hedrick and Towle stadiums. - Cancellation of mowing and landscaping contracts, except to preserve safe airfield conditions. - Cancellation of cable TV contracts in MWR fitness centers. - Cessation of Linden Oaks to Main Post shuttle.

Here is the most recent budget-related information on Fort Bragg:

- As of March 27, there are no solid plans for Department of Defense Schools to furlough teachers, according to Dr. Emily Marsh, Fort Bragg School superintendent. Planning for the potential is ongoing and if a decision is made by DoDEA to restrict school days, the decision will be announced as soon as possible.

- The shuttle between the Fort Bragg cantonment area and Linden Oaks will cease April 1.

- The Airborne and Special Operation Museum will reduce its hours of operations beginning April 1. The museum’s new hours will be Friday and Saturday, from 10 a.m. to 5 p.m., and Sunday, from noon to 5 p.m.

- Fort Bragg’s Family and Morale, Welfare and Recreation announced March 27 that Cleland Ice Rink will close for the summer from April 27 to Sept. 15, 2013. The rink will reopen Sept. 28 with the Rock the Rink event. This closure is a business based action and not related to sequestration, according to Ray Lacey, Director of Fort Bragg FMWR. Cleland Ice Rink was similarly closed during summer months last year due to reduced patronage and revenues as well as to reduce the installation’s utility costs during the warmer summer months.

Message for the families registered through CYSS for Fort Bragg regarding the furlough.

To our CYSS Families:
All our CYSS Families have been receiving child care surveys from our various Child Development Centers and our School Age Service (SAS) Centers and have been requested to complete and return these surveys. These surveys are a planning tool to assist CYSS and FMWR determine each Families particular situation as it relates to potential closures due to furloughs and what requirement for childcare that may be present during potential furlough operations.
Right now we are in the information gathering phase in order to develop a plan, if directed to execute a furlough. Furlough planning is dictating that all FT Bragg Garrison organizations plan for 16 hours of furlough each ten day period or what is known as a "Pay Period". This boils down to closing our Centers one day a week from late April through September 2013 although no specific days or exact schedule has been finalized.
You can be sure your CYSS Team is and will continue to provide the highest level of service caring for all our Children. We are committed to our Families. Because of this commitment I feel it is important to let you know what we are doing and why we are doing it. The current fiscal environment is new and everyone is working hard to understand the impact as well as develop plans to execute a furlough if directed. The information you provide will go a long way helping CYSS develop our plan. Thanks for your patience and as more information becomes available I will get that information to our CYSS Families promptly.

"As many of you are aware, we face historic fiscal uncertainty. In response, we must continue to prioritize how we spend our money here at Fort Bragg. The budget sequestration plan calls for a 10-year reduction of $1.2 trillion in government spending, half of which will come from the defense budget and the other half from the non-defense budget. Within the Department of Defense community, we expect to see $46 billion less in our budget this year, which drives tough cuts across DoD, to include the pending furlough of civilian employees. Specific to Fort Bragg, we could experience an annual $190 million impact to our local economy, so we can expect significant change to our “status quo.”

The Secretary of the Army has approved the suspension of Tuition Assistance effective 5 p.m. (Eastern Time) on March 8, 2013. Soldiers will no longer be permitted to submit new requests for Tuition Assistance. However, Soldiers currently enrolled in courses approved for Tuition Assistance are not affected, and will be allowed to complete current course enrollment(s).

This change in the Army Tuition Assistance program applies to all Soldiers, including the Army National Guard and Army Reserves. The Army understands the impacts of this decision and will re-evaluate the decision if the budgetary situation improves.

In the interim, Soldiers can continue to access their GI Bill benefits, if applicable, either the Montgomery GI Bill (MGIB) or the Post 9/11 GI Bill, or use other funding sources (i.e. grants, scholarships, or Army National Guard Soldiers using state Tuition Assistance where available).

Soldiers should contact their local education centers with questions and to get updates. Updated information will also be posted to www.goarmyed.com.
