The coordinated response to cold case S*xual Assault unit is a vital component to the success of offering victim center approaches, investigation, and prosecution. What is SAKI: The National S*xual Assault Kit Initiative (SAKI) provides funding through a competitive grant program to support the jurisdictional reform of approaches to s*xual assault cases resulting from evidence found in s*xual assault kits (SAKs) that have never been submitted to a crime laboratory including partially tested (SAKs). SAKI is administered by the Bureau of Justice Assistance (BJA) and aims to create a coordinated community response that ensures justice and resolution to s*xual assault cases through (1) a comprehensive and victim-centered approach, (2) jurisdictional capacity building to prevent high numbers of unsubmitted SAKs in the future, and (3) supporting the investigation and prosecution of cases for which SAKs were previously unsubmitted. Goals of FPD SAKI S.A.P.P.H.I.R.E.S.: Improve criminal Justice response to S*xual Assault, Track S*xual Assault Kits from testing through adjudication, and facilitate a coordinated community response to s*xual assault utilizing a Victim Centered Approach. History: In FY2015, the City of Flint Police Department received a SAKI grant, as well as funding from the New York County District Attorney's Office, to fund two full-time police investigators to address the city's previously unsubmitted s*xual assault kits (SAKs). The department has used its grant money to conduct an inventory of unsubmitted SAKs as well as to fund a prosecutor in the Genesee County Prosecutor's Office and a s*xual assault advocate through the Young Women's Christian Association (YWCA) of Greater Flint. In FY2016, the City of Flint Police Department received $1 million in supplemental SAKI funding to assist with the testing, investigation, prosecution, and victim services needed for SAKs that had been only partially tested or tested with antiquated DNA technology. The City of Flint Police Department received $1,650,361 in FY2019 to continue investigating and prosecuting cold-case s*xual assaults. This funding also supported multidisciplinary partnerships with the Genesee County Prosecutor's Office and the YWCA of Greater Flint and ensured survivors received victim-centered support services. In FY2022, the City of Flint Police Department received an additional $2.5 million in SAKI funding to enhance and expand its SAK inventory tracking system, Forensic Genetic Genealogy (FGG) testing, and develop an in-office FGG tracking system that tracks activity on all FGG referred cold cases, as well as funding personnel for investigation and final adjudication.
