Cape Fear Regional Bureau For Community Action, Inc. was founded in 1989 by Mr. Ashley Rozier, II, because of the need to have a new-traditional (non-traditional) unorthodox community based organization that would conduct true afternoon, evening, late night, including Sunday and holiday services to various populations that were powerless, disenfranchised and forgotten by the status quo. Rozier bel

ieves that all mankind should be treated as Dr. King said “By the content of their character.” He emphatically believes that the indigent, homeless, working class, felons & LGBT should have equal rights and protections. Rozier is a believer that all in this country should respect not only the Christian community but all religious communities. Females deserve the right to receive equal pay as males. He supports the fact that every human being on earth should have affordable health care; especially the less fortunate should be provided free medical care. Rozier thinks that it is vitally important that all of mankind receive regular physical examinations. He has a special interest in The Bureau providing HIV antibody and syphilis screenings to various communities across North Carolina. Rozier advocates that alcohol and substance abuse users should receive treatment more so than being incarcerated for years in the penal system. He would like you to join and unite with him in the elimination of AIDS, drugs, diabetes, inequality, injustice and other disparities. God Speed!

The Norton Group Award was established in 1952 in honor of Dr. John William Norton, who served as State Health Director from 1948 thru 1965. Throughout Dr. Norton’s career, he continued to foster community support of public health efforts. The Norton Group Award is presented to a local health group for outstanding contributions or activities during the past year.



The Cape Fear Regional Bureau for Community Action (The Bureau) is very deserving of the Norton Group Award, as your organization makes outstanding contributions to community public health efforts with community outreach and targeted testing for HIV/syphilis in the Cumberland, Harnett, and Hoke County communities and Cumberland, Harnett, and Hoke County Detention Centers.

Dear Board Members and Moral/Ethical Supporters:

As a registered Independent in America, who is a staunch supporter of human rights, equality, and justice, I would like to e-mail some questions and concerns to the Cape Fear Regional Bureau For Community Action, Inc.’s Board Members and fellow moral and ethical supporters. The following questions and concerns are:

1. Why do countless persons of African Descent continue to play the race card in America?

2. In playing the race card, why do countless persons of African Descent, i.e., influential politicians, educators, entrepreneurs, entertainers, sports figures, civil rights/community activists, spiritual leaders, non-medical and medical professionals, etc., continue to blame government and Whites for the deterioration of families of African Descent?

3. Why do countless persons of African Descent continue to criticize overwhelmingly law enforcement officers, when we ourselves will not take over our violent and crime infested downtrodden/oppressed communities?

4. Why do countless persons of African Descent not demonstrate and protest when persons of African Descent continue to kill each other on a daily basis at an alarming rate?

5. Why do countless persons of African Descent not have the interest in moving into the dilapidated hoods (ghettos) in America?

6. Why do countless persons of African Descent continue to allow their families to destroy their own communities and continue to blame Whites for some of our destructive behaviors?

7. Why do countless persons of African Descent blame government for the illegitimacy in communities of African Descent?

8. Why do countless persons of African Descent believe that just because they are a “chosen one” or belong to the Black Establishment believe that it is mandatory that they receive what I call “Great Society Money” when there is no credible accountability, including outcome and results for their non-profit, just political surface and cosmetic paperwork?

9. Why do certain non-profit entities that have predominately Boards of Directors and administrators of African Descent think that they can continue to waste tax payer dollars?

10. Why do some non-profit entities, operated by Administrators of African Descent, continue to play the race card with government foundations and other resources to receive funding?

11. Why do countless Boards of Directors and Administrators of African Descent pretend that they are in the communities reaching targeted populations underserved and at risk for cancer, diabetes, heart disease, kidney disease, sexually transmitted infections, crime/violence, alcohol/substance abuse, sickle cell, etc.?

12. Why do countless persons of African Descent that are elected or formerly elected receive funding from their political colleagues in government?

13. Is it right that countless persons of African Descent receive funding for the construction of a non-profit building while they are elected officials?

14. Is it proper for predominately non-profit entities of African Descent to take tax payer dollars and constantly social market on the radio, sponsor costly seminars/workshops, and host events that are wasting tax payer dollars?

15. When will persons of African Descent invest resources in Ferguson, Missouri, Baltimore (West Baltimore), Maryland, Fayetteville (Bonnie Doone), North Carolina, Chicago, Illinois, New Orleans, Louisiana, Los Angeles (Central LA and Watts), California, Brooklyn (Bedford/Stuyvesant), New York, instead of asking government?

16. Why do countless persons of African Descent in leadership roles continue to exploit and manipulate communities of African Descents by playing the race card?

Furthermore, I would like to state that it is time for countless persons of African Descent to stop stating and advocating that the United States Government needs to redistribute the wealth or they need reparations. Countless persons of African Descent, i.e., influential politicians, educators, entrepreneurs, entertainers, sports figures, civil rights/community activists, spiritual leaders, non-medical and medical professionals, etc., need to redistribute their own wealth to the deprived and dysfunctional families of African Descent in America. Persons of African Descent in America that are earning hundreds of thousands or millions of dollars per year need to invest that money in the hood (ghetto). Quite honestly, I know that you are saying “do not tell me how to spend my hard earned money”, but it is time for us to work diligently and whole heartedly to take control of our neighborhoods from thugs. Big Government is not the answer for persons of African Descent!

Also, I would like to state that minority government funded entities, local, state, and nationally, should stop funding the anointed administrators of African Descent that will not work eighty (80) hours per week with only forty (40) hours pay to assist the underserved and oppressed populations in the hood (ghetto). There needs to be a Citizens Watch Committee that is not made up of the black establishment to monitor the credibility of these non-profit entities.

Furthermore, I would like to state if any of you are upset about the questions and concerns that I have then you need to carefully deliberate on how we, persons of African Descent, are going to eradicate the madness in predominately communities of African Descent. You know that these are questions that must be addressed by communities of African Descent without blaming Whites and the government. Please do not respond to this e-mail unless you have a solution to these questions and concerns, by organizing and mobilizing across the country to take control of the madness in impoverished communities of African Descent.

Finally, I was bold enough to send this e-mail because I believe it is time now for persons of African Descent to have some realness about themselves and stop blaming others for our downfalls in life. God Speed!

It is time now for the communities of African Descent and law enforcement officers in this country to stop the madness! We all must come together to eradicate crime, not based on race, religion, sexual orientation or socioeconomic backgrounds!

Dear Mayor Robertson and Councilmen:

I am sending this e-mail to you, Mayor Nat Robertson and the Fayetteville City Council to state that this All American City has taken great stride to ensure that this is a safe city for citizens to live. Also, I honestly believe that this municipality is a place that citizens can be proud to say is their home.

In saying this, I would like to make several recommendations about crime prevention and the reentry programs presently being implemented in Fayetteville, North Carolina. Thank God we are not Ferguson, Missouri!

- I honestly believe that any grant funding and resources from the Justice Department, State Department of Public Safety, etc. should immediately involve the communities, especially the community based organizations, in implementing crime prevention initiatives. Instead of hiring more police officers, it would be more beneficial to hire proactive and advocacy oriented case managers and social workers that are not affiliated with law enforcement to conduct outreach services to coordinate services, such as mentoring, survival skills, job training, employment opportunities, schooling, transportation, housing, etc., for the more vulnerable populations. Also, it is not beneficial to only link to traditional agencies. It is vitally important to have organizations that are open seven (7) days per week during evenings, late nights and weekends, including Sundays and holidays. Events to feed the homeless and provide hair cuts are not as beneficial to the communities. The law enforcement officers should partner more with community based organizations that are indigenous to the communities to sponsor events. There should be more proactive and activist community based organizations as equal partners in activities sponsored by law enforcement officers. If this concept were implemented in this municipality, there would be a major decrease in crime.

- Gang violence events and homeless events sponsored by the police department should include community based organizations indigenous to the communities. The law enforcement officers should allow the communities to take the lead in these events. There would be a major increase in attendance when the communities have been empowered and invested in these worthwhile projects.

- The reentry program for participants (individuals) released from the penal system will never become productive unless the citizens take the lead instead of law enforcement officers, including probation officers and judicial system personnel. All funding and resources should be subcontracted to community based organizations to implement the reentry program. The law enforcement officers must involve community activists that the communities’ trust, not those selected by law enforcement officers, because they are comfortable with them in meetings, other settings, etc. The activists must be individuals that the communities are most comfortable with in this strategic planning initiative. The reentry program’s initiative should be immediately restructured and reorganized. The community based organizations should implement this reentry program.

- Also, in the reentry program, I would state that I truly believe that the following gentlemen would have a great deal of trust and respect from especially men of African Descent released from the penal system. This reentry community council would consist of the following:

Furthermore, I would like to state I wanted to e-mail the Mayor and the City Council after I spoke to Chief Harold Medlock and Judge Jim Ammons at the recent reentry program meeting on March 24, 2015 at the Kiwanis Center – Fayetteville, NC. Both gentlemen were courteous and respectful to me when I openly discussed my concerns pertaining to the reentry program. But I just think that it is necessary to state these concerns to the municipal leaders in involving the communities in the initial planning of any projects pertaining to crime and reentry program involvement, not just as tokens!

I would like to state that crime will never decrease drastically in our beloved communities until the communities take the total lead in preventing crime. Furthermore, it is important to note that the lives of law enforcement (police officers, probation officers, judicial personnel, etc.) matter! It is also important to note that every citizen in this municipality has a right not to be abused by a system that we entrust to serve our communities.

In closing, I am very proud to have known Mayor Johnny L. Dawkins (deceased), Major Dan Ford (deceased) and Major John McRainey (deceased). I also truly miss Judge Gregory Weeks’ (retired), an ethical and moral judge serving in the judicial system. You could trust and know that these individuals would not abuse the individuals they were duly sworn to serve. These public and humble servants were the epitome of fair justice and equality! God Speed!

Cleveland Police Department Murders 12 year old Tamir Rice in 3 seconds. Even though this is past a tragedy to me, when will the communities of African Descent stop the madness of murdering our own race! Let the alarm sound! Men of African Descent need to stop blaming just the judicial system for all of the social ills in our beloved communities. I truly believe, as an activist, that communities of African Descent are partially to blame for this precious child's death.We must have stricter gun control laws, along with BB gun laws! God Speed!
