রাজনীতির ইতিহাসে একটি আলোচিত বাক্য হচ্ছে Bread and Circuses বাংলায় এটিকে রুটি ও সার্কাস বলা হয়। রাজনীতিতে এটি একটি বহুল আলোচিত ধারণা। প্রাচীন রোমের কবি Juvenal এর Satire নামক গ্রন্থের দশম কবিতা Satire X এটি একটি ব্যঙ্গকবিতা। এর আসল কথা হলো মানুষের কিছু চাহিদা পূরণ এবং বিনোদনের ব্যবস্থা করে তাদের রাজনৈতিক অধিকার, রাষ্ট্রীয় জবাবদিহি ও বৃহত্তর সমস্যার প্রশ্ন থেকে দূরে রাখা।
ব্যাপার হচ্ছে আমাদের এই আধুনিক সময়ের রাজনীতিতে ধারণাটি আরও বিস্তৃত হয়েছে। আমাদের দেশে বিগত কয়েকবছর ধরেই আমরা এমন ঘটনা দেখতে পাচ্ছি। দেশে যখন মূল্যস্ফীতি, বেকারত্ব, দুর্নীতি, বৈষম্য কিংবা প্রশাসনিক ব্যর্থতাসহ আরো অনেক জনগুরুত্বপূর্ণ সমস্যাগুলো আমাদের সামনে আসে, ঠিক সেই সময়েই জনআলোচনার কেন্দ্র কখনো কখনো অন্যদিকে সরে যেতে দেখা যায়। আলোচনার মূল বিষয়কে আড়াল করতে পত্রিকা, টেলিভিশন সামাজিক যোগাযোগ মাধ্যমে চমকপ্রদ আয়োজন, সেলিব্রিটি, রাজনৈতিক নাটক, সাময়িক সুবিধা বা এমন কোন বিষয় প্রচার করা হয় যাতে মূল ঘটনা চাপা পড়ে এবং জনগণের মনযোগ এই দিকে থাকে। ফলে জনগণও ধীরে ধীরে আসল ঘটনা ভুলে যায় এবং ক্ষমতাসীনরা পার পেয়ে যায়। তবে প্রতিটি আলোচিত ঘটনা যে পরিকল্পিতভাবে মূল সমস্যা আড়াল করার জন্য তৈরি হয় এমনটা পূর্ণভাবে বলা ঠিক হবে না।
এই বিষয়ের একটি বাস্তব ও ঐতিহাসিক উদাহরণ হচ্ছে ঔপনিবেশিক ভারতে ১৯১১ সালের দিল্লি দরবারের ঘটনা। রাজা পঞ্চম জর্জ ও রানি মেরি সেখানে ভারতীয় শাসকদের আনুগত্য গ্রহণ করেন। সরকারি হিসাব অনুযায়ী, তাঁদের ভারত সফরের জন্য প্রায় ৯৪০,০০০ পাউন্ড বরাদ্দ ছিল এর বড় অংশ ছিল সামরিক ও বেসামরিক ব্যয়। অনুষ্ঠানে বিপুলসংখ্যক অতিথি, দর্শক ও সৈন্যের উপস্থিতি ছিল।মানে হচ্ছে , ক্ষমতা শুধু আইন ও প্রশাসনের মাধ্যমে না দৃশ্য আয়োজন, প্রচার এবং জনমনোযোগের মাধ্যমেও নিজের উপস্থিতি প্রতিষ্ঠা করে।
বর্তমান সময়ে গণমাধ্যম ও সামাজিক যোগাযোগমাধ্যমের যুগে প্রশ্নটি তাই আরও গুরুত্বপূর্ণ, আমরা যে বিষয়টি নিয়ে সবচেয়ে বেশি আলোচনা করছি, সেটি কি সত্যিই সবচেয়ে গুরুত্বপূর্ণ বিষয়? নাকি কোনো বড় সমস্যার পাশ কাটিয়ে আমাদের মনোযোগ অন্যদিকে চলে যাচ্ছে। সচেতন নাগরিকের কাজ হলো শুধু আলোচিত বিষয় অনুসরণ করা নয় আলোচনার আড়ালে পড়ে যাওয়া প্রশ্নগুলোও খুঁজে বের করা।
One of the most discussed phrases in the history of politics is “Bread and Circuses.” In Bengali, it can be translated as “Roti O Circus,” meaning “Bread and Circus.” It is a widely discussed concept in political thought.
The phrase originated from Juvenal, an ancient Roman poet, in his satirical work Satires, particularly Satire X, which is a satirical poem. The basic idea is that by fulfilling certain basic needs of the people and providing them with entertainment, those in power can distract them from questions of political rights, government accountability, and larger social problems.
The concept has become even broader in modern politics. In our country, we have been witnessing similar situations for several years. Whenever issues such as inflation, unemployment, corruption, inequality, administrative failures, and other matters of public concern come to the forefront, public attention sometimes appears to shift in another direction. To divert attention from the main issue, newspapers, television channels, and social media may promote sensational events, celebrities, political drama, temporary benefits, or other attention-grabbing topics. As a result, the original issue gradually fades from public memory, while those in power may escape accountability.
However, it would not be entirely accurate to say that every widely discussed event is deliberately created to hide a more important problem.
A real historical example of this phenomenon can be found in colonial India during the Delhi Durbar of 1911. King George V and Queen Mary visited India, where they received the allegiance of Indian rulers. According to official figures, approximately £940,000 was allocated for their visit, a significant portion of which was spent on military and civil expenses. The event brought together a huge number of guests, spectators, and soldiers.
What this demonstrates is that power is established not only through laws and administration, but also through spectacle, publicity, and the ability to shape public attention.
In the present era of mass media and social media, the question has therefore become even more important:
Is the issue we are discussing the most important issue in front of us? Or is our attention being redirected elsewhere while a larger problem remains overlooked?
The responsibility of a conscious citizen is not merely to follow whatever is being widely discussed, but also to look for the questions that may be disappearing behind the discussion.
