The Village of Fall Creek had an awesome voter turnout on April 4th, 2023. I believe it might have been a record number for the Village during the Spring Non-partisan Election. So thanks to all for taking interest in your local offices and other state-level questions/non-partisan offices.

At the Village as I mentioned we have been making so much great progress. I also mentioned we will continue to look at improvements in many areas and I am certain the Village Board and School Board as well will all get to work for the community by working on these improvements.

Tomorrow is Wisconsin Spring Election 2023!! Get out and vote for your local offices as well as State Supreme Court.

As I mentioned in my previous post, the Village has been making great progress in the last 3 years. There are some very long-term beneficial changes such as modernized Village Accounting Software for major efficiency, great Village employee work environment, investment in our Keller Park, two new businesses in the Industrial Park, commencement of the Village Comprehensive Plan's Residential Plan Development or creative re-financing to lessen Utility Debt burden.

All that said we have some challenges such as Utility Debt in large part due to Utility Mandates; improving website; updating/improving our parks/pond; etc. We are working on those items but we also need improved State Representation and support to ease the effect of major items such as forced closure of Utility Plant features (Wells/Sewer) or future Utility mandates; and address our decreasing share of State Sales Tax (no inflationary adjustment for well over a decade).

I am good at working as a team and have shown the ability to propose creative solutions and analysis to more clearly see big picture for the Village now and in the future. Our Village Community is setup to have a great future!!

Does a 'Revaluation' resulting in an increase in assessment of 50%-60% to match market price result in 50%-60% tax increase? The letter sent by the assessor hired by the Village says "Most people's taxes will stay relatively the same even with the additional increase of 50%-60%". I tried to put together a diagram of an example, somewhat simplified. I don't know that it will help but I'll try.

The Village of Fall Creek did an ENTIRE Village property 'Revaluation'. The current state law requires the Village assessments to be within 90% of full market value at least once in a 5 year period. Below are snipits from Fall Creek tax bills that show the last 4 years were less that 90% so the Village is required to do the 'Revaluation'. Why does the state do this? I would guess to say that splitting cost share on Tax Levies (School/County) across multiple municipalities requires some sort of effort to keep all municipalities assessments at least some measure close to market.

I just wanted to take a quick opportunity to send a quick note to our Village of Fall Creek neighbors.

What a blessing it is to have the superb community and school system that is Fall Creek. Much like others that was a big part of why we wanted to move into this community in 2015.

My path onto the Village Board was born out of the love for the community. I view my opportunity to serve on the Board as a community member using my skills/background to fulfill a stewardship opportunity with a 100% Village focus. I started that way on the board and plan to stay that way as well if allowed.

The Fall Creek School District has an excellent group of Board Members and Staff and think they are doing an outstanding job and encourage everyone to go vote for both the School and Village Elected positions. Additionally, I do understand I am running for a Village Board position and respect the delegated authority that is unique to the Village Board and School Board. Please be assured that both entities value each other and the Village and the School have been operating very well together. In fact, the first action I did when taking over Village President in early 2020 was to request a meeting with the School to talk about Economic Development. The two entities have worked great together in regards to coordination with police coverage/education, streets, winter snow removal, Youth Association ballpark initiative, economic development progress, etc. It is an entire Village Board sentiment to continue that coordination and make improvements as needed.

For a municipal utility, generally FEES vs DEBT are counterpoints in decision-making. Lower FEES, means larger future DEBT and future INTEREST costs. Additional State/Federal funding (grants, low-interest loans, loan principal forgiveness, etc) is speculative and possibly should be viewed as a priority option and bonus to sustain current FEES for a longer period of time.

When you get a bill from the Village, it includes 3 utility charges which include the Water, Sewer and Garbage. I wanted to highlight some water utility details that help me process the challenges and decision making in regards to the Water Utility.

I put together this diagram to visualize the stand-alone utility and how it is operates with funding and expenses.
1) K***s visualize what is controlled and main body/bodies in control of that k**b.
2) Utility funding is almost entirely fee-based plus any bonus/additional funding that can be obtained at the state or federal level (grants, low-interest loans, loan principal forgiveness).
3) Utility expenses include day to day operating, capital, project costs, maintenance costs and debt payments.

So what makes items challenging for the Fall Creek water utility.
1) A small community that is largely residential users and few large water volume industrial users, places a larger burden on all the low water volume residential homes.
2) The small community water utility has smaller projects or less projects per year. This generally results in higher project bids from the bidding parties.
3) The Village wants to make sure we are looking into state/federal funding for our projects, but the challenge is that they are competitive and there are weighting factors that the Village may not score great against when the grantors are deciding what municipalities are awarded that funding (mean household income, current water utility debt, types of users, etc).

So what are possible solutions or thoughts that come to my mind. Please NOTE, this is not an inclusive list but some examples.
1) Be aware, prepared and research state/federal funding. This funding is generally ONLY part of a new water utility project to offset new costs, not to offset existing expenses. Also, hedging for state/federal funding is largely speculative. POSITIVE: Our last water project with the new water wells #2/ #3, Mckinley Road and the water tower had funding assistance, great job!!
2) Ensure your state and federal representatives (largely State Assembly and State Senate representatives) are advocating for funding weighting factors that are favorable to the Village. For example, our State Representatives could advocate that municipalities that are largely residential low-volume water user are in more need of state/federal funding. A focused/dedicated state representation is very valuable to the Village.
3) Manage existing debt. POSITIVE: The water utility has all loans with

Did the Village of Fall Creek debt really "More than double in 2020"? My interpretation and understanding of the Village's debt balance is that this is NOT true. With the McKinley Rd reconstruction, Water Tower Painting, Randall Rd small water main loop and purchase of the 80 acres in the southern Village limits; the 2020 debt increase was ~$1.7Million dollars. A more than double increase would have been >$2.75Million dollars. With the "More than double in 2020" claim, I believe there is some unfortunate confusion or misunderstanding of the Village debt as it appears old debt that was re-financed is being counted as new debt. That is not new debt and the Village Board/Staff did some wonderful work to get a large amount of old Village debt re-financed at a low rate.

Obviously the Village wants to be strategic on the amount of debt incurred and always work to reduce that debt OR reduce interest rates. So I am not advocating that this $1.7Million debt was the perfect outcome. However, there are a number of positive aspects from the projects or development that were provided with that debt. Additionally, it should be noted that the debt above is split between sewer utility, water utility and general fund (operations, roads, economic development, parks, etc). Hopefully we can talk about those projects in more detail.

Please note, these numbers are my interpretation so I will not claim them to be 100% accurate. However, I believe the new debt number I listed above is very close to the actual new 2020 debt.
