*REMINDER FOR THE IMPENDING STORM*

Residents are reminded to follow the snow emergency parking guidelines that are posted on telephone poles throughout the Borough as well as the snow removal from sidewalks (see below)

§ 150.008 SNOW AND ICE REMOVAL FROM SIDEWALKS.
(A) Responsibility; time limit.
(1) The owner, occupant, or tenant of every property in the borough fronting upon or alongside any of the streets in the borough is hereby required to remove or cause to be removed from all of the sidewalks in front of or alongside such property all snow and ice thereon fallen or formed, within 24 hours after the same shall have ceased to fall or to be formed. Provided, the owner of a property shall be responsible for conforming to the requirements of this section where such property is occupied by such owner or is vacant or unoccupied, or where the property is a multiple-unit property, occupied by more than one tenant or occupier. The tenant or occupier of a property shall be so responsible where such property comprises a single unit, occupied by such tenant or occupier only.
(2) It shall be unlawful and shall constitute a public nuisance for anyone to throw, shovel, plow, or use a snow blower to deposit snow into or upon any street or highway in the borough with the intent of allowing such snow to remain on such streets and highways.
(3) It shall be required of all homes and businesses along Main Street between N. Hopewell traffic light and N. Spring Street traffic light, to push snow onto the brick pad for street crew’s cleanup.
(4) It shall be required of all homes and businesses on borough streets to park to one side of the street when snow removal begins. The movement of your car to cleared side once plowed to make a plowing of opposite side easier to clear. On even-numbered days, park north side or west side. On odd-numbered days, park south side or east side.
(Prior Code, § 21, 301)
(B) Authority for borough to remove at expense of defaulting owner, occupant, or tenant. In any case where the owner, occupant, or tenant, as aforesaid in division (A) above, shall fail, neglect, or refuse to comply with any of the provisions of division (A) above within the time limit prescribed therein, the borough authorities may proceed immediately to clear all snow and/or ice from the sidewalk of such delinquent, and to collect the expenses thereof, with any additional amount allowed by law, from such owner, occupant or tenant, as the case may be, which may be in addition to any fine or penalty imposed under § 150.999.

ATTENTION:

Electric scooters have become a popular way to get around, but their legal status in Pennsylvania can be confusing. Here’s a breakdown of the current status of Pennsylvania law regarding electric scooters and electric bikes.

Pennsylvania law is quite strict when it comes to electric scooters on public roads. The state considers them vehicles Title 75, §102 Definitions (motor-driven cycle), meaning they are not exempt from titling and registration requirements as set forth by PennDOT and would be required to pass equipment standards and inspection requirements. However, most electric scooters don’t have the necessary equipment (like turn signals and mirrors) to meet these registration and inspection requirements. Electric scooters, like electric skateboards and electric unicycles, cannot be legally operated on public roadways. Electric scooters can only be operated on private property.

Pennsylvania law also prohibits electric scooters on sidewalks. Title 18, § 3703.

In Pennsylvania, an electric bike (e-bike) is considered a “pedacycle with electric assist”, provided it meets certain criteria: The electric motor must be under 750 watts, it can reach a maximum speed of 20 mph on a level surface when powered solely by the motor, the e-bike must weigh no more than 100 lbs., and the e-bike must have operable pedals. Additionally, the operator of the e-bike must be 16 years of age or older.

It’s important to be aware that rules and regulations regarding electric scooters and electric bikes can change. Keep yourself up to date through these sources:
