This afternoon the Senate Government Operations Committee passed the Village Separation Charter H.491 (5-0-0) after hearing testimony only from supporters of the bill.

Both Village House Reps (8-2), Lori Houghton and Karen Dolan, were present.

Committee members remarked on emails from Town residents expressing disapointment in not being able to vote on the Separation. Legislative Council Tucker Anderson noted that no land outside existing municipal boundaries was being annexed. He cited the 100-year-old precedent of Winooski's Separation from Colchester without a Town vote.

The Separation Charter — to allow the Village to become its own City — was passed by the Vermont House in February. It next moves to the Senate Government Operations Committee for consideration, after which the full Senate may vote on it.

Tomorrow afternoon the House Government Operations Committee will meet to discuss H.491, the Separation Charter for Essex Junction. If passed by the HGOC, it would head next to the Senate GOC.
