Council Candidate Forum

The Escalon Times will be hosting a Council Candidate Forum on Thursday, September 24, 2026, at 6:30 pm at the Community Center.

This Forum aims to provide a platform for the four (4) candidates to present their ideas and vision for the community, while also giving the community an opportunity to hear directly from the candidates.

On September 8, 2026, the Escalon City Council:

- Received a quarterly status update on the City’s two major infrastructure projects—Surface Water Connection project and Wastewater Treatment Plant Upgrade project.

- Directed staff to initiate an urgency moratorium on the development of Data Centers in the City, and to draft a Council adopted prohibition for future consideration, and to make necessary arrangements to bring a ballot initiative before the voters in 2028 to restrict data centers in the City.

- Discussed the potential use and allocation of budget surplus funds. Council continued the item to the October 5th meeting to allow staff time to provide additional information and for Council to solidify their recommendations for use of funds.

- Approved a reciprocal license agreement with DeRuosi Nut for recreation parking in and near Hogan-Ennis Park. The agreement will see a new temporary parking lot added on the northwest portion of the Hogan-Ennis Park expansion area, as well as the continued use of the lot across from the Community Center.

- Directed Staff to proceed with a Prop 218 process for the rate payers to consider a 2.5% increase to garbage rates, as required per the contract with Gilton Solid Waste. The typical increase amounts to approximately $0.94 per billing cycle.

- Approved the re-establishment of the Recreation Coordinator position.

- Approved the second amendment to the City Manager’s contract.

- Directed staff to investigate current parcels for sale in the City for potential beneficial use to the community. Staff will bring back information on this matter for the Council’s consideration.

CITY SEEKS APPLICANTS FOR OPENING ON MEASURE P ADVISORY COMMITTEE
The Escalon City Council is accepting applications for two partial terms on the Measure P Advisory Committee:
One Term Expiring 08/31/2027
One Term Expiring 8/31/2028
Applicants must be City of Escalon residents and registered voters in San Joaquin County.
The Measure P Advisory Committee obtains input and feedback from the community and develops recommendations for the Escalon City Council regarding community priorities and the use of revenue generated by Measure P, the one percent sales tax approved by Escalon voters in November 2024.
Committee members are expected, when feasible and practicable, to:
• Meet at least four times per year to obtain community input and discuss community needs and priorities for Measure P funding.
• Present at least two reports each year to the City Council including one before midyear budget approval and one before adoption of the annual fiscal year budget.
• Seek input and feedback from a wide and diverse range of community stakeholders.
• Remain open minded and make recommendations based on the greater good of the City of Escalon rather than the interests of any particular individual or organization.
• Work with City staff to understand the City’s budget, financial condition, obligations, limitations, and other technical considerations.
• Coordinate and communicate with City staff to support clear and well-informed recommendations to the City Council.
The Committee does not have regular meeting dates. Meetings are scheduled as special meetings and members are also expected to obtain input from the community outside of Committee meetings.

We're excited to announce that dance classes are back at the Escalon Community Center, brought to you by Powerhouse Dance!

Classes begin on Tuesday, September 15, 2026, and will run for 6 weeks, with the final class taking place on October 20, 2026.

5:00 PM – Jazz/Ballet (Ages 5–8)
6:00 PM – Jazz/Ballet (Ages 8–12)
