Thank you for your 31 years of dedicated service in Emergency Management. The Chemung County Sewer District has earned the 2025 Project of the Year Award in the Environmental 25 to 75 million dollar category for its Consolidation Conveyance System Improvements.

The Genesee Valley Branch of the American Public Works Association of the American Public Works Association presents this award to projects that show creativity, efficiency, and strong coordination between owners, engineers, and contractors.

This award winning project stands as a major piece of the County's broader $275 million sewer district consolidation effort. That long term investment strengthens system reliability, protects water quality, and supports smart growth across Chemung County.

These awards recognize Chemung County residents age 60 or older who give their time and talents to make a real difference in our community.

With the Federal government’s ongoing shutdown, many Chemung County residents may have their Supplemental Nutrition Assistance Program (SNAP) benefits temporarily suspended as of November 1, 2025.

For those individuals who may need assistance prior to the conclusion of the Federal shutdown, Chemung County has updated their website to include a "Food Pantry Locator" button which contains up-to-date information on available community food resources throughout the County.

The Arena is finally out of the government's hands and into the hands of someone with business experience and expertise. Chemung County wishes Stemerman Sports Entertainment, LLC success.

Attached are two letters. The first is dated today, October 8, 2025, signed by County Executive Chris Moss, which was presented this morning at a public hearing held by the Chemung County IDA pertaining to a recommendation for a PILOT agreement involving the LECOM Event Center (formerly 1st Arena).
The second letter was sent to the New York State Authorities Budget Office by the IDA Executive Director in July 2025. This letter sets forth the reasoning for the PILOT request and the sale of the Arena. According to the letter, the Arena had a $2.7 million loss in 2024 and an estimated $1.3 million loss for 2025. These losses took place while under the management of the Chemung County IDA.

The county legislature has scheduled a special meeting of the Highway Committee Chaired by 15th district legislator Rodney Strange on October 6, 2025 to amend a 10-year-old resolution, which will allow the City of Elmira to continue receiving a free DPW workforce costing county taxpayers approximately 1.5 million dollars per year. In June of 2025, the County Executive advised the City that the 10-year-old agreement was being terminated as per the termination clause in the contract and that a new agreement was being drafted, whereupon the City would be responsible to pay the County for labor costs (phased in over a 4 year period), while the County would continue to cover fringe benefits. Last week, the Executive received correspondence from the Legislature that the City of Elmira was "on the verge of bankruptcy" and requested the County Executive reconsider his position. See attached documents for additional information.

County Executive Chris Moss (10/2/2025): "Chemung County continually operates with fiscal discipline, which also means that our employees often make sacrifices involving their salaries and health insurance benefits helping the county remain fiscally solvent. When the City of Elmira is in the financial position to offer substantially higher wages for comparable positions, it has become increasingly clear that the County should not be financially subsidizing the City’s workforce at the expense of county employees and services. While it’s important for all municipalities throughout the county, to include the City of Elmira to experience fiscal stability, they must learn to operate within their financial constraints, just as every other municipality throughout the county has done. The legislators representing the City of Elmira are doing a disservice to the remainder of the municipalities and residents throughout Chemung County by rewarding poor financial decision making.”
