City of Elmhurst The City of Elmhurst form of government was established by referendum in 1953.

The City of Elmhurst is committed to provide Responsive and Superior governmental services in an Environment of Respect in order to protect and enhance the Quality of Life of those who live, work, visit or conduct business in our community. The referendum established Elmhurst's Council/City Manager form of government in a specific fashion wherein two Council members are elected in each ward of the

city and with a Mayor, Clerk and Treasurer elected at large. The legislative responsibilities and policy setting authority of the City of Elmhurst rests in the City Council which consists of fourteen (14) aldermen representing the seven (7) wards of the City of Elmhurst. The Council, through its power to pass ordinances; approve the budget; levy taxes; award contracts; appoint certain city officers, committees and commissions, directs the course of the City government. City Council meetings are formal, with the Mayor acting as presiding officer, and follow Elmhurst ordinances relative to procedures and Robert's Rules of Order relative to parliamentary process. The City Council has direct control over the City Manager and the City Attorney, the two employees of the city who are appointed by the Mayor with the consent of the City Council. The City Manager directs and controls the efforts of all other full-time and part-time employees of the city. The municipal government in Elmhurst is a multi-service organization, providing a variety of services designed to meet the public needs. The City Manager interacts with the head of each department to formulate and direct operational procedures. City administrators are readily available to the public and welcome the opportunity to meet with Elmhurst residents. The goal of the City management is to provide the best possible services to the public.

Travelers should be aware the Illinois Tollway will be closing Electric Ave./Vallette St. at I-294 for bridge work.
The closure will begin at 8 a.m. on Wednesday, June 17, and remain in place until 5 p.m. on Thursday, July 2. During this time, Electric Ave./Vallette St. will be closed to through traffic between Edgewood Ave. (Elmhurst) and Coolidge Ave. (Berkeley).
The Illinois Prairie Path in the area will have intermittent closures. Flaggers will be on site to assist trail users.

The City was proud to participate in the DuPage County Board's America250 Time Capsule Dedication Ceremony this week. City Manager Jim Grabowski contributed Elmhurst250 memorabilia—including a commemorative pin, sticker, hand clapper, and T-shirt—to help preserve a snapshot of our community for future generations. The capsule will remain sealed until 2051 as part of the nationwide celebration of America's 250th anniversary.

Two areas of concern exist with storms this evening. The threat for tornadoes and destructive winds is increasing over portions of the area, mainly near/south of an Ottawa to Joliet to southern Chicago line. Storms in southern LaSalle and Livingston Counties have had a history of producing tornadoes! Farther north and west multiple waves of thunderstorms may lead to flash flooding in addition to the potential for embedded damaging wind gusts. Have multiple ways to receive warning information! Seek shelter if a tornado warning is issued for your area!

Important Utility Billing Update: Beginning July 1, utility payments will no longer be accepted through WaterSmart. Customers will need to make payments through Elmhurst Utilities Access, the City's new customer billing portal. WaterSmart will remain available for water usage monitoring and leak alerts.

There is a threat for strong (EF-2+) tornadoes across northern Illinois this afternoon between 4 and 8 PM. The highest threat will be in the dark red shaded area. This area has shifted farther south than previously forecast. Take tornado warnings seriously, and have multiple ways to get warning information today.

The City of Elmhurst will host a community blood drive on Wednesday, June 24, from 9:00 a.m. to 2:00 p.m. in the City Hall Council Chambers. Community members are encouraged to donate blood and help support patients in need throughout the region. Blood donations play a vital role in maintaining a safe and reliable blood supply for hospitals and emergency care providers.

Read the draft and share feedback before a public hearing at the Zoning and Planning Commission meeting on Tuesday, June 23 at City Hall. More information below!

The Draft Downtown Elmhurst Plan is now available for public review. The plan outlines a long-term vision for Downtown and includes recommendations related to land use, redevelopment, mobility, streetscape and public realm improvements, built form, placemaking, funding, and implementation. The draft reflects community feedback gathered throughout the planning process and will help guide future Downtown improvement efforts.

Community members are encouraged to review the draft and share feedback before a public hearing at the Zoning and Planning Commission meeting on Tuesday, June 23 at City Hall.
