Beginning Friday, June 5, Pennsylvaniaโ€™s warning period for Paul Millerโ€™s Law cฬณoฬณmฬณeฬณsฬณ ฬณtฬณoฬณ ฬณaฬณnฬณ ฬณeฬณnฬณdฬณ, meaning drivers can now be stopped and cited for violating the stateโ€™s handheld device ban.

Under the law, it is illegal to hold or use a handheld phone while operating a vehicle โ€” including while stopped at a red light, sitting in traffic, or waiting at a stop sign.

Activities that can now result in a traffic stop and citation include:
โ€ข Texting
โ€ข Scrolling social media
โ€ข Reading messages
โ€ข Recording video
โ€ข Browsing apps
โ€ข Holding a phone for navigation

Drivers may still use hands-free devices, voice commands, mounted GPS systems, and other hands-free functions.

One of the biggest changes many drivers may not realize is that law enforcement can now stop a vehicle solely because the driver is holding or using a handheld phone. No other traffic violation is required.

Violations carry fines, along with additional court costs and fees.

If you're still in the habit of checking your phone at red lights, Friday is a good time to break that habit. Help keep our roads safe for everyone.

JIHAD HENDERSON CHARGED FOR THE 2018 MURDER OF RITHINA TORN IN A CHELTENHAM ROAD RAGE INCIDENT

Montgomery County District Attorney Kevin R. Steele, Delaware County District Attorney Tanner Rouse and Cheltenham Township Police Chief John P. Slavin announce the arrest of Jihad Henderson, 38, of Philadelphia, for the 2018 road rage homicide of 29-year-old Rithina Torn, who was fatally shot during a road rage incident in the Melrose Park section of Cheltenham Township.

โ€œA recent ballistics match between a gun used in a 2024 near-fatal shooting in Delaware County was the same gun used to murder Rithina Torn in 2018 and the same man was holding that gun,โ€ said DA Steele. โ€œTornโ€™s murder was unsolved until that ballistics match provided a much-needed lead for our detectives, and Iโ€™m very grateful that we can finally share the news with the victimโ€™s family that we have arrested Jihad Henderson on First-Degree Murder charges in Tornโ€™s killing.โ€

Tornโ€™s murder happened at approximately 9:30 p.m., Oct. 15, 2018, at the intersection of Dewey Road and Front Street. Cheltenham Police arrived to find the victim lying in the street suffering from multiple gunshot wounds. A joint homicide investigation by Cheltenham Township Police and Montgomery County Detectives found through witness statements and video surveillance that a dark-colored sedan had been driving the wrong way down Dewey Street when it nearly struck the Honda Civic in which Torn was a passenger. When the sedan stopped at a redlight, Torn exited the passenger side of the Honda and walked to the driverโ€™s side window of the sedan, when he was shot multiple times by the sedanโ€™s driver. The suspect vehicle then fled.

The DAโ€™s Office released video of the suspect vehicle and offered a $10,000 reward for information leading to the shooterโ€™s arrest, but the case remained unsolved. A fired cartridge casing (FCC) was recovered from the shooting scene and was entered into the National Integrated Ballistic Information Network (NIBIN), which compares ballistic evidence from recovered fi****ms and shootings across the United States and notifies law enforcement of any potential similar results or leads as they arise.

The Montgomery County Detective Bureau was notified on Nov. 1, 2024, that an FCC recovered at a shooting on Oct. 13, 2024, in the parking lot behind the Target store in Springfield Township in Delaware County was a potential match for the 2018 murder. Further investigation by two Montgomery County ballistics and fi****ms expertsโ€”including a side-by-side, microscopic inspection of the FCCs from the 2018 and the 2024 shootingsโ€”confirmed that the bullets were fired by the same gun, which was Hendersonโ€™s legally owned G***k .40 caliber handgun.

By the time of the confirmation, Henderson had been arrested and charged in the 2024 Target shooting by the Delaware County Criminal Investigation Division and was in the Delaware County Prison, where he remains after having been convicted on April 24, 2026, of Aggravated Assaultโ€“Serious Bodily Injury, Simple Assault and Possessing following a jury trial. He is scheduled to be sentenced in that case on June 29, 2026.

โ€œThis arrest is a testament to the power of inter-agency cooperation and our being able to help our colleagues in Montgomery County get justice for Rithina Torn. That would never have been done without the trust, respect and dialogue between our two offices,โ€ said DA Rouse.

Henderson is awaiting arraignment on charges of First-Degree Murder, Third-Degree Murder and Possessing an Instrument of Crime related to the 2018 murder of Torn. A preliminary hearing will be scheduled at that time.

While enjoying the outdoors in May or June, you may come across a fawn lying alone in the woods or in a field. ๐—ง๐—ต๐—ถ๐˜€ ๐—ถ๐˜€ ๐—ก๐—ผ๐—ฟ๐—บ๐—ฎ๐—น!

The fawn has not been abandoned โ€” it is โ€œhidingโ€ from predators. You may even see a fawn moving around alone, which is also normal as they relocate to new hiding spots.

During their first few weeks of life, fawns are not strong enough to outrun predators or keep up with their mothers. The doe is usually nearby and will return to nurse her fawn, typically at dawn and dusk. She stays away during the day to avoid leading predators to her young.

If you see a fawn:

Last Wednesday, during National Police Week, we honored and remember CTPD K9 Rocky who passed away in 2025. ๐Ÿ–ค๐Ÿพ

Rocky faithfully served alongside Officer John Thompson as his second police dog during a distinguished career with the K9 Unit from 2012โ€“2020. Together, they dedicated years of service to protecting the community before retiring together in 2020.

As a dual-purpose narcotics detection dog, Rocky was known for his loyalty, discipline, and unwavering partnership. His service and sacrifice will never be forgotten.

Thank you Rocky for your service and for taking good care of your partners and the rest of our brothers and sisters. Rocky will forever be remembered on our K-9 Memorial between the Police Station and Township Building.

As we celebrate National Police Week, the department hosted a brunch today for our active and retired officers, along with our civilian staff. It was a wonderful opportunity to bring everyone together to reconnect, share stories, strengthen camaraderie, and enjoy the delicious food prepared by our Lieutenants โ€” all of which made for an outstanding event!
