Elfin Forest / Harmony Grove Fire Department The protection of life, property and the environment through the delivery of the highest quality fire, rescue and emergency medical service.

The history of the Elfin Forest/Harmony Grove Fire Department dates back to 1972, when the residents of the Elfin Forest Vacation Ranch formed a Volunteer Fire Brigade so that they might purchase fire insurance. The vacation ranch named the brigade "The Elfin Forest Volunteer Fire Company". This name continued until 1982 when the Fire Department reorganized and became a nonprofit public benefit co

rporation called "Elfin Forest/Harmony Grove Fire Department Incorporated". The Fire Department is funded by a self-imposed benefit fee and numerous fund raising events. Because of voter approval of the benefit fee, the County Board Of Supervisors formed County Service Area (CSA-107). The Elfin Forest/Harmony Grove Fire Department Inc. operates under contract with the County of San Diego to provide fire suppression, fire prevention and medical aid to the residents of County Service Area 107. County Service Area 107 is approximately eleven square miles of mostly state responsibility land covered in chaparral. The area is made up of two communities: Elfin Forest and Harmony Grove. The area has about 450 homes of mostly rural estates, a couple of dairies and egg ranches, plus several nurseries and the Elfin Forest Recreational Reserve, a wilderness area and water storage reservoir. The population of the area is about 1,500 people. The Elfin Forest/ Harmony Grove area is served by forty volunteer firefighters responding from one station on Elfin Forest Road.

Our hearts are heavy - Byron Macfarlane, a community pioneer, died last month.

On August 3, 1999, after a wildland fire next to their home, Byron became a probationary firefighter for Elfin Forest/Harmony Grove Fire Department. Byron was serious about becoming a firefighter and learned skills quickly. After completing his probation, Byron was all in and if EFF had 150 incidents in a year, Byron made 80 of them. Always safe, Byron consistently looked out for his fellow firefighters and the community.

Byron Macfarlane was elected in 1984 to the Elfin Forest/Harmony Grove Fire Board of Directors and County Service Area 107.
His vision and leadership guided our fire department’s growth from the Little Red Barn by the creek to our current station and community center. Byron was instrumental in minding the needs of the community throughout the lengthy merger with Rancho Santa Fe Fire District.
With the dissolution of Elfin Forest Fire, he helped create the new Rancho Santa Fe Fire District Fire Foundation for the expanded fire district.

Byron embodied the true spirit of community volunteer and will be greatly missed by all he inspired along the way.
