1. Introduction

Miller County Ambulance District (MCAD), a political subdivision of the State of Missouri, is
soliciting sealed proposals from qualified and experienced contractors to provide comprehensive,
year-round grounds maintenance and seasonal snow and ice removal services.
The selected contractor shall furnish all labor, supervision, equipment, materials, and incidentals
necessary to maintain a high standard of appearance, functionality, and safety at the following
MCAD facilities:
• Station 1: 1304 S. Aurora Street, Eldon, MO 65026
• Station 3: 303 State Street, Iberia, MO 65486
• Station 4: 314 Vine Street, St. Elizabeth, MO 65075
• Station 5: 1830 State Route 52, Tuscumbia, MO 65082
1.1 Project Goals
The goals of this project are to:
• Maintain professional property aesthetics at all MCAD locations;
• Ensure safe access for employees, patients, and the public year-round; and
• Consolidate grounds maintenance and snow removal services under a single, reliable
service provider.
1.2 Procurement Schedule
The anticipated procurement schedule is as follows:
• RFP Release Date: April 14, 2026
• Deadline for Questions: May 01, 2026, at 5:00 p.m. (CST)
• Proposal Submission Deadline: May 01, 2026, at 5:00 p.m. (CST)
• Anticipated Contract Award: May 31, 2026
• Service Commencement: Immediately upon ex*****on of contract
MCAD reserves the right to modify this schedule at its discretion.
1.3 Site Visits
Prospective proposers are encouraged to visit the facilities listed above to evaluate site
conditions prior to submitting a proposal. Site visits may be conducted independently.

2. Scope of Work – Grounds Maintenance
2.1 Mowing and Trimming
• Turf areas shall be mowed on a weekly basis during the growing season, or as weather
and ground conditions permit.
• Grass height shall be maintained between two (2) and three (3) inches unless otherwise
directed.
• Trimming shall be performed at each service visit around all fixed objects, including but
not limited to buildings, signs, trees, fences, and utility features.
• Edging shall be maintained along curbs, sidewalks, and paved areas, with all clippings
removed from hard surfaces.
2.2 W**d and Pest Control
• Mulched beds, landscaped areas, and paved or gravel areas shall be maintained free of
weeds.
• All herbicides, pesticides, or treatment products used must be properly registered and
applied in accordance with all applicable local, state, and federal regulations.
2.3 Seasonal Cleanups
• Spring cleanup shall include removal of winter debris, including leaves, sticks, and litter
from turf and landscaped areas.
2.4 Debris Removal
• All grass clippings and maintenance debris shall be removed from driveways, parking
lots, sidewalks, and walkways following each service.
3. Scope of Work – Snow and Ice Management
3.1 Snow Plowing
• Snow plowing services shall be initiated when snow accumulation reaches one (1) inch.
• Parking lots and drive lanes shall be plowed and maintained throughout the duration of a
snowfall event to ensure continued access for emergency vehicles.

3.2 Sidewalk and Entrance Clearing
• All sidewalks, walkways, and building entrances shall be cleared down to the pavement.
• Sidewalk clearing shall be performed concurrently with parking lot plowing whenever
practicable.
3.3 De-Icing
• Approved de-icing materials shall be applied as necessary to ensure driveways, parking
areas, sidewalks, and entrances remain safe and passable.
4. Contractor Qualifications
Proposals shall include the following minimum qualifications:
• Experience: A list of at least three (3) properties of comparable size and scope currently
or recently serviced, including contact information.
• Insurance: A current certificate of insurance demonstrating general liability and
workers’ compensation coverage meeting Missouri statutory requirements.
• Safety Plan: A description of safety procedures and protocols for both grounds
maintenance and winter weather operations.
5. Proposal Submission Requirements
5.1 Proposal Format
Proposals shall include, at a minimum, the following sections:

Company Information – Business background, years in operation, and key personnel.
Scope of Work Response – Narrative describing how the proposer will meet all
requirements outlined in this RFP.
Pricing Schedule – Itemized pricing for all services.
References – At least three (3) professional references.
Proof of Insurance – Current certificates evidencing required coverage.
5.2 Pricing
• Pricing shall be submitted as a monthly or annual flat fee for standard grounds
maintenance and snow removal services.
• Proposers shall include a separate rate sheet for any optional or additional services,
clearly identifying units of measure (e.g., hourly, per occurrence).
5.3 Submission Method

Late proposals will not be considered.
6. Evaluation and Award
• Evaluation Criteria: Proposals will be evaluated based on experience, qualifications,
proposed methodology, and overall cost-effectiveness.
• Contract Term: The initial contract term shall be one (1) year, with the option for
renewal at MCAD’s discretion.
• Reservation of Rights: MCAD reserves the right to reject any or all proposals, waive
informalities, and accept the proposal deemed to be in the best interest of the Distric
