Home Explosion Suspect Arrested

On Sunday, April 5, 2026 the Madison County Sheriff’s Office responded to the scene of a house fire.

The scene was processed by investigators from the Madison County Sheriff’s Office, ATF, FBI, Illinois Fire Marshal’s Office, and the Madison County Coroner’s Office.

Three victims were identified and later pronounced deceased as a result of several explosions at the residence.

The suspect was transported to the hospital with non-life threatening injuries. Multiple commercial-grade energetic devices were safely disposed of by the Illinois Secretary of State Bomb Squad. During the investigation, two additional residents were identified as guardians.

Following an extensive investigation, including but not limited to numerous interviews and the ex*****on of multiple search warrants, the facts of the case were reviewed by the Madison County State’s Attorney’s Office.

On May 20, 2026, Colton K. Cissell (W/M) DOB: 5/17/2004 was charged with:

Count 1: Possession of Explosives or Explosive or Incendiary Devices (Class 1 Felony)
Count 2: Involuntary Manslaughter (Class 2 Felony)
Count 3: Involuntary Manslaughter (Class 2 Felony)
Count 4: Involuntary Manslaughter (Class 3 Felony)
Count 5: Endangering the Life or Health of a Child (Class 3 Felony)
Count 6: Possession of Explosive Material without a License (Class 3 Felony)

Kenneth R. Cissell (W/M) DOB: 2/16/1978 was charged with:

Count 1: Endangering the Life or Health of a Child (Class 3 Felony)

Roberta D. Cissell (W/F) DOB: 9/11/1982 was charged with:

Count 1: Endangering the Life or Health of a Child (Class 3 Felony)

Colton has been arrested and is currently in custody at the Madison County Jail pending a detention hearing. Kenneth and Roberta remain at large. After recent inquiries in reference to detention, it should be noted that Kenneth and Roberta will be arrested and processed but will be released as their charges are not detainable per the SAFE-T Act.

All suspects are presumed innocent until proven guilty in a court of law.

Madison County Sheriff’s Office reports successful Memorial Day ‘Click It or Ticket’ campaign
Madison County, Illinois— The Madison County Sheriff’s Office today announced the results of its Memorial Day 2026 “Click It or Ticket” enforcement campaign aimed at increasing seat belt use and keeping roads safe during one of the busiest travel periods of the year.
“Thanks to the efforts of our officers, more drivers and passengers were reminded to buckle up, helping to prevent injuries and save lives,” said Captain Matt Werner. “Every citation and safety check reinforces the message that seat belts work.”
During the campaign, Madison County Sheriff’s Office Deputies took the following actions:
• 18 seat belt citations issued.
• 2 felony arrests.
• 2 fugitives apprehended.
• 4 suspended/revoked license actions.
• 5 uninsured motorist citations.
• 7 speeding citations.
• 2 drug arrests.
The campaign’s success reflects law enforcement's commitment to roadway safety and reinforces the message that buckling up saves lives.

First-degree murder charges have been filed against Albert L. Zigler, 70, of
Caseyville, Illinois, in connection with the 1993 killing of Randy Gail Sperino. Ms. Sperino was 34 years
old at the time of her death.
The charges were announced today alongside Wes Sperino, the victim's son, Sheriff Jeff Connor and State's Attorney Tom Haine.
This case represents the resolution of a 33-year-old homicide investigation.

In 1993, Randy Gail Sperino was bludgeoned to death and her body was dumped in a field in
unincorporated Granite City. Despite the passage of more than three decades, investigators remained
committed to pursuing justice in this case.
Through the dedicated and persistent efforts of investigators over the years, sufficient evidence was
developed to support first-degree murder charges against Zigler.

The defendant is presumed innocent until proven guilty in a court of law.

Zero excuses: ‘Click It or Ticket’ campaign underway for Memorial Day
Madison County, Illinois — The Madison County Sheriff's Office is joining law enforcement agencies across Illinois for the 2026 "Click It or Ticket" campaign running May 15-26 during the Memorial Day travel period.
"Buckle up every trip, every time," said Captain Matt Werner. "Seat belts save lives, and we are committed to keeping our roads safe."
Officers will conduct high-visibility enforcement day and night, focusing on seat belt violations. Motorists who fail to buckle up can expect to be stopped and ticketed.
Illinois law requires all drivers and passengers to wear seat belts. While usage has increased to 93% in 2025, unrestrained fatalities remain a concern — especially at night.
The "Click It or Ticket" initiative is funded with federal highway safety funds administered by the Illinois Department of Transportation. For more information on safe driving practices, visit ItsNotaGameIllinois.com.
