The Maryland State Police Criminal Enforcement Division-(CED) conducts criminal investigations in partnership with allied law enforcement agencies. CED is comprised of special investigative groups such as, gang and fi****ms enforcement, computer crimes, missing children, homicides, fugitive apprehension, vehicle theft, insurance fraud and environmental crimes. The Criminal Enforcement Division (CE

D), Upper Shore Region, is comprised of investigators assigned to the region. The region is comprised of Kent, Queen Anne's, Talbot, Caroline and Dorchester Counties. These investigators investigate the most serious and or time consuming crimes while also providing investigative support to allied agencies in and throughout this area. Investigations include fraud, thefts, burglary, robbery, assaults, computer crimes, s*x abuses, cyber crimes, etc. CED Upper Shore is also a member of the Maryland Internet Crimes Against Children Task Force and is the lead investigative agency for these crimes on the upper shore. Maryland State Police Arrest Caroline County Man On Child Po*******hy Charges

October 16, 2020

(DENTON, MD) – Investigators with the Maryland State Police Criminal Enforcement Division, Upper Shore Region, arrested a Caroline County man Thursday on child po*******hy charges.

The suspect, Daniel Provencal, 47, of Denton, Maryland, is charged with 11 counts of distribution of child po*******hy, 11 counts of possession with intent to distribute child po*******hy and 18 counts of possession of child po*******hy. He is being held without bond at the Caroline County Detention Center.

The investigation stemmed from information received regarding Provencal having distributed and being in possession of child po*******hy through various social media outlets. Investigators obtained a search warrant for Provencal’s residence which was served on Thursday. Provencal was subsequently arrested at his residence during the serving of the search warrant.

All suspects are innocent until proven guilty in court.

Ridgely, Caroline County, Maryland - Investigators with the Maryland State Police Criminal Enforcement Division, Upper Shore Region, arrested a Caroline County man Tuesday on charges of child po*******hy distribution and possession.

The suspect, Zachery Ott, 21, of Ridgely, Maryland, is charged with child po*******hy distribution and possession.

The investigation stemmed from information received regarding Ott having distributed and being in possession of child po*******hy through various social media outlets. Investigators obtained an arrest warrant on Ott, which was served on September 15, 2020. Ott was arrested at his residence in Ridgely, MD upon the serving of a search warrant at his residence. He is currently being held on no bond at the Talbot County Detention Center.

All suspects are innocent until proven guilty in court.

SCAM ALERT: Maryland State Police are warning the public about telephone scams in which the caller claims to be an agent for Publishers Clearing House, stating that the person contacted had “won the grand prize” from Publishers Clearing House, but only after paying a $250 “fee” to cover the cost of taxes.

This scam serves as a reminder that Publishers Clearing House and other sweepstakes do not require upfront fees to cover the cost of winning prizes. The Federal Trade Commission also offers information on reporting telephone scams; https://www.consumer.ftc.gov/articles/0208-phone-scams 1-877-FTC-HELP.

This most recent case involved people in the Upper Eastern Shore region who reported receiving a telephone call from someone who identified themselves as “Agent John Clark” calling on behalf of Publishers Clearing House, saying the citizen had won the grand prize, but needed to send in $250 first, in the form of a wire transfer, or a loaded gift card, to cover the cost of taxes. This is just one of several telephone scams reported to Maryland State Police.

Missing Registered S*x Offender Sought On New Charges | Hasn’t Checked In Since Before November 2019 | Maryland State Police are asking the public to help locate a missing Halethorpe man, wanted in connection to new charges. Anthony Howes is also believed to have provided false information during his registration as a s*x offender living in Maryland.

“PLEASE SHARE: Maryland State Police seeking the public’s assistance in locating a registered child s*x offender from Baltimore County who is wanted on additional s*xual abuse of a minor charges.

The suspect, Anthony Lyvonne Howes, 51, of Halethorpe, Maryland has been missing since at least Nov. 4, 2019, when troopers from the Maryland State Police Apprehension Team sought to arrest him at his home on charges that he s*xually assaulted a minor in Centreville, Maryland.

In addition to the arrest warrant on the most recent charges, Howes also has an arrest warrant issued by the Baltimore County Police Department for providing false information when he registered as a s*x offender in Maryland. Howes, who is listed as 6 feet, 1 inches tall and weighing 255 pounds, was last known to be located in Baltimore County.

Anyone with information on Howes’s whereabouts can either call or text the Maryland State Apprehension Team at 410-996-4837.

There have been reports of residential burglaries occurring in the Federalsburg area this past week. Specifically, there were two on Houston Branch Road. If anyone has information, or has been a victim of similar incidents, please contact the Maryland State Police Easton Barrack at 410-822-3101.

MARYLAND STATE POLICE ARREST R**E SUSPECT ON EASTERN SHORE

(EASTON, MD) – Maryland State Police arrested a r**e suspect this morning in connection with an alleged s*xual assault that occurred earlier this month in Dorchester County, Maryland.
The suspect is identified as Jason Willis, 43, of Hurlock, Maryland. He was arrested on first degree r**e charges at his home and will be processed at the Easton Barrack. Investigators with the Maryland State Police Criminal Enforcement Division, Upper Shore Region have charged Willis with first degree r**e, second degree r**e, third degree s*x offense, fourth degree s*x offense, first degree assault, second degree assault, perverted practice, and reckless endangerment.

The investigation began when a female victim reported to state police that Willis, whom she was acquainted with, had forcibly r**ed her at his residence on Russell Road in Hurlock, Maryland. Subsequent investigation lead to service of a search warrant today at the suspects residence. Willis was located at the residence and was arrested on a warrant without incident.

Willis was taken to the hospital due to a matter unrelated to the arrest. He will be taken before a District Court Commissioner upon his release from the hospital.

The incident is still under investigation and further charges may be forthcoming. Anyone with information about this or any other assault that may have involved this suspect is urged to contact lead investigator TFC K. Plutschak at (410) 819-4782.

CHILD PO*******HY, CHILD S*X CHARGES

(CENTREVILLE, MD) – A Caroline County man has been indicted and arrested on more than 100 child po*******hy and related child s*x charges following a months-long investigation by Maryland State Police.

The suspect is identified as James A. Sleasman, 38, of Ridgely, Md. Indicted by a Caroline County Grand Jury convened by the state’s attorney, Sleasman is charged with 43 counts of distribution of child po*******hy, 53 counts of possession of child po*******hy, 15 counts of s*xual solicitation of a minor, four counts of solicitation of child po*******hy and one count each of distribution of obscene matter and possession with intent to distribute obscene matter. Following his indictiment, Sleasman was arrested July 31st. He is currently being held at the Caroline County Detention Center on $50,000 secured bond.

The investigation began earlier this year when the Maryland State Police Criminal Enforcement Division received a cybertip from the National Center for Missing and Exploited Children that an online user, later identified as Sleasman, had uploaded images of possible child po*******hy/obscene images while using a social media platform. While their initial investigation was underway, troopers received additional cybertips from another social media provider that several images of child po*******hy were distributed through their platform to other users. Through the course of the investigation, the user who distributed those images was also determined to be Sleasman.

The investigation also found evidence that Sleasman had distributed numerous images and videos of child po*******hy to other people. Based on their investigation, investigators allege Sleasman was talking to minors under the age of 16 and engaging in s*xually-related conversations, to include soliciting child pornographic images from them. One of the minors has been identified and investigators are working to identify others.

State Police investigators believe there could be additional victims. Anyone who may have been a victim of Sleasman and/or has additional information on this case is asked to contact the Maryland State Police Centreville Barrack at 410-758-1101, ext 5148. The investigation is continuing.
