-------

The First Library Association of Easthampton was organized in 1792 by Reverend Payson Williston, a noted local industrialist and philanthropist, just seven years after the incorporation of the town. In 1841 the library

merged with the Youth’s Library Association and became known as the Easthampton Social Library Association. In 1869, Samuel, the son of Payson Williston, and a group of notable citizens of the town, officially incorporated The Public Library Association of Easthampton and a financial appropriation was received from the town. In 1871 the Association was authorized to form and maintain a museum in concert with the library.

10 years later the library had outgrown its quarters in the Town Hall. Emily Williston, widow of the late Samuel Williston, responded with a major gift of $16,000 to construct a new library. The building was designed by Boston architects Peabody and Stearns. On February 23, 1881 the building was opened to the public. Two major renovations have been done since then. The first in 1930 when the basement was renovated to provide space for a Youth Department and to update the heating system. The second was in 1966 with the expansion of the Youth Department, modernization of the adult section, and the creation of a staff work space. The first computer was purchased for library use in 1988. The Library building was placed on the National Register of Historic Places in 1987. On the Library Association’s 125th anniversary, the Library was renamed the Emily Williston Memorial Library and Museum.

Many of you have reached out to ask about how the proposed FY27 budget cuts and the override vote will impact the Library.

The Library has a different funding model than City departments, combining City support with endowment support, fundraising, and grants to provide public library service.

The City currently provides less than half of the Library operating budget, No comparable department in the City brings in the percentage of outside revenue that the Library does, with the City spending only about $17/capita on library services in the yearly appropriation.

Over the last few years, the Library and City leaders have been working toward a more sustainable funding path for public library service in Easthampton.

In either budget scenario, the Library faces a reduction from the funding level needed to maintain services and continue long-term planning. However, if the override does not pass, we will see cuts not only in this fiscal year, but a bleak municipal future going forward, as well as a significant increase in need for our services, as other departments cut needed supports, an effective unfunded mandate that we will be unable to fully meet. See the slides for a breakdown on services and intangibles that will be lost or cut.

If the override passes, and even if it does not, we are aware that Easthampton residents will face significant cost increases on multiple fronts, from fuel to entertainment to food.

The Library is committed to using all the resources available to us and all of the collaborations we can organize with City, non-profit, and business entities to ensure that Easthamptoners have a safe, well-cared-for, third space in which to read, research, pursue their passions, handle daily life tasks, and enjoy rich programming that enhances their lives.

Our vision is best served when we provide these services in a fully resourced City environment, but we recognize the hard decisions that many are making, and plan to provide respite, support, and delight.

Just a reminder that we've aggregated some helpful info around the upcoming override vote on the Library page--please reach out if there is helpful info out there that we should add!

Easthampton will be holding a special election on Tuesday, June 9th, to decide whether to pass a Proposition 2 1/2 override. The Mayor has prepared two versions of the budget for review, pending passage of the override. Both budget books are printed and available to review at the Library. At the link below are a number of resources that may help residents considering their vote, or generally interested in the current state of City finances.
