Seconds Matter

On 08/31/2026 at 4:14 AM, Officer Devlin arrived at the scene of a vehicle crash on Bridge Street to find a terrifying situation: the vehicle was on fire, the driver was seat-belted in, breathing, but unresponsive inside the wreckage.

Knowing there wasn't a moment to spare, Officer Devlin jumped into action to free the trapped driver from the vehicle. Sergeant Tessier arrived on scene to assist, and together, both officers dragged the unresponsive driver away to safety.

Just minutes later, the vehicle was completely swallowed by a wall of fire (as seen in the second dashcam photo).

Had it not been for the swift, decisive teamwork and selfless heroism of Officer Devlin and Sergeant Tessier, this incident would have had a heartbreaking ending.

We are thrilled to share that the driver has been released from the hospital and is home recovering from their injuries.

The East Windsor Police Department proudly commends Officer Devlin and Sergeant Tessier for their incredible bravery, quick thinking, and decisive actions that undoubtedly saved a human life.

The East Windsor Police Department would like to introduce our town's newest School Resource Officer, Ryan Beturne. Officer Beturne will be working out of East Windsor High School and helping students, staff and faculty throughout the school year. Officer Beturne is a member of our department's Peer Support Team and serves as an advisor for our Police Cadet program. We look forward to strengthening our already solid relationship with our student body and educators in town. Today, Officer Beturne, CSO Sanchez, as well as numerous officers, spent time at our town schools welcoming back students and getting acquainted with parents. We'd like to extend a safe, happy and prosperous school year to all our town's students and teachers!

The East Windsor Police Department was proud to once again participate in the Dream Ride Experience this weekend.

This year, Officers Poliquin and Sanchez represented EWPD during the Dream Cruise, while Officer Torres and our Police Cadets provided traffic services in the parking lot to help keep the event safe and moving smoothly.

We’re grateful for the opportunity to be part of such a meaningful event and to join our fellow law enforcement officers, riders, volunteers, and community members in supporting this great cause.

Today, we celebrate and congratulate Chief Matthew Carl on an incredible 30 years of dedicated service to the East Windsor Police Department and the Town of East Windsor.

Thirty years ago, he began this journey as a patrol officer. Through hard work, commitment, leadership, and an unwavering dedication to the people he serves, he worked his way through the ranks to become Chief of Police.

Along the way, he has earned countless accomplishments and accolades, but perhaps his greatest achievement is the trust and respect he has built within this department and throughout the community.

A career in law enforcement is not easy. It demands sacrifice, long hours, difficult decisions, courage, and a commitment to serving others, even on the days when the job takes a personal toll. Through it all, Chief Carl has continued to show up, lead by example, and give his best to the department and the Town of East Windsor.

Chief, thank you for three decades of dedication, leadership, sacrifice, and service. Congratulations on this tremendous accomplishment, and thank you for everything you have given to the East Windsor Police Department and the community you proudly serve.

Congratulations on 30 years, Chief Carl! Here’s to an incredible career and the legacy you continue to build.
