Amendment Hearing on Wednesday, June 16th, 2026

NOTICE IS HEREBY GIVEN that the East Washington Borough Council, and the Washington City Council, Washington County, Pennsylva­nia, will hold a joint public hearing and intend to consider for adoption at a meeting on Tuesday, June 16, at 7 p.m., an amendment to the City of Washington and East Washington Borough Multi-Municipal Zoning Ordi­nance in accordance with the Pennsylvania Municipalities Planning Code (“MPC”). This meeting will be held at the Howard J. Burnett Center – Yost Auditorium, 292 E. Wheeling Street, Washington, PA 15301.

The proposed amendment is to consider:
An Ordinance of the City of Washington and East Washington Bor­ough, Washington County, Pennsylvania amending the Multi Muni­cipal Zoning Ordinance of the City of Washington and the East Washington Borough to allow dormitories in a High Density Residential (R-3) Zoning District as a Conditional Use and further set forth dimensional requirements for dormitories in a High Densi­ty Residential (R-3) Zoning District. On June 3, 2026 at 0600 hours, the PSP (Pennsylvania State Police) Special Emergency Response Team (SERT) along with the FBI (Federal Bureau of Investigation) and the Pennsylvania Office of the Attorney General with the assistance of the East Washington Borough Police Department conducted two federal search and arrest warrants at two locations within East Washington Borough.

The first location was at an apartment on North Avenue and the second location was at an apartment located on East Chestnut Street within East Washington Borough. Noise-flash diversionary devices were used. At no point was there a threat to the public. Portions of North Avenue and East Chestnut Street were temporarily shut down
while the warrants were conducted.

The warrants were produced from a collaborative effort from the above stated agencies and part of a ‘sweep’ at various other locations in southwestern Pennsylvania on this date.

As June 1, 2026 approaches next week, EWPD wants to remind residents, those passing through the borough and all our followers about Paul Millers’s law that take effect on Monday.

“Paul Miller law” most commonly refers to Pennsylvania’s new distracted-driving law, officially called Paul Miller’s Law. It took effect last year on June 5, 2025 with penalties starting June 1st of 2026.

Important facts:
• Drivers cannot hold or use a handheld phone or other mobile device while driving.
• The ban applies even when stopped at a red light, stop sign, or in traffic.
• Police can stop drivers solely for this violation because it’s a primary offense.

Hands-free use (Bluetooth, voice controls, mounted devices) is allowed.

Penalties:
Starting June 5, 2026: $50 fine plus court costs and fees.

🚛♻️ East Washington Borough Waste & Recycling Reminder ♻️🚛

Residents are respectfully reminded to please ensure any delinquent trash balances are brought current as soon as possible. Unpaid balances may soon result in additional enforcement actions and/or service-related consequences. Please contact Bigs Sanitation if you are unsure if you have an outstanding balance.

We would also like to remind residents to properly separate household trash from recycling materials.

✅Trash / recycling should be placed the night before, properly bagged and recommended placed in containers
✅Recycling should be clearly identifiable and separated from regular waste.
✅ Any container may be used for recycling. “Recycling” stickers to help clearly mark containers are available outside of the East Washington Borough Building for residents to pick up.

❌ Recycling cannot be bagged up in garbage bags.
❌If trash and recycling are mixed together, or if recycling containers/bins are not clearly marked, the material may be disposed of with regular trash.

This helps ensure proper collection and prevents contamination of recyclable materials.
