In 2023, law enforcement leaders throughout the Quad Cities and the leaders of the Rock Island County NAACP adopted the “10 Shared Principles,” a commitment focused on strengthening trust, transparency, accountability, and positive relationships between police departments and the communities they serve. With several new Chiefs of Police now serving agencies across the county, local law enforcement leaders joined the NAACP on May 20, 2026 to reaffirm that commitment by re-signing the 10 Shared Principles.
These principles emphasize fairness, respect, communication, de-escalation, procedural justice, mutual responsibility and continued community engagement.
The East Moline Police Department is proud to stand alongside neighboring agencies and community leaders in reaffirming our dedication to professional, compassionate, and community-focused policing.

• Village of Milan Police Department, Chief Derek Radosevich
NAACP - Rock Island County, Illinois Branch President Bonnie Ballard spoke during the event, reminding those in attendance that “public safety is strongest when it is built upon mutual respect, open communication, fairness, and humanity.”
