In 2023, law enforcement leaders throughout the Quad Cities and the leaders of the Rock Island County NAACP adopted the “10 Shared Principles,” a commitment focused on strengthening trust, transparency, accountability, and positive relationships between police departments and the communities they serve. With several new Chiefs of Police now serving agencies across the county, local law enforcement leaders joined the NAACP on May 20, 2026 to reaffirm that commitment by re-signing the 10 Shared Principles.

These principles emphasize fairness, respect, communication, de-escalation, procedural justice, mutual responsibility and continued community engagement.

The East Moline Police Department is proud to stand alongside neighboring agencies and community leaders in reaffirming our dedication to professional, compassionate, and community-focused policing.

Participating agencies include:

• Rock Island County Sheriff's Office, Sheriff Darren Hart
• Moline Police Department, Chief Darren Gault

On May 25th, 1969 East Moline Police Officer Richard Morton Jr. was killed in the line of duty while serving the citizens of his community. Here is his story:

East Moline Police responded to 1352 10th Ave. on a "routine" trouble call. Nieghbors called stating that Daniel Hougas was outside with a rifle threatening to shoot the neighbor children who were reportedly playing on his lawn. Officer Richard Morton Jr. and Officer Robert Butcher arrived and immediately seized the rifle from Daniel Hougas, which turned out to be a BB gun. Senior Officer Richard Morton Jr. directed Officer Robert Butcher to transport Daniel Hougas to the police department. At that time, Daniel Hougas pulled away from officers, took a few steps, and drew a .32 caliber revolver from his pocket. Daniel Hougas began firing at the police officers, reportedly firing five shots. One of those bullets hit Officer Richard Morton Jr. in the chest. Despite being injured, Officer Richard Morton Jr. was able to fire two rounds at the suspect. Officer Robert Butcher and Officer Richard Morton Jr. returned fire killing Daniel Hougas. Officer Richard Morton Jr. died several hours later while undergoing surgery at Illini Hospital in Silvis, IL.

This past Friday we held a memorial service in honor of Officer Richard Morton Jr. The sacrifice he made back in 1969 will never be forgotten. His partner on that day, Officer Robert Butcher, passed away last year and his actions that day will never be forgotten as well. May they both rest in peace.

Last night at the city council meeting, Chief Ramsey appointed Captain Jason Kratt to the newly created Deputy Chief position for the East Moline Police Department. This position replaces the current Captain position and is an organizational change that moves the department into a more modern executive command structure. The Honorable Mayor Reggie Freeman conducted the swearing in.

Deputy Chief Kratt is a 20 year veteran of the East Moline Police Department and has served as a Captain since 2022. Prior to that he worked in the Special Operations Unit, Investigations Division, was promoted to Sergeant in 2015, and was promoted Lieutenant in 2018. Deputy Chief Kratt is a 2024 graduate of the FBI National Academy Class #290 and recently attained a Master’s Degree in Public Safety in 2025.

MISSING ADULT

The Rock Island Police Department is requesting assistance in locating 22-year old Jackson Ruud. Jackson was last seen in the area of the area of 30th Street and 12th Avenue on May 15th at approx. 5:00 pm. He is 5’ 5” in height, 142 lbs., and was last seen wearing a white t-shirt, blue jeans, a ball cap and carrying a backpack.

Anyone with information on Jackson’s whereabouts is asked to contact the Rock Island Police Department at (309) 732-2677 or Crime Stoppers at (309) 762-9500 or using the P3 Tips app.

The East Moline Police Department extends congratulations to Detective Berge, a finalist for the Optimist Club Top Cop Award, and Officer Drobney, a nominee for the same honor. Both individuals were recognized for exemplifying exceptional community service, heroism, and meritorious service, aligning with the Optimist Club's purpose, at their recent breakfast meeting. They were among distinguished nominees from the Moline Police Department and Rock Island County Sheriff's Office. Notably, Detective Berge has also been selected as the East Moline Police Department's Officer of the Year for 2025. The department commends all nominees, particularly Sergeant Beaudry from the Moline PD, who received the Top Cop Award. Gratitude is also extended to the Breakfast Optimist Club- Moline, IL for acknowledging the dedication of these officers.
